More Money for Schools, Less Consensus on Allocations
The issues highlighted during the 1997 regular legislative sessions in Arkansas, Louisiana, New Mexico, Oklahoma, and Texas indicate state government echoed the public's concerns about the quality of K-12 education. With budget surpluses adding as much as $14.2 billion to 1997 state coffers across the nation, according to a September report in the Washington Post, states gained flexibility to invest more in public programs, including education. At the same time, some legislative actions sought to expand public choices in schooling. Lawmakers in all five states increased public school budgets, with Arkansas standing out by devoting nearly half its annual budget to K-12 education. Except for New Mexico every state in the region increased teacher salaries or placed teachers on salary schedules that reward years of experience. Other educator-focused laws require criminal-background checks for people seeking certification as Arkansas and New Mexico school personnel and enhance professional development opportunities for Texas teachers and Louisiana school administrators. It seems lawmakers recognized that a high-quality school work force is necessary for improving public education, and they crafted policies to achieve that end.

The school districts in our consortium are Catoosa, Claremore, Verdigris, and Owasso with Claremore serving as the hub site for the NewNet 66 network. NewNet 66 is a recognized Inter-local consortium by the Oklahoma State Department of Education. NewNet 66 has a board of directors composed of board members from each member school of the Inter-local. Question: Is NewNet 66 an Internet Provider (ISP)?

ArtsPower Education Grant
The ArtsPower Education Grant provides assistance to community arts organizations to further arts education in Oklahoma schools. Projects must involve artists, arts educators and/or others in the instruction, and interactive exploration of the arts. The arts in the core curriculum for all students are central to this effort.
Applications for ArtsPower Education Grants are accepted from non-religious, non-profit, tax-exempt 501(c)(3) community arts organizations working in partnership with K-12 schools in Oklahoma. Projects must be planned and implemented with at least one school or school district.
What can be funded?
Projects that have specific education goals and support arts learning for students and/or teachers.
Costs that relate to K-12 formal classroom arts instruction in schools or at the site of the organization and could also include: Printing costs associated with curriculum guides or teacher materials Personnel or administrative costs associated with a project.

Does state regularly conduct its own data collection? Yes. The state's technology plan for K-12 schools was written in 1996-97. The state wrote another technology plan this year to include higher education and vocational education; however, it is unclear if the legislature will approve the plan. The state has conducted a cost analysis only of the latter plan. The state will revise the K-12 technology plan on an ad hoc basis. Yes. Oklahoma conducts an annual district survey of technology. The survey focuses on hardware, connectivity, and professional development. The state also works with the Milken Exchange in its data-collection effort. Garrett: Bond Funds for Schools Needed, Releases Plan for More Science Labs, Computers

State Superintendent Sandy Garrett said today K-12 and vocational-technical schools should be included in a proposed state capital improvements bond issue. Funds are needed to help public schools comply with the unfunded mandates of a new education law, and assist them in preparing over 628,000 students for the wider range of core coursework. Though schools will be required to comply with a vast number of new mandates next school year, they received less than a 1 percent increase in state-appropriated funds to do so.
Garrett proposed adding $200 million to the bond proposal to be used for needed K-12 science laboratories and classroom computers. More science laboratories are needed for schools to comply with a new law and industry-acceptible computers are needed to assist schools in providing more courses and more rigorous courses through Internet and long-distance learning opportunities.

New Wave of Graduate Students to Enrich K-12 Classrooms
A second wave of partnerships between universities and local K-12 school districts will form as graduate and advanced undergraduate students enter the classroom to teach their younger peers. The National Science Foundation (NSF) has awarded $30 million in 25 new grants under an innovative educational program enabling approximately 300 talented graduate and advanced undergraduate students in science, mathematics, engineering and technology to serve as teaching fellows in K-12 schools. The grants, from NSF's Graduate Teaching Fellows in K-12 Education (GK-12) program, will go to institutions in 19 states from Maine to California, as well as Puerto Rico. "Researchers need to bring their expertise and enthusiasm out of the laboratory and into the classroom," says Rita Colwell, NSF director. "The GK-12 program creates partnerships across the academic community that benefit research and education at every level."

Certainly not school teachers, who can't afford to waste precious classroom time while students stare at a half-blank computer screen, waiting for a virtual museum tour to finish loading. But if all goes as planned, K-12 students in California may soon have access to an array of rich content previously unavailable to them due to the limitations of slow bandwidth. The Digital California Project provides $3.6 million a year for a broadband network to wire all of the state's 11,000 K-12 schools. Funded by the state of California, the project is scheduled to be completed by June 2002. The DCP will work in conjunction with programs being developed by The Corporation for Education Network Initiatives in California, a nonprofit organization that helps educational institutions acquire high-capacity Internet communications services.

Testimony to the US House of Representatives Committee on Science and Research Research Subcommittee By David Garner, Executive Administrator Urban Systemic Program Oklahoma City Public Schools Biography Statement:  David Garner is a professional educator who currently holds the position of Project Director of Oklahoma City Public Schools’ Urban Systemic Program funded by the National Science Foundation.  Mr. Garner is the co-author and primary researcher of the district’s Urban Systemic Program proposal to the National Science Foundation.  Prior to entering the Curriculum and Instruction Department as a math and science curriculum administrator three years ago, Mr. Garner served as a middle school science teacher and coordinated a comprehensive after school program for at-risk students in Oklahoma City Public Schools.  Mr. Garner received the Teacher of the Year award in his second year as a teacher at F.D. Brown School of Oklahoma is a psychiatric hospital offering a comprehensive continuum of behavioral healthcare services including acute, residential, therapeutic foster care, school-based and outpatient programs for children, adolescents and their families. The 100-bed, campus-style facility is located on 10-acres in Tulsa, Oklahoma. Living units are located at each end of the campus. Facilities on the campus include classrooms, gymnasium, children's playground, football field and dining room.
Brown Schools of Oklahoma provides treatment for a wide variety of psychiatric disorders in a safe, secure, and nurturing environment. Although our patients have different issues, there are core components to the program that are consistent for all. Every patient receives a psychiatric evaluation, case management, and discharge planning as well as therapeutic services such as individual, group and family therapy. Other services include neurological evaluation, psychological evaluation, speech and language assessments, medical history, physical examination, medication management, dietary consultation, and an individualized treatment plan.
Brown Schools of Oklahoma is accredited by the Oklahoma Department of Education. The school is provided jointly by Tulsa Public School District and Brown Schools of Oklahoma Hospital. The K-12 academic program includes a regular education and special education curriculum to meet the diverse needs of our patients. Adolescents and children in the acute program continue academic studies during hospitalization. They remain enrolled in their home school and complete homework assignments. They receive daily tutoring. Progress reports are sent to the home school so they can resume their normal academic schedule upon return home. Vocational training, drug education and theater arts are available electives.
