PERSONNEL CHANGES AT OPM TO FURTHER REINVENTION EFFORTS Washington, D.C. U.S. Office of Personnel Management Director Jim King today announced several key personnel changes within the agency that will continue OPM's progress in making government work better and cost less. "Each person taking on a new assignment has served OPM or another federal agency with distinction and accomplishment," said Jim King. "I am confident that these moves will enable us to continue on the road of reinvention, transforming OPM into an agency with expert advisory capabilities in human resources management, and away from its old role of central control of personnel policy." The appointment of J. Gilbert Seaux as OPM's Chief Financial Officer, effective August 1, is the only action that involves a newcomer to the agency. Mr. Seaux, an Air Force Colonel, will have overall responsibility for fiscal management within the agency, to include agency-level budgeting, accounting and related financial management activities. He currently serves as the Director of Financial Management and Comptroller for the U.S. Air Force at Wright-Patterson Air Force Base, Ohio, where he has financial oversight of more than $30 billion. In other moves, Director King announced the appointment of Curtis J. Smith as Director of the Federal Executive Institute (FEI), in Charlottesville, Virginia. Previously the Associate Director for the Retirement and Insurance Group (RIG), Smith will oversee the activities of government's primary educational institution for executives. He began his OPM career in 1977, with a one-year interruption in 1984 to serve at the Office of Management and Budget. He has received the Presidential Rank Award of Distinguished Executive, and served on the Administration's Health Reform Working Group. Smith has a Ph.D. from Ohio State University.

  • Contact Shane Hollett at the Ohio College Access Network (OCAN) at (216) 241-6133. The mission of OCAN is to assist Ohio communities in creating an access program.
  • Plan a meeting usually 5-7 community leaders with OCAN staff to share basic information about what an access program is and what value it has for a community.
  • Plan a meeting of 25-35 community leaders including possible representation from: local school administration; higher education community; chamber of commerce; economic development; corporate CEO's and other business leaders; local community foundation; civic organizations; interested citizens. OCAN staff and local leadership lead this informational meeting. Its purpose is to broaden the interest and understanding of access programming.
  • Community leaders recognize the need for their community to develop an access program and form a key leaders planning committee of 12-15 members from the represented areas in #3. OCAN staff will assist this planning committee in the development of the access program.

    The equivalent of an approved program for the school treasurer license shall include the following educational and field experience components:

  • A baccalaureate degree in business, three (3) semester hours in school law, and three (3) semester hours in school finance, OR
  • A baccalaureate degree in a nonbusiness area, nine (9) semester hours in accounting, three (3) semester hours in school law, and three (3) semester hours in school finance.
  • FIELD EXPERIENCE REQUIREMENTS
  • The field experience component may be met through completion of a 300-hour internship in a school treasurers office, under the direct supervision of a licensed school treasurer. The 300-hour internship should be an individualized, mutually developed series of experiences reflective of the results of an assessment of the educational needs of the intern as related to the role, functions, and responsibilities of the treasurer. The 300 hours of field experience should be well distributed over the following:

    Lessons from the Field for Making Watershed Management Work Background
    This workshop, designed for community-based watershed professionals, will provide training and written materials on such topics as:
    • Financial management and fundraising; Working with local officials; Land use planning; Integrating watershed planning within a regulatory framework; TMDL development and implementation; and Tools for watershed planning
    The workshop will bring together watershed managers, state agency representatives, and regional and national watershed experts to discuss a number of issues critical to watershed management. The workshop format will be open and interactive. Attendees to the workshop will gain access to a number of experienced professionals and other resources, and have a chance to interact with other managers facing similar situations.     Jump$tart developed this set of educator guidelines that received input from a panel of elementary and secondary school teachers, as well as numerous other educators throughout the country. The guidelines cover four key areas: income; money management; saving and investment; and spending. Within each area are specified skills and concepts that the coalition believes students should be taught before their graduation from high school. Also, there is a completed set of Benchmarks that correlate with the guidelines to indicate the knowledge and skills that students should possess at different grade levels.
