Includes research, examples, and other resources for students, educators, administrators, and concerned community members who support validating student voice in school decision-making by including students on school boards. Introduction STUDENT participation on boards of education is a small part of a much larger movement towards meaningful student involvement throughout education. Since the 1960s this effort has waxed and waned, according to the will of school officials and the sincere interest of students involved. Today that tide is turning, and students across the US are calling for deepened engagement in the decision-making that affects them on all levels - in the classroom, in the auditorium, and in the boardroom. In Washington state the Seattle Young People's Project is calling for two students - one male, one female - to be elected to the school board through popular vote among students. These students would ideally represent the diversity and power of young people throughout the district. The Washington State Resource Guide is being created to support the work of these young people in their struggle, as well as the adults who ultimately choose the fate of student voice on the school board.

    The Ohio State University
    William English Kirwan, who became the 12th president of The Ohio State University in July 1998, is leading an effort to make the university one of the nation's top public teaching and research institutions. A widely respected academic leader, Dr. Kirwan has identified four values that guide his presidency: pursuing academic excellence; enhancing the student experience; making diversity an institutional reality; and expanding the university's outreach efforts to benefit the people of Ohio and beyond. He was appointed by President Clinton to serve as a member of the National Commission on Mathematics and Science Teaching for the 21st Century and chaired the National Research Council's Commission on the Mathematical Sciences in the Year 2000, which produced the report, Moving Beyond Myths: Revitalizing Undergraduate Mathematics, National Academy Press (1991).

    Syllabus by the Ohio Ethics Commission: 1) A local school district is a "governmental entity" as that term is used in Section 102.04 (B) of the Revised Code. 2) A member of a board of education of a local school district who is an attorney is not in violation of Section 102.04 (B) of the Revised Code when he renders services for compensation on matters before county and township administrative agencies. Your request for an advisory opinion asks whether a member of a board of education of a local school district who is an attorney would violate Section 102.04 of the Revised Code while serving on that board, if he continues to represent clients before county and township administrative agencies. You state you were elected to a board of education of a local school district in November, 1969 and re-elected in November, 1973. You are also a practicing attorney and as such you have occasion to represent clients before county and township administrative agencies, principally on zoning matters. As determined by Ohio Ethics Commission in Advisory Opinion No. 74-001, a member of a board of education falls within the purview of Section 102.04 (B) of the Revised Code:

    Syllabus by the Ohio Ethics Commission: Section 102.02 (A) of the Revised Code requires candidates for and members of the State Board of Education to file financial disclosure statements. Your request for an advisory opinion asks whether members of the State Board of Education are required, by Section 102.02 (A) of the Revised Code, to file financial disclosure statements. Section 102.02 (A) of the Revised Code requires certain persons to file financial disclosure statements: "Every person who is elected to or is a candidate for a state , county, or city office, or the office of member of the United States congress, and every person who is appointed to fill a vacancy for an unexpired term in such an elective office, and the director and deputy directors of any department or agency of the state, all members of the board of commissioners on grievances and discipline of the supreme court and of the ethics commission created under Section 102.05 of the Revised Code, . . . shall file with the appropriate ethics commission on a form prescribed by the commission, a statement disclosing:. . ."(Emphasis added) Thus, the issue is whether a member of the State Board of Education can be described as a "person who is elected to a state . . . office or stated another way, is being elected to the State Board of Education, in effect being elected to a state office.

    PDK's Educators' Creed
    Phi Delta Kappa International is one of the premiere organizations for educators all over the world. They recently revised their official document entitled, "Educators' Creed" Today our education commentator, Dr. Jim Uphoff, shares this creed with us and gives us his analysis of it.

    At a recent meeting of the leadership of regional Phi Delta Kappa leadership, we saw the newly revised official PDK Educators' Creed. Since 1906 this organization has long been one of the most prestigious for educators and as such, its creed statement has extra special meaning and significance. It is not long, so let me share it with you.
    PDK Educators' Creed
    It is clear that our children are the major focus of this creed as the word, "child," appears in the first four of the five statements. It is also clear that there is strong faith in the vital importance of a public school system. This does not preclude private, parochial, and other forms of schools, but it does place the future of our free society and the importance of high-quality universally available schooling as being essentially intertwined. If we are to remain a truly democratic society where our fundamental civil rights are valued, then this Creed sees a quality public school system as a major fundamental element. It is in such a system that our increasingly diverse American society learns to know each other, to understand each other, and to work together to solve the many problems common to us all.
