Cyber Charter Schools
Good for some local districts; bad for the State Budget
Funding for school districts. Now that is a topic that garners attention and comment from many interested parties. Everyone from the General Assembly and the Ohio Supreme Court, to local school district superintendents, teachers, parents, and others. Having the money and resources to provide an effective education is a real juggling act for many districts. Cyber Charter schools (actually called “community schools” in Ohio) are getting a lot of attention throughout the country. With approximately 50,000 children nationwide taking advantage of this educational option, many local school districts are seeing these “schools” in a new light. In Ohio, the cyber schools offer districts the opportunity to receive state funds from students who are currently not enrolled. Extra money for the district sounds great, right? Not necessarily. The Wall Street Journal, in their April 5 th , 2002 edition, published an article titled “Controversy Flares Over Public Funding of Cyber Schools.” This article goes on to address the issue of state/district school funds being used for cyber schools.

General Information
The Ohio Income Tax Schools are designed for tax preparers with some experience preparing and filing federal tax returns for individuals and small businesses. Instruction focuses on tax law changes and on the problems that you face in preparing tax returns. The tax school workbook also will cover changes in filing Ohio tax returns. Highly qualified instructors will explain and interpret tax regulations and recent changes in tax laws. Participants in the Tax Schools receive a 700-page workbook prepared by the Land Grant University Tax Education Foundation especially for the income tax schools held in Ohio and 35 other states. The workbook is available only as a part of tax school registration. This year participants will also receive RIA’s

PLAIN DEALER BUREAU CHIEF COLUMBUS - Gov. Bob Taft's new budget plan calls for Ohio to join a multistate lottery to revive sagging revenues and bolster funding for schools. The document also proposes funding cuts for some agencies and a shift of state resources from nursing homes to programs that help senior citizens remain independent. He is scheduled to unveil his two-year, $44.8 billion spending plan at a news conference tomorrow morning. The Plain Dealer obtained excerpts of it yesterday. It calls for Ohio to spend $21.8 billion in the budget year that begins July 1 - a 1.6 percent increase over estimated spending this year. In the second year, Ohio would spend $23 billion, or a 5.5 percent increase over the previous year. The General Assembly has until June 30 to pass Taft's plan, its own or a compromise. "Because of my commitment to fund schools first and the realities of a slowing economy the budget for the rest of state government will be challenging," Taft says in a letter to the Ohio General Assembly that will accompany the massive budget proposal. "In many cases, agencies will receive less ... than is currently appropriated."

During the last 20 years, black student enrollment at Ohio University has dwindled, but administrators and students said they are making efforts to turn around the trend. In 1979, when enrollment at OU totaled 13,730 students, 705 black students were enrolled. In 2001, 648 black students were enrolled at OU, but the general enrollment swelled to19,745. William Smith, executive assistant to the president in the Office of Institutional Equity, said the competitive levels of scholarships at other state universities and the selective admissions process that started in 1985 contributed to the downshift in black applications.

URL: http://www.state.il.us/Gov/press/charter.htm Major Components of the Illinois Charter School Law (Article 27A of the School Code) Illinois's 1996 charter law allows 45 charter schools: 15 in Chicago, 15 in the counties surrounding Chicago, and 15 elsewhere. While this cap on the number of charter schools in Illinois is fairly restrictive for such a large state, it is not unusual. Many states limit the number of charter schools initially. A local school board must approve the charter school, although the board's decision can be appealed to the state board. The state does not provide funding for start-up costs. However, the Illinois State Board of Education received a federal grant of $788,000 per year (for potentially three years) to stimulate and support the establishment of charter schools.
