Summary of Opinion
The Executive Director of the Oklahoma Racing Commission asked the Oklahoma Attorney General whether telephone or Internet pari mutuel wagering is lawful in Oklahoma under the 2000 amendments by the Congress to the Interstate Horseracing Act. The Attorney General responded that such wagers are not lawful in Oklahoma and, therefore, are not authorized by the federal statute to be make in Oklahoma.

Oklahoma Horse Racing Commission Dear Executive Director Hare: This office has received your request for an official Attorney General Opinion in which you ask the following questions: 1. Does Oklahoma law permit pari-mutuel wagering on horse races via telephone or the Internet? 2. Does the federal Interstate Horseracing Act, in particular the December, 2000 amendments to the Act, legalize Internet or telephone gambling in states where such gambling is not permitted? I. The Oklahoma Attorney General was asked whether the Racing Commission could authorize licensed race tracks to install machines that accept wagers on previously-run horse races. The Attorney General responded that under Oklahoma gambling laws the Commission is not authorized to do so.

Stites Dear Representative Stites: This office has received your request for an official Attorney General Opinion in which you ask the following question: Under the provisions of the Oklahoma Horse Racing Act ("the Act"), 3A O.S. 200 - 3A O.S. 209 (1991-2000), is the Oklahoma Horse Racing Commission empowered to authorize a licensed racetrack (which the Act refers to as an "organization licensee") to accept pari-mutuel wagers on previously run horse races - races which are neither live races nor races being transmitted to the organization licensee at the time the live race is being run at the host track? RENEAU CHALLENGES EDMONDSON IN COURT CONTACT: Trey Davis , Deputy Commissioner (405) 528-1500 ext. 353 December 03, 1997 OKLAHOMA CITY - Oklahoma Labor Commissioner Brenda Reneau filed suit today in Oklahoma County District Court challenging Attorney General Drew Edmondson’s formal opinion regarding the state Minimum Wage Poster. The petition asks the court to overrule an October 1997, opinion which states the Commissioner lacks the authority to include ‘Beck’ rights language on the poster as a manner of informing union employees of the right to seek a refund of union dues which are not used to fund collective bargaining, contract administration or grievance adjustment. "I take seriously my statutory duty to foster, promote and develop the welfare of wage earners in this state ," Reneau said. "The Labor Commissioner has the constitutional authority and responsibility to control the Department of Labor. In that capacity, I am authorized to disseminate information to workers regarding labor standards. Title 40 does not prohibit the inclusion of ‘Beck’ rights language on the Minimum Wage Poster and I believe Oklahoma’s workforce is equally entitled to be informed of workers’ rights regardless of union affiliation."

Office of Inspector General
Fraud, waste, and abuse are some of the most important issues before the public when considering financial assistance programs administered by DHS. Both state and federal statutes define fraud as crime and make its detection and prosecution a major responsibility of OIG fraud units. The OIG audit unit is dedicated to overseeing and preserving the integrity of DHS programs and services and to assuring administration of public resources in a fiscally responsible and ethical manner. History and Operations In September 1962, DHS Director Lloyd Rader recognized the need for increased accountability in the AFDC program. He formed a Special Investigations Unit whose task was to work with federal General Accounting Office auditors in Oklahoma in prosecuting client fraud and reducing error rates. When that task was accomplished, the Special Investigation Unit was entrusted to continue the work begun in 1962. On February 1, 1979, the Special Investigations Unit was reorganized, forming a new division of DHS called the Office of Inspector General. An Internal Audit Unit formed as a result of the Single Audit Act of 1984, and was added on November 1, 1985. This addition enabled the division to review, coordinate and oversee audits of DHS contractors receiving state and federal funds. Currently, OIG consists of professional men and women dedicated to preserving the integrity of DHS and the programs and services it administers. OIG is organized to serve three primary functions:

The Oklahoma Department of Libraries (ODL) is the official state library of Oklahoma. We serve the information and records management needs of state government, assist with public library development, coordinate library and information technology projects for the state, and serve the general public through our specialized collections. A General History of the Agency From Carnegie to computers , the Oklahoma Department of Libraries has worked to expand the knowledge and enrich the lives of the people of this state. Libraries were a matter of concern to the very first Legislative Assembly of the Territory of Oklahoma, which convened in 1890. One of this body's first acts was to pass legislation creating a Territorial Library, to provide legislators with reference services and to house federal publications. After Oklahoma joined the union , the "State Library" continued to serve primarily as a legislative reference library and federal depository. Then, during the early years of the new century, iron magnate Andrew Carnegie channeled over $500,000 into a state building program resulting in 22 public libraries and one institutional library. So, in 1919, the Oklahoma Library Commission was established to help these Carnegie and other struggling libraries across the state.

The following information is provided for general purposes only and is not intended as legal advice.
Q. How many days am I required to teach my children in our homeschool?
A. 70 Oklahoma Statute 1997, Sect. 10-105 states in part,
"It shall be unlawful for a parent...to neglect or refuse to cause or compel such a child to attend...school, unless other means of education are provided for the full term of the schools of the district are in session..." (Emphasis added).
The full term of the public schools of the district is defined in 70 Oklahoma Statute 1997, Sect. 1-109
"A school year for all public schools.... shall consist of... instruction offered for not less than one hundred eighty (180) days. Five (5) days may be used for attendance of professional meetings."
Q. How long does the school day need to be?
A. The statute on length of school day is a public school requirement that MAY apply to home education based on equivalency. 70 Oklahoma Statute 1997, Sect. 1-111 states in part, "A school day for any group of pupils shall consist of not less than six (6) hours devoted to school activities..." However, one-on-one tutoring may not require six hours per day, especially for younger students. Ultimately it is the parents' responsibility to see that enough time is spent to finish the schoolwork.
