Teacher Licensure and Certification
The teacher understands the central concepts and methods of inquiry of the subject matter discipline(s) he or she teaches and can create learning experiences that make these aspects of subject matter meaningful for students. The teacher understands how students learn and develop and can provide learning opportunities that support their intellectual, social, and physical development at all grade levels, including early childhood, elementary, middle level, and secondary. The teacher understands that students vary in their approaches to learning and creates instructional opportunities that are adaptable to individual differences of learners. The teacher understands curriculum integration processes and uses a variety of instructional strategies to encourage students' development of critical thinking, problem solving, and performance skills and effective use of technology. The teacher uses best practices related to motivation and behavior to create learning environments that encourage positive social interaction, self-motivation, and active engagement in learning, thus providing opportunities for success. Major accomplishments on the teaching quality agenda:
  • Oklahoma has established an independent standards board, the Oklahoma Commission for Teacher Preparation (OCTP) . This commission became fully operational and funded on July 1, 1997 after six years as a policy and planning group. The enabling legislation required the OCTP to develop a competency-based teacher preparation system; develop a rigorous new assessment system for new teachers; and develop a system of professional development institutes for teachers to enhance the subject matter competencies and teaching skills of teachers throughout their careers.
  • To support the new program accreditation system, the OCTP has accomplished the following:
    • Revised teacher education program standards to reflect national and state goals for improving teacher performance. Trained more than 200 members of the Oklahoma education community to conduct joint accreditation site visits using NCATE and State standards. Training is now in progress to retrain all commission members as well as a cadre of individuals for site visits using the new NCATE 2000 performance standard.

OneNet Hub Sites and Locations (Click Here for Upgrade Information) OneNet has built telecommunications carrier class facilities throughout the state of Oklahoma. Currently, 42 hub sites provide the framework for the state's integrated telecommunications network. They are located on campuses of the state system of higher education and at several area career and technology centers. Geographicaly, OneNet covers much of rural Oklahoma, from Guymon to Altus from Idabel to Miami. Every OneNet hub site is served by a full DS-3 telecommunications circuit, has its own SUN computer system, has a local bank of modems, and has a Cisco high-performance data router. Onenet's sites are powered by battery backup system that supply power for hours following any interruption in normal AC current. Each major piece of OneNet equipment is fully redundant. Should components within a device fail, the system will continue to operate and send an alarm to OneNet personnel to facilitate repair to full capacity. Executive Director, General Jay T. Edwards
General Jay Edwards (Ret.) is the Executive Director of the Oklahoma Space Industry Development Authority. Prior to heading the agency, he was President of the Aerospace Science and Technology Education Center. He had previously served the state as General Administrator of the Oklahoma Corporation Commission, a state agency with regulatory oversight of essential utilities, intrastate transportation and fuels to insure service and fair rates to the public. The commission is also responsible for regulating the exploration, production and conservation of crude oil and natural gas within the state. Prior to joining the commission he was a consultant with Tennessee Associates International specializing in the implementation of Quality Management. General Edwards was President and Chief Operating Officer of CMI Corporation from 1986 to 1991. Prior to joining CMI, he was the Executive Director of the University of Oklahoma Energy Center. As the founding director of the facility, he was responsible for establishing research programs, completing the facility and acting as the interface between the University and the energy industry to promote a world-class research and education center. During the General's 28 years in the Air Force, he rose to the rank of Major General. In his last command, he managed the Air Force’s largest Air Logistics Center at Tinker Air Force Base. While in Vietnam, he flew 252 fighter combat missions earning the Silver Star, Bronze Star, three Distinguished Flying Crosses and 15 Air Medals. He later twice received the nation’s highest peace-time award, the Distinguished Service Medal and the Legion of Merit for outstanding service to our country.

to the homepage of the National Center for Science Education, Inc NCSE a nonprofit, tax-exempt membership organization working to defend the teaching of evolution against sectarian attack. We are a nationally-recognized clearinghouse for information and advice to keep evolution in the science classroom and "scientific creationism" out. While there are organizations that oppose "scientific creationism" as part of their general goals (such as good science education, or separation of church and state), NCSE is the only national organization that specializes in this issue. "Save Our Schools" Rally in Oklahoma
With an education funding deficit of more than $200 million, an estimated 25,000 teachers, education support professionals, administrators, school board members, parents and other supporters of public education rallied at the state capitol in Oklahoma City, Feb. 12.
The "Save Our Schools" Rally, sponsored by the Oklahoma Education Coalition, emphasized the need to restore education funding lost this year, guarantee funding for next year and keep the commitment to smaller class sizes, higher teacher salaries and continued improvement in public schools.
Oklahoma Education Association President and Coalition Chair Carolyn Crowder, coalition officials and political leaders including Gov. Brad Henry and his wife, former teacher Kim Henry, addressed the crowd.
