If one in eight Ford Tauruses failed to operate, Taurus would quickly lose its reputation for quality and its popularity with the public. According to tenets of Total Quality Management, if Ford tried to focus blame on individual workers rather than improve systemwide quality, the problem would most likely persist, public and stockholder confidence would deteriorate, and the company might soon be bankrupt. One in eight students does not complete high school. Minorities, the poor, and the disabled often fare worse. Over 50 percent of students in a quarter of the nation's poor, urban high schools fail to graduate. Suspension, expulsion, retention, chronic failure, and alienation all contribute to unacceptable dropout and incompletion rates. Yet rather than take a systems approach to improvement, many states have created alternative schools for the "problem" individuals thought to degrade general education quality. Alternative schools evolved decades ago to provide an academic option for students not successful in regular education programs

The Defining Factor In Young Lives
Oklahoma City Public Schools believes in providing a quality education to every student. However, the district realizes regular classroom settings may not meet the needs of every student. Alternative Education provides students with unique situations and open avenues for continuing their education while addressing their unique needs. The core subjects taught through the alternative programs are math, social studies, language arts, and science. Admissions: Dress code: As with many Oklahoma City Public Schools, students attending an alternative education program may be required to wear a uniform or follow a strict dress code. Uniforms and dress codes are not a punishment but a way of neutralizing the environment to maximize learning. Re-entry to home school: The goal of all alternative education programs is the successful return of students to their home school. However, the District does not send students back before they are ready or have a strong possibility of failing in that environment.

ArtsPower Education Grant
The ArtsPower Education Grant provides assistance to community arts organizations to further arts education in Oklahoma schools. Projects must involve artists, arts educators and/or others in the instruction, and interactive exploration of the arts. The arts in the core curriculum for all students are central to this effort.
Applications for ArtsPower Education Grants are accepted from non-religious, non-profit, tax-exempt 501(c)(3) community arts organizations working in partnership with K-12 schools in Oklahoma. Projects must be planned and implemented with at least one school or school district.
What can be funded?
Projects that have specific education goals and support arts learning for students and/or teachers.
Costs that relate to K-12 formal classroom arts instruction in schools or at the site of the organization and could also include: Printing costs associated with curriculum guides or teacher materials Personnel or administrative costs associated with a project.

KEATING SIGNS SCHOOL BILLS, TOUTS PRO-EDUCATION SESSION
Oklahoma City Governor Frank Keating today signed bills to increase pay for career teachers, strengthen school discipline and boost academic standards. The Governor said those bills, coupled with significant increases in education funding he signed last week, made the 1997 legislative session a successful one for education at all levels. "It was a good year for our public schools, for higher education and for vo-tech," Keating said. "Not only is Oklahoma investing more in education than at any time in our history, we're also addressing key issues related to discipline and learning." Among the bills the Governor signed today were: HB 1336, which allocates a total of $19 million to provide pay raises for teachers with between 16 and 25 years of service. Thirteen million dollars had been appropriated last year for this purpose, and an additional $6 million was added to the FY 98 budget. HB 2130, dealing with student discipline. House Bill 2130 sets rules for student make-up work when students are suspended, requires the approval of teachers before students suspended for violent acts against teachers can be returned to the classroom and establishes a closer working relationship between schools and juvenile bureaus.

EDMOND PUBLIC SCHOOLS
Edmond Public School District Covers 97 square miles servicing an enrollment of over 17,000 students. These students attend one of the fourteen elementary schools, five middle schools or three high schools in the system. Over 1,200 certified personnel and 650 support personnel staff Edmond schools. Population growth of the "Edmond Area" over the last three decades has fueled the expansion of our schools from a small, rural district in 1970 to Oklahoma's fifth largest public school district in 2001. Special features of Edmond's school system include half-day kindergarten, considerations of children with special needs, and a program for gifted and talented students. Within the community there is a great interest in education. Claremore, Oklahoma Alternative Learning offers the entire core curriculum that students need for completion of the sixth, seventh and eighth grades as well as for graduation from high school. Our educators are certified teachers in one or more of the core areas and teach in that area. In all our classes the teachers follow syllabuses which are adapted to the Oklahoma PASS objectives and correspond to the junior high and high school syllabuses. We use the same course materials as are available at the other schools, including Oklahoma adopted textbooks, and hold our students to the same expectations as the state of Oklahoma. The teachers may also use supplemental materials that meet the learning needs of all their students. All of our teachers are dedicated professionals who strive to meet the educational and life goals of each of their students.
