G ENERAL I NFORMATION The Chinese Language Teachers Association, Inc. (CLTA) is a professional organization devoted exclusively to the study of Chinese language, culture and pedagogy. In the years since our establishment in 1962, the Chinese Language Teachers Association has both reflected and responded to changes in our students, our teachers and our world. Although approximately half of our membership is composed of specialists in Chinese language, literature, linguistics and culture teaching at colleges and universities throughout the world, we increasingly count among our membership teachers of Chinese at primary and secondary schools and Chinese community schools, as well as students of the language and other interested parties. From each of these diverse types of experts, we learn much, and can consequently give much more to all of us engaged in the learning and teaching of the Chinese language. While the focus of our organizational energy is most concretely evident in our various publications and at our annual meeting, we are constantly seeking to expand our range of service to the Chinese language teaching profession. Specifically, we are presently working on two major initiatives: (1) to act as an advocate for and facilitator of enhanced articulation among all Chinese language learning settings, including the integration of non-textbook-specific national standards; and, (2) to serve as a provider of teacher training programs of both a pre-service and in-service nature. But it should be expanded to ban both the marketing and sale of junk food on public school grounds at all times and not only in Ohio, but across the country. Such policy would help carry out the purpose of National School Lunch Act, which President Truman said was to "safeguard the health and well-being of the Nation's children." Find out all about the Cleveland Pages here, or check out the current issue Charter schools auditamazing clarity (3 March 2002) Ohio Auditor Jim Petro's office about four weeks ago released an audit and a corresponding news release for reform of the state's charter school program. (Ohio's enabling legislation refers to these as "community" schools so I'll go with that nomenclature.) Ohio community schools are run by non-profit organizations but are mainly funded by the state on a per-pupil basis as if they were little public school districts of their own. This guarantees the schools a reasonable funding base, but it also obligates them to act with more restrictions than a truly private school. As an aside, this explains the reports that 99% of Cleveland students using vouchers do so at religious schools. The secular schools that might otherwise accept vouchers now have chosen to organize themselves as community schools insteadfor the much more stable source of funding. To have community schools that teach religion, on the other hand, would obviously and indisputably offend the First Amendment, so they are relegated to accepting the much lesser and more indirect level of funding offered by vouchers. Anyway, the main thing I came away from the audit report was that, astoundingly, the recommendations make sense. I hope the state Department of Education takes the advice seriously, but no big deal if they don't; the legislature is prepared to hand control of the community school process over to a new commission if they're unhappy with the department's response to the audit's reform proposals.
