Asking judges to legislate
After a decade of steady growth in state funding, and with lawmakers now facing one of the worst budget shortfalls since World War II, Ohio's education lobby is working furiously to keep its demands above all others. Unfortunately, it is resorting to an all-too-familiar tactic: asking the courts to make legislative decisions. Hence: In early March the coalition that prosecuted the DeRolph school funding litigation returned to the hand-picked judge in Perry County who first heard the case and asked him to again assert control. Never mind that late last year the Ohio Supreme Court ended the case. To be sure, it was an ambiguous ending. The court split 4-3, and acutely aware that one of the justices in the majority was about to retire reaffirmed earlier findings that the state's school funding system was unconstitutional. But by declining to establish an enforcement mechanism, and by ending the case, the court effectively put the dispute back where it belonged: with the Ohio General Assembly. To his credit, the Perry County judge, Linton Lewis, has asked the Supreme Court for guidance. This week

GROUP TOURS
The Ohio Historical Society opened the Ohio Village on July 27, 1974 to provide an entertaining means of finding out what life was like in the 19th century. Today, the Ohio Village has become an "Education Center" of information and interpretation about Civil War Ohio. Rather than representing a specific town from the past, the reconstructed village represents a typical county seat of the 1860s. A rural community set on 15 acres of pasture land, the village is intermingled with period gardens, a sitting park, and a duck pond. Sixteen buildings, connected by a wooden boardwalk, house twenty-two businesses, residences, and public buildings. "Residents" of the Ohio Village engage visitors with the routines of daily life as well as with the issues and events that concerned members of a Civil War era community. The village buildings include the Town Hall, Newspaper Office, General Store and Masonic Lodge, Church , Pharmacy, Female Seminary, Dressmaker's Shop and Millinery, German Immigrant's Residence, Bank, Ohio Village Livery, Undertaker's and Furniture Store, Ladies' Aid Society, Attorney's Office, Rooming House, Freight Office and Stagecoach Stop, Doctor's Office and Residence, American House Hotel, and Schoolhouse. Livestock in the village includes horses, goats, ducks, peacocks, and guinea hens.

    As part of the accreditation process, the Music Education faculty, together with the Education Council (EC), crafted a document called the Conceptual Framework. The Education Council is comprised of the music education faculty plus a conservatory dean, college dean, college faculty, public school administrator, and public school teacher. The Conceptual Framework describes the foundations on which our curriculum for teacher certification (music education) is based. The EC collaboratively created a mission statement and approved a motto for the Division of Music Education.
