OPEN LETTER TO ALL OKLAHOMA FEDERAL FIREARMS LICENSEES Permanent Provisions of the Brady Law. The permanent provisions of the Brady law provide for the establishment of a National Instant Criminal Background Check System (NICS) that licensees must contact before transferring any firearm to unlicensed individuals. While the interim provisions apply only to handguns, the permanent provisions of Brady will apply to all firearms. In addition, under permanent Brady there will no longer be an exemption for the redemption of a firearm from pawn. Notification from the Attorney General. The United States Attorney General will notify licensees when the NICS is established. The Department of Justice (DOJ) has advised ATF that the Attorney General plans to publish a notice in the Federal Register during the last week of October, announcing the establishment of the NICS as of October 31, 1998. Accordingly, licensees will be required to comply with permanent Brady as of November 30, 1998. Copies of the Attorney General's Notice will be available on DOJ`s Home Page on the Internet at

Oklahomans Execute Childhood Offender Scott Allen Hain (juvenile offender) was executed April 3, 2003 at 8:39pm. He was 17 at the time of his crime. Late on April 2, the 10th US Circuit Court of Appeals issued a temporary stay of execution in order to hear the issue of inadequate funding for legal representation for Scott's clemency hearing on March 31. At the request of Attorney General Drew Edmondson, the US Supreme Court, on a 5 to 4 vote, lifted the stay the evening of April 3 (thus the delayed execution time). Scott Hain and co-defendant Robert Wayne Lambert were convicted for the murders of Michael William Houghton, 27, and Laura Lee Sanders, 22, on October 6, 1987. The couple was kidnapped from a Tulsa nightspot, robbed and placed in the trunk of their car. Later Mr. Lambert set on fire with the two still in the car. The execution of juvenile offenders is prohibited by established international human rights law. The United States is now the only country which actively executes of juvenile offenders . Last year at an international convention in Geneva, the only other country still permitting the execution of childhood offenders, Iran announced it no longer did so. On January 27, 2003 the U.S. Supreme Court denied Scott's appeal, refusing to address the issue of the execution of juvenile offenders as being contrary to basic standards of American justice and fairness. Only a handful of states have executed a juvenile offender. Several states are considering legislation to ban this act.
