CONSTITUTION AND GOVERNMENT Definition was given to the status of New Zealand by the (Imperial) Statute of Westminster of Dec. 1931, which had received the antecedent approval of the New Zealand Parliament in July 1931. The Governor-General’s assent was given to the Statute of Westminster Adoption Bill on 25 Nov. 1947. The powers, duties and responsibilities of the Governor-General and the Executive Council are set out in Royal Letters Patent and Instructions thereunder of 11 May 1917. In the execution of the powers vested in him the Governor-General must be guided by the advice of the Executive Council. At a referendum on 6 Nov. 1993 a change from a first-past-the-post to a proportional representation electoral system was favoured by 53·9% of votes cast. Parliament is the House of Representatives , since 1996 consisting of 120 members: 60 for general seats, 55 for party list seats and 5 for Maori seats, elected by universal adult suffrage on the mixed-member-proportional system (MMP) for three-year terms. The five Maori electoral districts cover the whole country. Maori and people of Maori descent are entitled to register either for a general or a Maori electoral district. As at Sept. 1997 there were 163,310 persons on the Maori electoral roll. There are now six Maori seats at general elections.

GENERAL DETAILS Territories Overseas coming within the jurisdiction of New Zealand consist of Tokelau and the Ross Dependency. Tokelau Tokelau is Situated some 500 km to the north of Samoa and comprises three dispersed atolls—Atafu, Fakaofo and Nukunonu. The land area is 12 sq. km and the population at the 1996 census was 1,507, giving a density of 126 per sq. km. The British government transferred administrative control of Tokelau to New Zealand in 1925. Formal sovereignty was transferred to New Zealand in 1948 by act of the New Zealand Parliament. New Zealand statute law, however, does not apply to Tokelau unless it is expressly extended to Tokelau. In practice New Zealand legislation is extended to Tokelau only with its consent. Tokelau’s three villages are its foundation, and have remained largely autonomous. There has never been any resident New Zealand administration. At the national level Tokelau’s needs remain formally the responsibility of the New Zealand government, and in particular, the Administration of Tokelau. Under a programme agreed in 1992, the role of Tokelau’s political institutions is being better defined and expanded. The process under way enables the base of Tokelau government to be located within Tokelau’s national level institutions rather than as before, within a public service located largely in Samoa. SYDNEY - Australia's security ties with Asia are expected to strengthen after a shakeup in the armed forces leadership and a commitment to spend more on regional defense cooperation.
Army chief Lieutenant-General Peter Cosgrove, who earlier gained wide accolades as the commander of an international peacekeeping force in East Timor, was named as the new head of the armed forces. His deputy will be Rear Admiral Russ Shalders, while Major-General Peter Leahy and Rear-Admiral Chris Ritchie will lead the army and navy respectively. Of the top echelon, only air force chief Air Marshal Angus Houston retained his post.
The changes were routine, but nonetheless have heavy political overtones. Serving military commander-in-chief Admiral Chris Barrie had sought an extension, but was apparently rebuffed, as were navy chief Vice Admiral David Shackleton and Barrie's deputy, Lieutenant-General Des Mueller. All three played central roles in supporting pre-election claims by the governing coalition that Asian boat people had thrown their children overboard in a desperate bid to obtain asylum in Australia. After they were disproved, the allegations ruptured relations between forces chiefs and the officer corps, and with the government. Cosgrove was one of the few top military figures to emerge unscathed from the row.
A no-nonsense leader with little tolerance of political interference, Cosgrove has spent most of his career in command posts, while taking pains to avoid head office staff appointments. Very popular with the ranks, he earned a military cross within a month of graduating from Duntroon Military Academy in 1968, when he led his patrol on an attack on a bunker system under heavy fire. After Vietnam, Cosgrove had a succession of operational and training positions that included a key role in the development of special forces units. He attended marine and officer training courses in the United States, Britain and India and was appointed army chief in late 2000.

I have to admit that I was tempted to search for information about the Solomon Islands because of its name. My mother used to tell me tales about King Solomon's wisdom and I loved them.

SOME SOLOMON ISLAND LINKS GEOGRAPHY The Solomon Islands are located in the South Pacific, just Northeast of Australia, between Papua and Vanuatu and constitute an independent state within the British Commonwealth. The Solomon Islands are a chain of seven large and many smaller islands from northwest to southeast over 1,500 km. They are volcanic, mountainous, and heavily forested. The area (28900 square km) is divided into nine provinces: Guadalcanal (5,302 sq km) is the biggest island, with 49,000 inhabitants. Here we find the highest mountain in the country, Popomanasiu (2,440m). The government and most industry and commerce are also located here.
