K-12 Enrollment: The Increases Have Moderated
Total enrollment in Ohio schools will increase only moderately through the 1999-2000 school year. The annual rate of increase will be less than 0.5 percent. From 1985-86 to 1996-97, total public school enrollment grew by only 1.3 percent, from 1,793,900 students (1,206,200 elementary and 587,800 secondary) to 1,817,200 students (1,273,600 and 543,500). In recent years enrollment in secondary schools (grades 9-12) has grown faster than that in elementary schools (K-8), although this trend is moderating. The ethnic composition of K-12 enrollment has remained essentially the same for the past decade. In 1996-97 the enrollment was 81.4 percent white, 15.4 percent black, 1.4 percent Hispanic and 1.7 percent other (Asian, Indian, multiracial, et al.). A one percent increase in enrollment would require an increase of approximately $100 million in total school district expenditures in order to maintain the 1996-97 average rate of expenditure (approximately $5,700 per pupil).

Fifteen primary and secondary teachers of Spanish will converge on OSU's Columbus campus this June for a week of linguistic and cultural immersion as they learn more about Ohio's second language and the world of those who speak it. Participants will be chosen from a range of school and district types, from a variety of backgrounds, and from all around the state. Together they will explore the many Hispanic communities of Ohio, meeting and working with native Spanish speakers from a wide range of lifestyles. Topical discussions, kicked off by presentations by Guest Scholars and local humanists and facilitated by an OSU Faculty Team , will challenge participants academically and give them a framework for learning in the off-campus neighborhoods. In the past five years, Ohio's legislature has increased funding for K-12 public schools-yet 53.3% think funding stayed the same or decreased. People who are aware of the increases in funding are less likely to believe that increased spending will directly result in improvements; people who think funding decreased or stayed the same are significantly more likely to believe that increased spending will result in improvements. Thus, knowledge matters; those who are aware of recent increases may recognize that funding is not a singular solution. As more and more people understand the facts about funding, there will likely be greater pressure to demonstrate results for the investment and a need to showcase innovative approaches to improvements in education.

According to the Ohio Department of Education's 2001 State Report Card, Ohio increased funding to school districts by over $1 billion in three years, with average annual spending per pupil increasing steadily since 1996. State spending on primary and secondary education totaled $5.1 billion in fiscal year 1997 and $7.1 billion in fiscal year 2001, an increase of 40% over the five-year period. Spending for education as a percentage of the state budget has also increased, from 35.0% in fiscal year 1997 to 37.5% in fiscal year 2001.
Key Findings
Overall, Ohioans believe that grades K-12 should be Ohio's top funding priority. Eighty-four percent believe that between early childhood, K-12, and higher education, K-12 should be the top priority for government funding. However, Ohioans are divided as to whether higher education budgets should be reduced to pay for K-12 education-43.8% agreed that higher education budgets should be reduced; 47% disagreed.

Columbus Public Schools students finished first in three of the four divisions at the recent Statewide MLK Youth Oratorical Contest at the Ohio Historical Society. In addition, one second place winner and one third place winner were Columbus Public Schools students.
Applications Available for Early Admission Into Kindergarten
for the 2003-2004 School Year

The Columbus Public Schools early admission program is only for youngsters who are intellectually gifted and advanced in verbal and motor skills, as well as in social-emotional maturity. Early admission is not based on readiness skills, but rather the superior development of the individual child. Even if a child is gifted, parents should understand that being the youngest child in the class may not be in the child's best interest.
State Audit Finds Improvement in
Columbus Public Schools' Fiscal Controls

The Columbus Public Schools continues to show significant progress in the financial management and oversight of its resources, according to a report released recently by State Auditor Betty Montgomery. The 2001-2002 financial audit acknowledges the district's improvement in several areas.
In addition to a banner that schools may proudly display, school administrators and staff representatives were invited to a banquet with the superintendent. Schools that received the Superintendent's Award for Improvement, Achievement and/or Excellence were honored with a continental breakfast for their staffs.

Moving is a way of life in the Air Force. Though we move frequently, it's still a major undertaking for any service member.
The Relocation Assistance Manager (RAM) and the Relocation Assistance Specialist (RAS), in the FSC, helps single and married military members (all services) and their families as well as DoD civilians and their families employed on and around Wright-Patterson (seven state region) through the moving experience. Upon notification of reassignment, members should contact the RAM or RAS to identify sources of assistance available to them.
The RAM or RAS can give members current information on their new duty station and community through the SITES program. Advice on packers vs. DITY, shipping pets, sending their vehicle. . . are but a few of the ways the RAM or RAS can make your PCS move easier.
