The exterior treatment of the GOCB is intended to enhance the neighborhood by its relatively low scale and understated overall appearance. Special care has been given to ensure that it is sympathetic to the Government of Nunavut Building on the south side and to the residential neighborhood to the west. The rounded corners of the building and the special treatment of the entrance pay homage to the traditional forms and colours of the Inuit culture of Nunavut. Glulam Structure During Construction

Canada and Nunavut Sign Affordable Housing Agreement
Iqaluit, February 6, 2002 — The Governments of Canada and Nunavut today announced the signing of an Affordable Housing Agreement which will provide funding to help increase the affordable housing supply in the territory. Federal funding of $4.96 million through Canada Mortgage and Housing Corporation (CMHC), combined with funding from Nunavut, demonstrates the commitment of both governments to work together to address the affordable housing problem. The announcement was made jointly by the Honourable John Manley, Deputy Prime Minister and Minister of Infrastructure and Crown Corporations and the Honourable Kelvin Ng, Minister of Finance and Minister responsible for the Nunavut Housing Corporation NHC). "I'm happy we were able to get moving on this agreement," said Deputy Prime Minister Manley. "This agreement, between our two levels of government, means a great deal to those in need of affordable housing in Nunavut. This signing follows our meeting of federal, provincial and territorial housing ministers in Québec City, on November 30, where we reaffirmed a federal committment of $680 million for affordable housing." Minister Ng said he was also pleased with the agreement. "There's a great need for affordable housing in Nunavut and this agreement means we will see some relief immediately. We will continue to work closely with the federal government to ensure the best possible housing for our citizens over the long term as well."

Government of Canada Supports Business And Economic Development Programming in Nunavut
IQALUIT, Nunavut, November 15, 2002 Through the Aboriginal Business Canada program, Industry Canada has concluded an Alternative Service Delivery arrangement with the Nunavut Community Economic Development Organization (Nunavut CEDO ). Under this arrangement, Nunavut CEDO will receive $3 million over three years from Aboriginal Business Canada to establish the equity fund for Aboriginal entrepreneurs in Nunavut. An additional $1.17 million will go toward training and coordination costs of operating this program. Services will be offered to all three Nunavut regions, through offices in Iqaluit and Cambridge Bay. This delivery model gives the decision-making role on business investments to Inuit people themselves, taking another important step in Aboriginally-managed business development in the North. Indian and Northern Affairs Canada ( INAC ) is investing $450 000 over three years to support the establishment of the Nunavut Project Review Committee ( PRC ) process. The Nunavut PRC is comprised of business leaders nominated by the three regional Inuit associations (Kitikmeot Inuit Association, Kivalliq Inuit Association and Qikitani Inuit Association), along with Nunavut Tunngavik

This document may not be copied. It is published in Visions of the Heart: Aboriginal Issues in Canada. Ed. D. Long and O.P. Dickason. Toronto: HarcourtBrace. 1999. ABORIGINAL SELF-GOVERNMENT IN CANADA Denis Wall, Ph.D. Draft September, 1998 INTRODUCTION VIEWS OF ABORIGINAL SELF-GOVERNMENT Numerous federal reports have stated that hope of a renewed relationship between aboriginal and non-aboriginal peoples in Canada lies in aboriginal self-government (e.g., Canada, 1984; INAC, 1997; RCAP, 1996). The contemporary ideal of aboriginal self-government has been described by many as parity between aboriginal, provincial and federal powers, a far cry from the kinds of colonial controls governments have exhibited.2 The usual sentiment is that colonial controls and the resulting abuse governments have heaped on aboriginal people for more than a century must be rejected. The movement toward aboriginal self-government is intended to provide greater aboriginal autonomy in relation to financial and legislative authority. Self-government also is not necessarily represented by universally criteria. The Royal Commission on Aboriginal Peoples has said "It lies with each group to determine the character and timing of any moves to enhance its own autonomy." (RCAP, 1993: 41)
