Legislative Action Related Publications In each house of the General Assembly, a bill is introduced and the Reference Committee refers it to committee. (This is referred to as the second consideration.) Bills and resolutions Notes Committee holds hearings Hearings are not published, but unofficial notes are available Committee recommends passage Reports are not published, but unofficial notes are available Chamber debates and votes. (This step is called the third consideration.) Records of actions and votes Governor signs or vetoes N/A Law has been enacted ... Notes Law is codified, that is, incorporated into the exising body of law arranged by subject Ohio Revised Code Notes Besides the offical documentation above, other sources may be useful for finding background about particular bills or laws. General Counsel
Secretary of the University Mr. Williams joined the Office of the General Counsel in August of 2000 as Vice Chancellor, General Counsel and Secretary of the University. A graduate of Northern Michigan University with a bachelor's degree in social science and a master's degree in education, David Williams earned an MBA and a JD from the University of Detroit and a LLM in taxation from the New York University School of Law. From 1984 to 1986, he was a supervision tax specialist with the consulting firm Coopers and Lybrand. Mr. Williams joined The Ohio State University faculty in 1986 as an assistant professor. In 1990, he was awarded tenure and promoted to associate professor. He was named vice president for student and urban/community affairs in 1993. He also served as vice provost for minority affairs and twice as director of the Oxford-Ohio State Summer Law Program in England. He was a tenured full professor in Ohio State's College of Law, where he specialized in taxation and sports law. Mr. Williams joined Vanderbilt in July 2000 as vice chancellor, professor of law, general counsel and secretary of the university. He has served as a visiting professor at the University of Detroit and as an adjunct faculty member at Capital Law School in Columbus. He has published more than a dozen articles on tax and tax-related matters and sports law. He has been a member of numerous American Bar Association committees and served on the boards of the Columbus Urban League, the Columbus Community Relations Commission, the Martin Luther King Arts Complex and the Campus Partners for Urban Redevelopment. He continues to serve as a member of the board of the Jesse Owens Foundation.

    The Legislative Service Commission staff produces Bill Analyses for bills scheduled for a committee hearing in either the Ohio Senate or Ohio House of Representatives . An analysis explains the changes made to existing law being proposed by a bill in narrative style, organized by topic, and includes a summary of the bill's key provisions. Access is provided to all analyzed Senate and House bills , resolutions, and joint and concurrent resolutions of the current session of the General Assembly. As a bill moves through Ohio's legislative process the bill's analysis is updated to reflect changes made in committee or on the floor of the Senate or House. Once both chambers pass a bill, LSC staff prepare a Final Analysis . This narrative updates the analysis to reflect the final action of the General Assembly and serves as a historical record of the Assembly's activity.
