Statement to the Legislative Assembly
Mahsi, Mr. Speaker. Mr. Speaker, it gives me great pleasure to announce that the Government of the Northwest Territories has approved the Gwich’in and Inuvialuit Self-Government Agreement-in-Principle for the Beaufort-Delta region. I look forward to signing this important document on behalf of the Government of the Northwest Territories once the Gwich’in Tribal Council, the Inuvialuit Regional Corporation and the federal government have also formally approved the agreement. Mr. Speaker, this agreement-in-principle is the first stand-alone self-government agreement in the history of the Northwest Territories. It was initialled by negotiators for this government, the Gwich’in and Inuvialuit and Canada on October 3rd of this year in Inuvik. By initialling the agreement, the negotiators recommended it to their various principals for their consideration. I am pleased that our government was able to complete its internal review thoroughly and quickly. Once the agreement has been approved by all parties, they will arrange for a signing ceremony and that will most likely take place sometime early in the new year. Mr. Speaker, following the formal signing of the agreement-in-principle, I will table this historic document in the Legislative Assembly. After the agreement has been signed, it will be published and made available to all interested parties and will provide a basis for informed public comment. Such comment and discussion will assist the parties in negotiating a final agreement.

    A Dogrib Youth Addictions Peer Training Project The Dogrib Addictions Strategy is a comprehensive approach to addictions problems in four Dogrib communities. The purpose of this project is to train 18 youth as peer counsellors serving in their local communities. Funding Approved: $23,000
    Just Add Water The project aims to develop basic swimming skills among the children and youth of Yellowknife and N'dilo and provide a recreational opportunity for these youngsters. Most children would not otherwise be able to attend due to the costs associated. Funding Approved: $8,000
    Training Needs Assessment System for Community and Aboriginal Governments The NWT Association of Municipalities will hold training workshops in the Sahtu, Deh Cho, North Slave, South Slave and Beaufort Delta regions to help northern governments develop an accurate assessment of their current human resource capacity and their training needs.     T he two specimens in the lower left corner are early Western Plano culture point types, Hell Gap to the left and Agate Basin to the right, while the two points above them are late Western Plano culture types, Eden to the left and Scottsbluff to the right. Above these is a Period III Middle Plains culture point. The bison vertebra with the iron arrowhead lodged in it illustrates the continuity of bison hunting on the Plains. All of the chipped stone specimens are plastic replicas of the original southern Saskatchewan specimens residing in the Royal Ontario Museum. Such replicas are useful in research as well as exhibits vulnerable to damage. Except for weight, the replicas are indistinguishable from the originals. The points were all manufactured from North Dakota Knife River chalcedony.

    The Canadian Plains represent the northern portion of the Central Plains of North America and the northern Plano culture bands participated in the cultural developments of this extensive region. It is therefore possible to draw upon a substantial body of information from the northern Plains of the United States.
