(S, W); New Mexico, across the narrow edge of the Oklahoma Panhandle (W); and Colorado and Kansas (N). The high, short-grass plains of W Oklahoma are part of the Great Plains and, like the rest of that area, are chilled by north winds in the winter and baked by intense heat in the summer. There are extensive grazing lands and wheat fields. The plains are broken here and there, notably by Black Mesa in the Panhandle and by the Wichita Mts. in the southwest, but the general slope is downward to the east, and central and E Oklahoma is mostly prairie, rising in the northeast to the Ozark Mts. and in the southeast to the Ouachita Mts.     Geography Welcomes New Faculty Members USC Geography is pleased to welcome three faculty members to the department this fall. Dr. William L. Graf, who holds the USC Educational Foundation Endowed Chair in Geography, comes to South Carolina from Arizona State University and brings a wealth of teaching, research, and policy experience in geomorphology. Joining him on the faculty will be two new professors of human geography: Dr. Blake Gumprecht (Ph.D. Oklahoma, 2000), a cultural and historical geographer who has already won awards for his writings, and Dr. Carl Dahlman, who just received a doctorate from the University of Kentucky this year for his research on Kurdish refugees. Dr. William L. Graf
    William L. Graf
    is a newly appointed Educational Foundation Endowed University Professor and Professor of Geography at the University of South Carolina. His Ph.D. is from the University of Wisconsin-Madison, with a major in physical geography and a minor in water resources management and his specialties include fluvial geomorphology and policy for public land and water, with emphasis on river channel change, human impacts on river processes and morphology, contaminant transport and storage in river sediments, and the downstream impacts of large dams. Much of his work has focused on dryland rivers, though for the past several years his work has been national in scale. In the area of public policy he has emphasized the interaction of science and decision-making, and resolution of the conflict between economic development and environmental preservation.

Does state regularly conduct its own data collection? Yes. The state's technology plan for K-12 schools was written in 1996-97. The state wrote another technology plan this year to include higher education and vocational education; however, it is unclear if the legislature will approve the plan. The state has conducted a cost analysis only of the latter plan. The state will revise the K-12 technology plan on an ad hoc basis. Yes. Oklahoma conducts an annual district survey of technology. The survey focuses on hardware, connectivity, and professional development. The state also works with the Milken Exchange in its data-collection effort. FINANCIAL COMMITMENT Did state fund technology in FY 98?

      The National Assessment of Educational Progress, operated by the US Department of Education, bills itself as The Nation's Report Card . While not explicitly tied to particular national or state standards, its reports provide a way of looking at student progress across the country in the eight subject areas the NAEP covers. These are the arts, civics, geography, math, reading, science, US history, and writing. Each subject has its own page that contains findings from related assessments, answers to basic questions about assessment, and standards and frameworks links.
