Rural Finance Program at The Ohio State University
The Rural Finance Program at The Ohio State University (OSU) was the recipient of the American Agricultural Economics Association Distinguished Policy Contribution Award (1989) for its ability to apply robust research results in successful policy-influencing activities. The OSU program is a recognized world leader in the analysis of rural financial markets and other finance and development questions, particularly those concerning the design and implementation of financial reform and restructuring programs, the establishment of prudential regulation and supervision frameworks, and the provision of financial services to difficult clienteles (small farmers, rural and urban microenterprises, the poor, women) in developing countries. This reputation has resulted from three decades of distinguished research, publications, instruction, technical assistance, and information dissemination. The FIRM Cooperative Agreement was established in 1989 to increase knowledge about the role of financial resources in the rural sector of developing countries and to help improve institutional capacities for the management of such resources. The goal of the project was to contribute to an expansion of access to financial services (both loans and facilities to deposit), at a reasonable cost, for the broadest spectrum of the population, with particular emphasis on marginal clientele ( e.g.

SUMMARY REPORT
May 29, 1996 Members of the Study Abroad Advisory Committee met as a group during winter and spring quarters of 1996 to identify issues that affect study abroad. We discussed the needs, opportunities, and problems of study abroad. We identified what we have learned through our own links with study abroad and solicited information from individuals across campus having international experiences and knowledge of study abroad. Our findings and recommendations are as follows:
  • Members of the Study Abroad Advisory committee recommend that the committee continue as a subcommittee of the University International Council and that the already existing Study Abroad Committee merge with it.

MASTER VOLUNTEER PROGRAMS Master Volunteer Programs began in 1972 at Washington State University Extension. In response to an overwhelming number of requests for horticultural information, the Master Gardener Program was created. In Master Volunteer Programs, volunteers receive systematic subject matter training that includes skills in planning, organizing and conducting programs. Once certified (involves a test or completion of a training program), each volunteer agrees to then volunteer in the community to teach, answer phones, judge in fairs, hold clinics and a number of activities. There are a great variety of master volunteer program addressing local issues and needs including, but not limited to: Gardening, food preservation, clothing, parenting, forestry, watershed and financial management. All of the Master Volunteer programs involve collaboration within Extension and within communities. Oregons Master Gardener Program in is 26 of 36 counties. Comments from citizens about Master Gardeners in Oregon is that they make good neighbors. In 1998, these volunteers contributed 65 FTEs for a value of almost $2 million to Oregon communities. Connecticuts MG program has a multi year program focus on urban food production, horticultural therapy and sustainable landscapes. In 1990 there were 30 community based projects supported by 189 Master Gardeners for a monetary value greater than $162,162. Public satisfaction is measured by continued or increased calls to the home garden hotline and repeat requests for programs, writing for newspapers and community projects.

Center for Organizational Development Earns Contracts From ODOT, Merrill Lynch Akron, Ohio, March 20, 2002 — A state agency and a major financial management firm have seen the advantages of turning to a University of Akron business consulting venture. The Ohio Department of Transportation (ODOT) and Merrill Lynch recently contracted with UA's Center for Organizational Development (COD), a nonprofit training and development group in the University's College of Business Administration (CBA).
According to COD Director Mark B. Lewis, the group provides training and management development services to meet the needs of community members and area businesses. COD offers management development seminars, programs and conferences, in addition to consulting services. Its custom-created services are designed to enhance the skills of individual workers and improve company productivity.
The initiative of Dr. John Hebert, a CBA operations management professor, and the proposal by Hebert and Lewis were key factors in COD being awarded a $105,000 ODOT contract, Lewis says.

Part III: Chapter 19: Audit Requirements Highlights of Chapter: This chapter establishes responsibilities for the audit of organizations receiving agency funds. The intent of this chapter is to identify the policies for determining the proper and effective use of public funds rather than to prescribe detailed procedures for the conduct of an audit. Audit Objectives Awards are subject to conditions of fiscal, program, and general administration to which the recipient expressly agrees. Accordingly, the audit objective is to review the recipient's administration of funds and required non-Federal contributions for the purpose of determining whether the recipient has:
  • Established an accounting system integrated with adequate internal fiscal and management controls to provide full accountability for revenues, expenditures, assets, and liabilities. This system should provide reasonable assurance that the organization is managing Federal financial assistance programs in compliance with applicable laws and regulations.
  • Prepared financial statements which are presented fairly, in accordance with generally accepted accounting principles.
