OKLAHOMA LEADS THE WAY IN EDUCATION THROUGH STATEWIDE SCHOOLS ATTUNED TEACHER TRAINING INITIATIVE Oklahoma City, OK – First Lady Cathy Keating and State Superintendent Sandy Garrett today saluted the launch of Oklahoma Schools Attuned, a statewide initiative to train teachers on understanding and managing differences in how students learn. The Schools Attuned program, recently featured on Oprah, is based on the work of Dr. Mel Levine, founder of the nonprofit All Kinds of Minds Institute and author of the current New York Times bestseller, A MIND AT A TIME.
"This is a special time for Oklahoma educators, students and parents,” said First Lady Cathy Keating. "This innovative program will be extremely beneficial to Oklahomans in providing teachers with research-based training that reflects the latest concepts and techniques, all designed to give students a better education and a better understanding of the world."

Diocese of Leavenworth (Leavenworthensis). The first missionary to the wild Indians of the plains, within the present borders of Kansas, was Father Juan de Padilla. He obtained the martyr's crown just fifty years after Columbus discovered the New World. The first permanent Indian missions in these parts were established by the Jesuit Fathers among the Potawatomies and Osages. The latter originally dwelt on both sides of the Missouri. They knew of Father Marquette and had implored Father Garvier to preach to them. Two Franciscan friars had been among them in 1745. Bishop Dubourg promised them missionaries in 1820. The Pottawatomies came from Michigan and Indiana. Some hundreds of them had been baptized by the Rev. S. T. Badin of Kentucky, the first priest ordained in the United States. In Indiana, Father Deseilles was succeeded among the Potawatomies by Father Petit, who accompanied them to the confines of their new reservation in the Indian Territory, which then included Kansas. The Indian converts were confirmed by Bishop P. Kenrick in 1843, and by Bishop Barron in 1845. An Indian priest of the Oklahoma Diocese is descended from the Pottawatomies and was born in Kansas. In 1845 by the zealous efforts of the Jesuit missionaries, Catholic prayer-books in the Pottawatomie dialect were given to the Indians. Manual training schools for girls and boys had been established some years previously. The latter were conducted by the

Oklahoma City, Ok. 73105 Re: Informal Opinion Number 94-522 Dear Representative Pope: Attorney General Edmondson has asked me to respond to your letter requesting an opinion addressing, in effect, the following question:
    Would the implementation of Christian based religious counseling by the Oklahoma State Department of Health as a part of its HIV/STD programs violate the First Amendment of the United States Constitution?
Because the specific question you pose is to some extent fact based, we respond by way of an informal letter, which is not an official opinion of the Attorney General but rather is solely the opinion of undersigned counsel reached after careful research and analysis of the question raised. According to your letter, you are considering proposing that the Oklahoma State Department of Health include as a part of its HIV/STD programs counseling by religious organizations to encourage lifestyle changes. The materials you enclose with your letter describe the counseling you have in mind as counseling conducted by religious organizations which attempt to discourage certain lifestyles through Christian based religious indoctrination. The answer to your question turns upon an analysis of whether this kind of state sponsored counseling would violate the Establishment Clause of the First Amendment to the United States Constitution. The Establishment Clause provides, "Congress shall make no law respecting an establishment of religion." This clause is made applicable to the states by virtue of the Fourteenth Amendment.

NATURE AND OBJECT The Institute of the Brothers of the Christian Schools is a society of male religious approved by the Church , but not taking Holy orders, and having for its object the personal sanctification of its members and the Christian education of youth, especially of the children of artisans and the poor. It accepts the direction of any kind of male educational institution, provided the teaching of Latin be excluded; but its principal object is the direction of elementary gratuitous schools. This congregation was founded in 1680, at Reims, France, by St. John Baptist de La Salle , then a canon of the metropolitan church of that city. Being struck by the lamentable disorders produced among the multitude by their ignorance of the elements of knowledge, and, what was still worse, of the principles of religion, the saint, moved with great pity for the ignorant, was led, almost without a premeditated design, to take up the work of charitable schools. In order to carry out the last will of his spiritual director, Canon Roland, he first busied himself with consolidating a religious congregation devoted to the education of poor girls. He then seconded the efforts of a zealous layman, M. Nyel, to multiply schools for poor children. Thus guided by Providence, he was led to create an institute that would have no other mission than that of Christian education.
