This represents 11.2% of the total primary and secondary enrollment of 166,595 in Franklin County school districts for that school year. The largest number of children identified as having special needs were those who were specific-learning disabled (7,560 in 1997-98). A specific-learning disabled child is defined as one who has significant learning problems in one or more subject areas. Special-needs children include the deaf, blind, multiple-handicapped, hearing impaired, visually handicapped, orthopedically handicapped, severe behaviorally handicapped, developmentally handicapped, specific-learning disabled, speech handicapped, traumatic brain injuries and autism.

Down the hall, teachers gently but firmly teach students with severe mental disabilities about sharing, listening and other social skills. Another two doors down, a licensed practical nurse keeps a close eye on a student with a tracheostomy tube. Special education used to be reserved for students with fairly basic and common deficiencies.

Eleven-year-old Charlotte Reed is on her way to Harvard. To prepare herself for that self-made dream still seven years away, she completes a grueling five to six hours of eighth-grade-level homework each night, for her fifth-grade classes at Birchwood School, a private school in Cleveland. "I want my kids to have an edge," said Charlotte's mother Bobby Reed. "At the same time, I want to be able to live in the city, where my children will be exposed to real life, to a variety of people, and not to the sterile, unreal atmosphere of the suburbs." The Cleveland Scholarship and Tutoring Program allows Bobby, the mother of four children aged newborn to eleven, to work in a field she loves, community service, and have flexibility to attend to all her children's needs. She "lives on a shoestring," but the program allows her children to attend schools that meet their very different needs. Eight-year-old Jesse, Bobby's son, is enrolled at Hanna Perkins School, a private school on the east side of Cleveland that has been successful in addressing Jesse's learning and emotional handicaps.

    Accountability The US Congress recently enacted the No Child Left Behind Act (NCLBA), requiring states to quantify their successes in educating all children. The NCLBA reformed the Elementary and Secondary Education Act (ESEA), which was passed in 1965. In an effort to comply with new federal law, Ohio is currently redesigning its school accountability program. The accountability program will be a single statewide system designed to capture yearly statistics concerning each public school, school district, and Ohio as a whole. The statistics will encompass information regarding graduation rates, student population by gender and ethnicity, school district finances, and test results by grade, subject, gender, and ethnicity.
    The proposed accountability program will be of a 3-tiered framework, incorporating the ESEA requirements, existing Ohio accountability demands (i.e. proficiency tests), and a composite performance index. The first tier will address federal measurements by using the minimum requirements of the ESEA in order to determine whether school buildings and districts have met the Adequate Yearly Progress (AYP) standard. This determination will include the proportion of students proficient in reading and mathematics (as well as science beginning in 2007-2008), the number of students participating in reading and mathematics (as well as science beginning in 2007-2008), and the results of "other indicators."

    IDEA Celebrates 25 Years:
    Individuals With Disabilities Education Act Helps Disabled Children in School
    Aired November 29, 2000 25 years ago today disabled children around the country celebrated a huge victory. The IDEA, or, Individuals with Disabilities Education Act, was passed, giving disabled children the right to learn in mainstream classrooms. More than two decades later there are still hurdles to overcome. The Ohio Coalition for the Education of Children with Disabilities has been trying to help parents become better advocates for their kids. In a recent meeting, 90.3's Tarice Sims found out what parents and schools need to know to continue the fight for inclusion. At the Shaker Heights Public Library parents and educators are gathering together to talk about their children. What everyone in this meeting shares is the desire to provide a good education for disabled children. The Ohio Coalition for the Education of Children with Disabilities hosted the event to let parents know a child's educational rights. At the meeting earlier this month, Gabriele Spangler is a parent advocate for the coalition. She lead the group of parents and teachers in a forum on meeting the special needs of their children in so-called normal schools. She speaks from experience. 13 years ago, Spangler's son was born with cerebral palsy. And in her crusade to improve his verbal skills she found help in the most unlikely of places, her son's school.

HEADLINES March 17, 2003 HSLDA Assists Family With Disabled Child An Home School Legal Defense Association member family who has a ministry of adopting special needs children ran into trouble with a county agency that cut off government benefits because they homeschool. In 1994, the Cartier (name changed) family adopted a disabled child through the Montgomery County Children Services in Ohio. As part of this agreement, the County agreed to provide adoption assistance benefits until John turned 21. In January 2003, the Cartiers received a letter from a county social worker informing them that John's benefits were terminated since he had turned 18 and did not have an Individualized Education Plan (IEP) from his school. IEPs are agreements between public schools and parents about the special needs services that the school will provide. Since the Cartiers homeschool John and go through a private organization for special needs services, he does not need an IEP.
