Reactor Analysis and Engineering Division Synopsis
The Reactor Analysis and Engineering (RAE) Division at Argonne National Laboratory performs research aimed at advancing the design and operation of nuclear energy systems. The Division's charter encompasses the development of next generation fission reactor and fuel cycle concepts, investigation of innovative technologies for safely disposing of spent reactor fuels and other nuclear materials, and applying its expertise and facilities to address important problems affecting the safety and operation of current generation nuclear facilities. The RAE Division has a broad spectrum of capabilities and facilities to support reactor analysis and reactor engineering. The core competencies of the RAE Division include:

Revival of Nuclear Energy Highlights ANS' '02 Annual Meeting
LA GRANGE PARK, Ill. June 4, 2002 The revival of the nuclear energy option, near-term power plant deployment and breakthroughs in fusion research are among the many topics that will be addressed during the American Nuclear Society's 2002 Annual Meeting, being held June 9-13 at the Westin Diplomat Hotel in Hollywood, Fla.
To satisfy the growing demand for energy in the United States, and to protect the environment from emissions produced by fossil-burning fuels, nuclear power is an economic and environmentally friendly alternative to meeting the country's energy needs.
A plenary session on "The Revival of the Nuclear Energy Option" will open the annual meeting on Monday, June 10. Rep. Joe Barton (R-Texas), a member of the House Energy and Commerce Committee, will deliver the keynote address.
William Magwood, director of the Department of Energy's Office of Nuclear Energy, Science and Technology, leads the plenary panel that also includes Joe Colvin, president and chief executive officer of the Nuclear Energy Institute, Rep. Jerry Paul (R-Dist. 71), Deputy Majority Whip of the Florida House of Representatives, and Zack Pate, chairman of the World Association of Nuclear Operators.
The International Congress on Advanced Nuclear Power Plants (ICAPP) will conduct its topical meeting in conjunction with the ANS Annual Meeting.

    The Committee recommends deferral of $67,000,000 in previously appropriated Clean Coal Technology budget authority until fiscal year 2002 instead of a $221 million deferral and a rescission of $105 million as proposed by the Administration. To the extent funds are not needed because of premature project terminations, the Committee will continue its practice of rescinding excess funds. The Committee believes more substantial deferrals or rescissions are not warranted at this time. The Committee agrees to the following:
      1. Up to $14 million may be used for administration of the clean coal technology program in fiscal year 2001. 2. The Committee does not object to the continued support of the U.S./China Energy and Environmental Center, which promotes the use of American energy technology that will greatly reduce emissions and improve energy efficiency.

    Medical Uses for Radioisotopes Advanced by Richardson at International Atomic Energy Agency General Conference

    VIENNA, Austria In an address to the International Atomic Energy Agency (IAEA), U.S. Secretary of Energy Bill Richardson announced American participation in an international collaboration on research and development into and the treatment of life-threatening illnesses. The United States will provide surplus Tungsten-188, that is converted into Rhenium-188 for use in clinical trials on new heart disease, cancer and bone pain therapies. "The United States seeks to advance collaboration among nations to help increase the availability of radioisotopes for medical purposes. By applying the energy of the atom to the medical sciences, we are able to reduce the cost and intrusiveness of treatments. Today I am pleased to announce that the Department of Energy, working with Belgium and Finland, will supply the IAEA with surplus radioisotopes for the production of isotope generators," said Secretary Richardson. The U.S. Department of Energy (DOE) produces Tungsten-Rhenium isotope generators at its Oak Ridge National Laboratory (ORNL) in Oak Ridge, Tennessee. As part of this collaboration, DOE will supply Tungsten-188 for irradiation in Belgium. The irradiated material will then be processed at ORNL. The processed material will then be shipped to Finland for preparation of isotope generators that will be provided to IAEA's Coordinated Research Program which sponsors nuclear science and technology projects in 14 developing countries.     Abraham Announces Members of U.S.-Russia Working Groups to Advance Nuclear Nonproliferation Efforts

    May 30, 2002
    Washington, D.C. - Following the agreement last week between President Bush and Russian President Putin to establish two new bilateral working groups focused on further nuclear nonproliferation activities, U.S. Energy Secretary Spencer Abraham today announced the U.S. members of the working groups and emphasized that there is "no higher priority" at the Department than the success of the nuclear nonproliferation programs. Secretary Abraham and Russian Minister of Atomic Energy Alexander Rumyantsev have been tasked with overseeing the progress of the two working groups. Immediately after the announcement at the Russia summit, Secretary Abraham phoned Rumyantsev to discuss the next step in ongoing efforts to deal with nuclear nonproliferation issues and make plans for the establishment of the working groups. The focus of one of the working groups will be to examine ways to eliminate excess plutonium and highly enriched uranium - materials that can be used to make nuclear weapons. This group will work to identify initiatives that could lead to reductions in nuclear materials from weapons beyond the obligations stipulated in existing agreements and report its recommendations within six months. A second working group will be comprised of technical experts to recommend areas for collaborative research on advanced, proliferation-resistant nuclear reactor and fuel cycle technologies to reduce stocks of weapons-grade plutonium and highly enriched uranium as well as reduce waste produced by civilian reactors. This group will be required to present recommendations within 60 days.

