The Child Care Funding Review was launched in April 2000 to address funding and delivery issues. The review:
  • provides direction to the development of a comprehensive delivery system of accessible, community-based, high quality early childhood programs; recommends changes to the way the Nova Scotia government funds regulated child care; and raises questions that need answers before embarking on the direction.
The key findings were:
  • The provision of child care is reactive and not guided by a policy framework. Two major policy initiatives of the current government have an impact on child care. First is The Course Ahead (2000), which outlines a corporate goal of increased self-sufficiency. It puts the emphasis on child care as a support to parental labour force attachment, but does not address the needs of the child. Second is the federal/provincial/territorial Early Childhood Development Agreement of the National Children's Agenda. It puts the emphasis on healthy child development and outcomes, but does not address the fact that most parents of young children are in the paid labour force.
    Wages of child care staff are generally at or below poverty level. The average hourly wage of a teacher in a child care centre is $8.51

May 25, 1998 The national lesbian and gay equality organization EGALE welcomed today the decision of the Nova Scotia government to settle the court challenge brought by Wilson Hodder and extend equal pension benefits to those in same-sex relationships. "We are delighted that the Government is recognizing its constitutional responsibility to treat gays and lesbians equally." said Kim Vance, EGALE Board Member from Nova Scotia. "Rather than fighting to maintain a position which is clearly discriminatory, the government has chosen to affirm the right of all Nova Scotians to equal workplace benefits. Lesbians and gays contribute equally to pension plans and are entitled to the equal benefit of those plans." The decision of the Nova Scotia government also increases pressure on the federal government not to appeal the recent ruling of the Ontario Court of Appeal in . In that judgment, the Ontario Court of Appeal ruled unanimously that the "opposite-sex" definition of "spouse" in the pension registration provisions of the federal Income Tax Act in unconstitutional. The federal government has until mid-June to decide whether or not to appeal the decision.

Nova Scotia Government Employees Union Local 77 Dalhousie Staff Association Minutes - General Meeting October 5, 2000 Meeting was called to order by the Chair - President, Shannon Kelly. Notice given that Secretary, Zita Hildebrandt was unable to attend meeting and minutes would be recorded by the Chair. Approval of Minutes of June 2000 General Meeting: Motion moved by Tammy Zinck, seconded by Angus MacPherson and carried. The Chair reported one piece of New Correspondence: the resignation of Treasurer, Nancy Cashin, for personal reasons. Chief Shop Steward Ed Redman gave a brief outline of grievances presently on-going on the campus. Employee Relations Officer (ERO) Ann Barrett gave an additional brief outline of mediation and arbitrations presently on-going on the campus. The ERO then fielded questions from the floor. Questions included the job evaluation process happening in various departments on campus. A member from the floor questioned the ERO concerning certain named persons on campus having diffic ulties. The member was ruled Out of Order. The Chair advised the membership that when discussing any topic in a General Meeting forum, members names were not to be cited. ERO Barrett went on to advise the membership that certain classification changes on campus showed an increase while others remained the same. The members were advised that both the ERO and Job Evaluation were aware of these situations and working within the system as best as possible; questions pertaining to job evaluations were to be re ferred to the Job Evaluation Committee.

Nova Scotia Government has bowed to the pesticide industry The Nova Scotia Government has bowed to the pesticide industry and passed legislation that has left 54 of the 55 Nova Scotia Municipalities defenseless to regulate urban pesticide use (Section 172(1)j in the Municipal Government Act (P.76, Bill 47)) . Much more positive and enabling jurisdiction to regulate urban pesticides was passed for just the Halifax Regional Municipality (Section 533, pp225,226). This followed more than 100 presentations before the Nova Scotia Legislature's Law Amendments Committee from members of the public protesting the obstructive jurisdiction that now appears in Section 172(1)j. Why are Nova Scotia Municipalities treated so differently? Aren't the children in all Municipalities equally deserving of protection?
