CIFAR is designed to serve as a focal point for interactions between NOAA and the Arctic research community through the University of Alaska for research activities related to NOAA's tasks and responsibilities in the Western Arctic. CIFAR conducts research on a wide variety of issues critical to the Arctic and focus on fisheries oceanography, hydrographic studies and sea ice dynamics, atmospheric research, climate dynamics and variability, tsunami research and prediction, and environmental assessment, monitoring, and numerical modeling. Joint Research Institutes NOAA and CIMMS scientists helped develop the Warning Decision Support System. During 4 years of testing the system dramatically helped forecasters produce more timely and reliable warnings. The average lead time for tornado warnings increased from 9 to 17 minutes and the probability of detection of tornadoes increased from an average of 58% to 68%. Preparing for an ozonesonde launch near McMurdo Station, Antarctica. Major expeditions have been sent from CIRES to the Himalayas to study continental drift, Australia and Canada to study winds in atmospheric and climate dynamics, Greenland to study the behavior and characteristics of ice and glaciers, and Antarctica to study the expanding ozone hole. 1315 East West Highway

Centers of Excellence in Science What do the NOAA Research Joint Institutes do?
The eleven Joint and Cooperative Institutes bring together the resources of a research-oriented university or institution, NOAA Research, and other NOAA programs. They promote collaboration between university scientists and NOAA scientists so that academic and government researchers can work together to learn about and apply their knowledge to environmental processes. The NOAA Joint Research Institutes are centers of excellence in research relevant to understanding the Earth's oceans, atmosphere, Great Lakes, Arctic regions, and regions similar to the US intermountain west, as well as the solar-terrestrial environment. Cutting-edge research is being conducted under a broad umbrella of environmental themes, such as climate variability, air quality, sea-ice dynamics, coastal ecosystems, fisheries oceanography, hydrology, and weather research and forecasting.

    In addition to the direct impacts caused by ocean industries and disposal of contaminants, "greenhouse gases" are contributing to climate variability. Global ocean circulation is changing, sea-level is rising, and air-sea interactions are modifying weather and climate patterns. The oceans are a key component of climate variability, and multi-disciplinary oceanographic research will contribute to understanding and predicting the nature of the change. The agenda of the Government of Canada places a high priority on enhanced citizen engagement. BIO is moving in this direction with a higher priority being given to "outreach" with the public. Indeed, the Institute is a major focal point in Atlantic Canada for stewardship of the oceans. The needs for federal government infrastructure support for multi-disciplinary oceans research in Canada are equally, if not more, important in 2002 as they were under Van Steenburgh's leadership in the 1960's. The current themes of the Canadian government include a dynamic knowledge-based economy, a focus on the quality of the environment, improved relations with First Nations peoples, opportunities for young Canadians, the development of stronger communities, and enhancement of Canada's place in the world.