    Reactor Analysis Division Synopsis
    The major objective of the research performed by Argonne National Laboratory's Reactor Analysis Division is to advance the design and operation of nuclear energy systems. The Division's charter encompasses the development of next-generation fission reactor and fuel cycle concepts, the advancement of computational techniques for evaluating and optimizing nuclear energy system performance, and the investigation of innovative technologies for safely disposing of spent reactor fuels and other nuclear materials.
    Currently, much of the Division's research focuses on developing, validating, and deploying computational software needed to demonstrate and optimize the electrometallurgical process for treating spent nuclear fuel. This software models treatment process unit operations and characterizes material inventories and flows for the various process steps, including waste form production and packaging. The Division's researchers are also modeling the performance of waste forms in a geologic repository, both on the basis of theoretical considerations (via molecular-level modeling) and empirically from the results of waste form production and qualification efforts. The Division seeks to enhance computational methods for characterizing the performance and safety features of operating reactors, both domestically and internationally. The objective of this work is to exploit advances in numerical methods and artificial intelligence techniques, as well as the continuing advances in computing technologies, to devise software that plant operators can use to optimize reactor performance and improve their ability to confirm reactor safety. Much of this research is conducted in collaboration with foreign and domestic organizations, within the framework of the International Nuclear Safety Center at Argonne.

    Civaux in southwestern France is a stereotypical rural French village with a square, a church and a small school. On a typical day, Monsieur Rambault, the baker, is up before dawn turning out baguettes and croissants. Shortly after, teacher Rene Barc opens the small school. There is a blacksmith, a hairdresser, a post office, a general store and a couple of bars. But overlooking the picturesque hamlet are two giant cooling towers from a nuclear plant, still under construction, a half-mile away. When the Civaux nuclear power plant comes on line sometime in the next 12 months, France will have 56 working nuclear plants, generating 76% of her electricity. In France, unlike in America, nuclear energy is accepted, even popular. Everybody I spoke to in Civaux loves the fact their region was chosen. The nuclear plant has brought jobs and prosperity to the area. Nobody I spoke to, nobody , expressed any fear. From the village school teacher, Rene Barc, to the patron of the Cafe de Sport bar, Valerie Turbeau, any traces of doubt they might have had have faded as they have come to know plant workers, visited the reactor site and thought about the benefits of being part of France's nuclear energy effort. France's decision to launch a large nuclear program dates back to 1973 and the events in the Middle East that they refer to as the "oil shock." The quadrupling of the price of oil by OPEC nations was indeed a shock for France because at that time most of its electricity came from oil burning plants. France had and still has very few natural energy resources. It has no oil, no gas and her coal resources are very poor and virtually exhausted.

    1976 General Resolution WHEREAS, the electric power industry in the US and Canada has proposed a huge program of constructing nuclear power plants as an answer to the problems caused by the growing shortage of petroleum and the pollution caused by old-fashioned coal-burning plants; and WHEREAS, scientific hopes that nuclear energy would provide a safe, nonpolluting source of power have been frustrated (at least temporarily) by the discovery of many unforeseen dangers to human life and health such as:
  • The high probability that many people would be exposed to low-level radiation, an eventuality which is known to cause birth defects and to result in deaths from cancer, usually after time delays of years;
  • The highly probable exposure of future generations to the lethal effects of the long-lived radioactive waste products inevitably produced by nuclear power plants;
  • Uncertainty in regard to the likelihood of catastrophic release of radioactive materials into the environment, because estimates of "nuclear safety" published by the nuclear power industry and its government sponsors neglect the dangers resulting from defects in construction and the lack of an adequate program for training nuclear power plant inspectors and operators; and WHEREAS, the ambitious plans for the construction of additional nuclear power plants involve a serious dilemma: either use up known reserves of uranium within a few decades, or convert to the still undeveloped breeder reactor, which is highly dangerous because it depends upon the production of plutonium in the reactor, and existing proposals for safeguarding the plutonium against theft or diversion for use by terrorists appear to require special pervasive security apparatus incompatible with American and Canadian traditions of freedom;

    Nuclear reactors in commission today produce energy by fission, that is, splitting radioactive uranium atoms and harnessing the energy that is released. An alternative design is fusion, fusing two atomic nuclei into a larger nucleus. The advantage to nuclear fusion, which was used in the hydrogen bomb, is that fewer waste products are produced, and the fuel supply is less hazardous than uranium.     Friends of the Earth thinks this is irresponsible and dangerous. Nuclear power is inherently unsafe and the waste already generated will continue to cause problems for generations to come.
    A 10,000 year headache?
    A typical nuclear reactor has a useful life of around 30-40 years. The radioactive waste produced during this time remains unsafe for many thousands of years. Putting this into perspective - it's like suffering from a hangover lasting 4 months as the result of a single night's drinking.

    Program Overview
    The Nuclear Science Center (NSC) was founded in 1959 as an academic, research and service facility for the entire University community. It is an academic unit of the Center for Coastal, Energy and Environmental Resources , and maintains a close working liaison with the College of Engineering in its nuclear engineering programs and related areas of interest. More than thirty graduate and undergraduate courses, one bachelor's degree program, one master's degree program, and one interdisciplinary doctorate program are offered. It provides research support and consultation in nuclear topics for faculty and students, and presents short courses in radiation safety and other areas of interest. The NSC's Radiation Safety Office assays and distributes radionuclides to research and teaching staff, collects, stores, and disposes of radioactive wastes, and is responsible for the University's compliance with state and federal nuclear regulatory agencies.
