The Government of Nunavut
The creation of Nunavut not only changed the map of Canada; it also evolved the conception of government in Canada. To fully understand Nunavut's government, it is important to examine both its general principles and its everyday administration. General Principles The government of Nunavut is characterized by two general principles: (a) it is a public government, not an ethnic government, and (b) it is a territorial government, not a provincial government.
  • Public Government While Inuit negotiators considered the creation of an ethnically based government as the best means to help guarantee the Inuit way of life, they recognized early on that Canada would not accept such a form of government. Consequently, Nunavut was created as a public government that respects Canadian political traditions and institutions and remains within the boundaries of Confederation. All residents, regardless of ethnicity, are granted equal representation and can run for office. Furthermore, the rights and responsibilities of all Nunavut residents will be subject to the Canadian Charter of Rights and Freedoms.

    ... RETURN TO MLA MAIN PAGE Jack Anawak MLA, Rankin Inlet North
    Jack Anawak was born near Repulse Bay, Nunavut on September 26, 1950. He was raised in traditional outpost camps in the Kivalliq Region, where he learned the traditional Inuit survival skills. Mr. Anawak was educated in Chesterfield Inlet, Nunavut and Churchill, Manitoba. He also studied Business Management in Saskatchewan. Mr. Anawak has served as Hamlet Councilor and Mayor of Rankin Inlet. He has also served on the executive board of the Tunngavik Federation of Nunavut and as Speaker of the Keewatin Regional Council. Mr. Anawak is also a former President of the Keewatin Chamber of Commerce. In 1986, Mr. Anawak was appointed Executive Director, and later elected President, of the Keewatin Inuit Association, where he served until his election to Parliament in December 1988. Mr. Anawak served two terms as Member of Parliament for Nunatsiaq. During that time, Mr. Anawak served as Official Opposition Critic for Northern Affairs and Environment, Vice-Chair of the Standing Committee on Aboriginal Affairs and Northern Development and Parliamentary Secretary to the Minister of Indian Affairs and Northern Development.

    OTTAWA, September 12 , 2000 - The Government of Canada is providing $100,000 to help establish a law school in the new territory of Nunavut. The Honourable Anne McLellan, Minister of Justice and Attorney General of Canada, announced the funding today at a formal signing of the agreement between the Department of Justice and the Akitsiraq Law School Society in Nunavut. The Akitsiraq Law School Society has formed a partnership with the University of Victoria to develop the fully accredited law school program in Canada's Arctic. The program, the first in Canada primarily for Inuit students, is scheduled to open in September 2001. "A Nunavut-based law school will go a long way to encouraging Nunavummiut to enter into the challenging field of law. Lawyers are in a strong position to shape the justice system and the territory as a whole," said Premier Okalik. "The Akitsiraq Law School Society was founded to provide the opportunity for northern voices to be heard as part of the overall approach to legal education. With Nunavut, there is a possibility for genuine, exciting involvement in setting the course for our own education and future," said Akitsiraq President Siobhan Arnatsiaq-Murphy.

    From Other Guides A Nunavut Vacation Elsewhere on the Web Nunavut Land Claims Agreement In 1993, two significant pieces of Canadian legislation were passed leading to the creation of Nunavut, a new Canadian territory in the Arctic. One piece of legislation ratified a land claims agreement with the Inuit of Nunavut and the other set the legal framework for the establishment of the government of the Canadian territory of Nunavut by April 1, 1999. Nunavut Geography The word "Nunavut" means "our land" in Inuktitut, the Inuit language. To put the geography of this vast Canadian territory in perspective, Nunavut covers 1.9 million square km, or approximately one-fifth the total area of Canada. The total population of Nunavut is approximately 27,000. about three-quarters of whom are Inuit. Canada has a total population of 30 million, and a total Inuit population of about 25,000.

Government Nunavut: Government On April 1, 1999, Nunavut was officially named Canada's third territory. As the newest partner in the federation Nunavut is the latest development in Canada's nation building. The creation of Nunavut marked a profound shift in how Canada relates to Aboriginal people. Inuit, as the majority population of Nunavut, are shaping the territorial government in keeping with their culture, traditions and aspirations. All residents of the territory regardless of their origin elect the Government of Nunavut. All citizens have the right to vote and run for office. Jobs in the government of Nunavut's public service are open to all residents. Inuktitut is a working language of the government. Government services are also available in English and French. Under the 1993 Nunavut Land Claims Agreement, Inuit received from the federal government a settlement of $1.1 billion to be paid in annual installments until 2007. Inuit also gained control of about 356,000 square kilometres of land (about 18 per cent of Nunavut), of which nearly 38,000 square kilometres include title to subsurface (mineral) rights.

    NUNAVUT Backgrounder: Role of Nunavut Tunngavik Inc. in the establishment of Nunavut Nunavut was the key to the settlement of the largest land claims agreement negotiated in Canadian history. Nunavut Tunngavik Inc. was legislated to work with the Government of Canada, the Government of the Northwest Territories, and other agencies on a host of issues critical to the establishment of Nunavut. Principally, Nunavut Tunngavik Incorporated (NTI) is responsible for ensuring that the 1993 Nunavut Land Claims Agreement (NCLA) continues to be implemented in accordance with the provisions of the Agreement. Article 4 of the NCLA, dealing with Nunavut political development, mandates NTI, the successor to the Tunngavik Federation of Nunavut (TFN), to negotiate a political accord to deal with the establishment of Nunavut. The process took two decades. The Nunavut Political Accord (NPA) notes that the creation of a new Nunavut Territory with its own government is a fundamental objective of the Inuit of Nunavut, and that the signatory parties to the Accord, the government of Canada, the Government of the Northwest Territories, and the Tungavik Federation of Nunavut, have committed themselves to securing that Inuit objective in a manner consistent with the provision of Article 4 of the NCLA. That objective has now been met.
