NEW PSYCHOLOGIST AND PSYCHOMETRIST CERTIFICATION TESTS REVIEWED The Oklahoma Commission for Teacher Preparation is in the process of developing new certification examinations for Oklahoma educators. Among these are new Psychologist and Psychometrist exams. A test materials review conference was held on February 2 and 3, 1999. Committees made up of educators from throughout the state reviewed tests developed by National Evaluation Systems, Inc. of Amherst, MA. The committees worked for two days comparing the exam objectives to Oklahoma's teacher competencies and reviewing each item on the test. Committee members reviewing the School Psychologist exam were Steven Crane , Edmond Public Schools; Andrew Glenn, Ph.D ., Norman Public Schools; Minna Hall , Western Heights Public Schools; Mary Ellen Jones , Sapulpa Public Schools; Mike Lacy, Ph.D. , Oklahoma Youth Center; Joyce Lowrey , Oklahoma City Public Schools; and Marni Wyand , Mid-Del Public Schools. Michele Forman, standing, the 2001 National Teacher of the Year, will present the keynote address at the 12th Celebration of Teaching on April 8.
More than 300 people are expected to attend, including teachers who have just received national teacher certification, cooperating teachers, district Oklahoma teachers of the year, previous Oklahoma Teachers of the Year, high school students identified as being future teachers, and members of teacher cadet corps.
Breakout sessions for teachers and for students are scheduled, along with optional campus tours.
Twelve years ago, Forman and a group of high school students started the Student Coalition on Human Rights. Each year her students select human rights issues on which to focus, ranging from the celebration of diverse cultures to the elimination of poverty to projects with Amnesty International. Their activities have included bringing a portion of the AIDS quilt to the community and leading a commemoration in Middlebury of the statewide Holocaust Days of Remembrance.
To help students increase their acceptance of differences in others led Forman on her own journey to learned Arabic language, an experience she said helped her realize how difficult it can be for students to understand complex subjects and how they must remain focused and determined during a challenging learning process. Now in its fourth year, her before-school Arabic course regularly attracts about 18 high school students.

  • Mr. PAUL. Mr. Speaker, I rise to introduce legislation to forbid the use of federal funds to develop or implement a national system of teacher certification or a national teacher test. My bill also forbids the Department of Education from denying funds to any state or local education agency because that state or local educational agency has refused to adopt a federally-approved method of teacher certification or testing. This legislation in no way interferes with a state's ability to use federal funds to support their chosen method of teacher certification or testing.
  • Having failed to implement a national curriculum through the front door with national student testing (thanks to the efforts of members of the Education Committee under the leadership of Chairman Goodling ), the administration is now trying to implement a national curriculum through the backdoor with national teacher testing and certification. National teacher certification will allow the federal government to determine what would-be teachers need to know in order to practice their chosen profession. Teacher education will revolve around preparing teachers to pass the national test or to receive a national certificate. New teachers will then base their lesson plans on what they needed to know in order to receive their Education Department-approved teaching certificate. Therefore, I call on those of my colleagues who oppose a national curriculum to join me in opposing national teacher testing and certification with the same vigor with which you opposed national student testing.

This is due in no small part to the certification regulations which went into effect on September 2, 1993 as well as the changes recently adopted by the Regents that go into effect in September 2004. The Oklahoma State Regents for Higher Education recently commissioned the Southern Regional Educational Board to conduct a study on teacher supply and demand in Oklahoma. The study shows that Oklahoma produces enough teachers but is experiencing hiring shortages for teachers of high demand subjects and in certain parts of the state. Overall the study reports that Oklahoma will likely meet the demand for administrators as well as for elementary, early childhood, high school language arts, high school social studies, middle school math and high school vocational-technical teachers through 2002. During the same period, employment shortages are expected for high school math, foreign language, special education, art and music teachers; counselors; and librarians. Oklahoma schools may also experience a shortage of high school biology, chemistry, physics, and earth and computer science teachers.

To receive "approved program" status, institutions must demonstrate to their state department of education that they are fulfilling state standards. Most states model their standards after two statements developed by the FL teaching profession in the 1950s and '60s titled, QUALIFICATIONS FOR SECONDARY SCHOOL TEACHERS OF MODERN FOREIGN LANGUAGES and GUIDELINES FOR TEACHER EDUCATION PROGRAMS IN MODERN FOREIGN LANGUAGES (Paquette 1966). The QUALIFICATIONS are brief descriptions of "minimal," "good," and "superior" competence in listening comprehension, speaking, reading, writing, applied linguistics, culture and civilization, and pedagogy. The GUIDELINES describe model programs, using the QUALIFICATIONS as minimum objectives (Wing 1984).

In elementary education each student is trained to teach in diverse educational settings. The future teacher's preparation includes a knowledge base in professional development as well as a comprehensive knowledge base in the curriculum areas taught in the elementary schools. Each educator is trained to be a reflective and self-evaluative teacher. Classroom organization, planning, and management skills are incorporated throughout the progessional and specialized curriculum. Leadership skills in the field of education are encouraged. The core of the program includes current educational strategies in effective teaching techniques and technology. Students are expected to reach a satisfactory performance level in the educational setting. Both bachelors degrees in Elementary Education requires four courses in mathematics, science, social studies, and language arts. Students can add a middle school content area. Elementary education majors may add Early Childhood Education (Pre K-3) to their program with a conversion endorsement of an additional twelve hours.
