ARLINGTON, Va. Larry Herbster has been named president and general manager of WGRZ-TV, Gannett’s NBC affiliate in Buffalo, N.Y. He had been vice president and general manager of Gannett’s KOCO-TV, the ABC affiliate in Oklahoma City, Okla. since 1993. Gannett announced the completion of the acquisition of WGRZ-TV as part of a trade with Argyle Television Inc. today.
The announcement was made by Cecil L. Walker, president and CEO, Gannett Broadcasting.
"Larry’s management experience, his industry knowledge, and his familiarity with the Buffalo community will complement the strengths of WGRZ. We are certain that, with his leadership, WGRZ will continue to serve the needs of the Buffalo community," Walker said.
Prior to serving as vice president and general manager of KOCO-TV, Herbster was station manager of WIVB-TV, the CBS affiliate in Buffalo. From 1973 to 1978, he was assistant to the executive vice president for the broadcast division of The Washington Post Company, Post-Newsweek Stations. In 1979, he joined WDVM, then the Evening News Association’s Washington, D.C. CBS affiliate, which is now the Gannett-owned W*USA-TV. In 1989, he left W*USA to become president of Group Six Communications, Inc. The Group Six properties were sold in February 1992. Herbster also worked, in various capacities, for Time Inc., from 1967 to 1973.
A native of Scranton, Pa., Herbster earned a B.S. degree in 1966 from the University of Scranton and an M.B.A. in 1972 from New York University’s Graduate School of Business Administration. He served on the Professional Advisory Council for the University of Oklahoma’s H.H. Herbert School of Journalism and Mass Communication. He was a member of the Board of Directors of the American Heart Association, Oklahoma City Division and served on the Board of Trustees for the Oklahoma City Public Schools Foundation. He was also on the Oklahoma City Chamber of Commerce Board of Directors and the Board of Directors for the United Way. He is married to the former Anne Finsthwait.

GENERAL INFORMATION (OUHSC)
THE UNIVERSITY In 1890, seventeen years before Oklahoma became a state, the University of Oklahoma was founded upon authority of an act of the first legislature of the Territory of Oklahoma. The act stated the purpose of the University was "to provide the means of acquiring a thorough knowledge of the various branches of learning connected with scientific, industrial, and professional pursuits." Students were accepted for the first time in the fall of 1892, and the first two graduates received the degree of pharmaceutical chemist in 1896. Two years later the first two bachelor of arts degrees were awarded. The first master?s degree was conferred in 1900, the first degree of doctor of medicine in 1911, and the first doctoral degree in 1929. The main campus of the University of Oklahoma is located in Norman, near the center of the state, and is composed of the colleges of Arts and Sciences, Business Administration, Education, Engineering, Environmental Design, Fine Arts, Geosciences, Law, Liberal Studies, and the University College (the freshman division). The Health Sciences Center campus in Oklahoma City has the colleges of Allied Health, Dentistry, Medicine, Nursing, Pharmacy, Public Health, and a Graduate College. Tulsa Medical College, located in Tulsa, is a branch of the College of Medicine. The University is a part of the Oklahoma State System of Higher Education. The Oklahoma State Board of Regents for Higher Education is the coordinating board of control of the system which is composed of all higher education institutions supported wholly or in part by state appropriations. Colleges not supported by the State may become part of the state system.

serves as the reliever airport for Tulsa International. RVS, a 700-acre facility, is located in southwest Tulsa and is home to nearly 500 general aviation aircraft and 200 employees. Aircraft operations (takeoffs/landings) totaled 322,084 in 2002, the busiest airport in the state. Six flight schools, including Spartan School of Aeronautics and Oklahoma State University at Tulsa contribute to this high level of operations.

    PASSING PIONEERS.
    Page William C. Renfrow was the third governor of Oklahoma Territory, having been appointed by President Cleveland in 1893 and served a full term of four years. He was born in North Carolina in 1845 and served as a soldier in the Confederate Army during his youth. He settled in Arkansas in 1865 and came Page thence to Oklahoma, settling at Norman in 1889, where he engaged in the banking business. Subsequent to his retirement from office he was largely interested in the lead and zinc mining business in southwestern Missouri. Cornelius H. Elting was born in Missouri in 1866. When he was thirteen years old his parents moved to western Kansas and most of his education was secured from the schools in that state. He graduated in the law school of the University of Kansas in 1894. In 1899 he located at Durant, Indian Territory, where he engaged in the practice of his profession and where he afterward made his home. In 1920 he was nominated for justice of the Supreme Court on the Republican ticket and was elected in the general election that year. He was a man of retiring disposition but sterling character.

    • 11/15/00, State Senator Lewis Long of Glenpool is suing the Oklahoma Christian Coalition in Tulsa County District Court, saying the group's voter guide made false and malicious statements about him. Long lost his reelection to Republican Nancy Riley. Long contends the 2000 Christian Coalition Voter Guide falsely reports that he supported making sodomy and bestiality legal, even though legislative records show he has at least twice voted against bills that would remove the anti-sodomy and anti-bestiality language from state laws. The coalition won a similar suit last year that was filed by state Senator Dave Herbert. Although the state Supreme Court said Herbert failed to prove malice, it also said the ruling did not mean a voter guide could never be defamatory. (Associated Press, Nov.16)

    In 1995, the Oklahoma Commission for Teacher Preparation(OCTP) was given the responsibility for developing a competency-based testing program for teacher candidates. The assessment was designed to examine competency in the following areas: general education, subject area, and professional teaching knowledge. Candidates for teacher licensure/certification are required to successfully complete the Oklahoma General Education Test (OGET), the Oklahoma Subject Area Test (OSAT) and the Oklahoma Professional Teaching Examination (OPTE). Candidates seeking administrator certification are required to pass a competency-based examination with multiple performance assessments. Oklahoma certification examinations are based on the subject matter competencies adopted by the State Board of Education, the standards of national learned societies, and the Standards of the Interstate New Teacher Assessment and Support Consortium (INTASC).
    • The Oklahoma General Education Test (OGET)
      is designed to examine and assess competency in areas associated with general studies and education in liberal arts and sciences. The OGET is distinctive from many other examinations of this type in that critical thinking skills, as well as basic skills are assessed.
