June 14, 1999 Oklahoma Higher Education Chancellor Named Administrator of the Year Oklahoma Higher Education Chancellor Hans Brisch has been named Oklahoma Administrator of the Year by the Oklahoma Chapter of the American Society for Public Administration. The award recognizes a public administrator whose career exhibits the highest standards of excellence, dedication and accomplishment. Nominees come from local, state or federal government agencies; non-profit organizations; or educational institutions in Oklahoma. Brisch, who has almost 30 years of higher education experience, has provided leadership for Oklahoma's 25 public colleges and universities and two higher education centers since 1988. His responsibilities relate to setting standards, determining functions of institutions, approving academic programs, allocating funds to institutions and approving budgets, setting tuition and conducting long-range planning. In addition, Brisch is responsible for the operation of the Oklahoma Guaranteed Student Loan Program; the state's Endowed Chairs program; numerous statewide scholarship programs; and OneNet, the state's telecommunications and information network. He also represents the Oklahoma State Regents for Higher Education statewide, nationally and internationally in presenting the needs and the role of Oklahoma higher education.

Welcome to the State System, provided by the Oklahoma Higher Education web site at http://www.okhighered.org The Oklahoma State System of Higher Education was created in 1941 by a vote of the people that amended the state's constitution to provide for such a system. Twenty-five colleges and universities, 10 constituent agencies and two higher education centers comprise the system. The State System is coordinated by the Oklahoma State Regents for Higher Education, and each institution is governed by a board of regents. The State Regents prescribe academic standards of higher education, determine functions and courses of study at state colleges and universities, grant degrees, recommend to the state Legislature budget allocations for each college and university, and recommend proposed fees within limits set by the Legislature. Head Start Head Start is the federal program for preschool children from low-income families operated by local non-profit organizations such as Community Action Agencies. Head Start has a mandate to recruit and enroll income-eligible children and children with disabilities who are most in need of services, and to coordinate with the local education agencies and other groups to benefit children with disabilities and their families. With a goal of helping all children succeed, Head Start provides children with individualized activities that help them grow mentally, socially, emotionally, and physically. A key feature of the program is to educate all children in an integrated, developmentally appropriate program. Of Head Start's many benefits to children with disabilities, the ability to provide special services in a setting with other age-appropriate peers may be the greatest asset. Care is taken not to isolate children with disabilities in the Head Start program. Head Start's main strength is in being able to assist public schools in implementing an Individualized Education Program (IEP) in a setting with other preschool-aged children. Head Start staff have the knowledge and training to implement the IEP in the least restrictive environment, with the support of the necessary special education professionals. The program strives to enhance the child's mental processes and skills with particular attention to conceptual and communications skills. There is an emphasis on encouraging a sense of dignity and self-worth within the child and the family.
