Web posted at: 8:36 p.m. EST (0136 GMT) OKLAHOMA CITY (CNN) Attorneys Wednesday filed "intent to sue" papers against federal government agencies on behalf of 34 victims in the bombing of the Oklahoma City federal building. The move paves the way for multi-million dollar lawsuits against the Bureau of Alcohol, Tobacco, and Firearms and other agencies for allegedly failing to take appropriate measures to protect people in and around the building. In announcing the filing, attorney Richard Bieder of Connecticut argued the head of the ATF has acknowledged that his agents were on a heightened state of alert April 19, 1995 for right-wing demonstrations. That was the anniversary of the fiery conclusion of the government's raid on the Branch Davidian compound in Waco, Texas. "I've seen my share of demonstrations," Bieder said. "And the weapon of choice for terrorists is not picketing it's car bombs."
No barricades
Bieder says U.S. marshals and other personnel could and should have set up barriers around the Alfred P. Murrah Federal Building "to blockade traffic coming up as close as that Ryder truck came up that morning." Bieder had a saw horse barricade with him to demonstrate his point. He said such barricades were up at a Connecticut courthouse that day and "if the sheriff's department in Hartford, Connecticut knew enough" to take extra precautions, "is it too much to ask that federal authorities with a lot more information should have put up a device like this?"

Our Mission T he Oklahoma Student Government Association is a statewide organization committed to voicing the concerns and interests of the thousands of students in the Oklahoma Higher Education System. It is our belief that students should play an active role in decision-making that affects higher education. OSGA is charged with the great responsibility of formulating a stance on issues of importance to the students and we voice our opinions to the State of Oklahoma Governor, the Legislature, the Oklahoma State Regents for Higher Education, and other decision making bodies.
    Organization Profile
    T he Oklahoma Student Government Association was originally founded in the early 1970's as the Council of Student Government Presidents. The University of Oklahoma was instrumental in its formation. The student leaders met on a regular basis to voice their opinions regarding student concerns. In the early to mid 1980's, seeking to gain more input into the process, the Council of Student Government Presidents established the Oklahoma Student Government Association. A state-wide student congress with representatives from each institution was formed to come together to debate legislation. The governing board of this new Oklahoma Student Government Association was to be comprised of all Student Government Presidents in the state. The board of directors met regularly to exchange ideas and possibly take positions regarding student concerns between the congressional sessions.
