Historical Patterns of Governance
Until 1970 the political title for the Al Said rulers was sultan of Muscat and Oman, implying two historically irreconcilable political cultures: the coastal tradition, the more cosmopolitan, secular, Muscat tradition of the coast ruled by the sultan; and the interior tradition of insularity, tribal in origin and ruled by an imam according to the ideological tenets of Ibadism (see Religion , this ch.). The more cosmopolitan has been the ascending political culture since the founding of the Al Said dynasty in 1744, although the imamate tradition has found intermittent expression. Several millennia ago, Arab tribes migrated eastward to Oman, coinciding with the increasing presence in the region of peoples from present-day Iran. In the sixth century, Arabs succeeded in repelling encroachments of these ethnic groups; the conversion of Arab tribes to Islam in the seventh century resulted in the displacement of the settlers from Iran. The introduction of Ibadism vested power in the imam, the leader nominated by tribal shaykhs and then elected by public acclamation. The Ibadis had five imamates before the founding of the Al Said dynasty. The first imamate in the ninth century became the example of the ideal Ibadi state. The fifth imamate, the Yarubid Imamate, recaptured Muscat from the Portuguese in 1650 after a colonial presence on the northeastern coast of Oman dating to 1508. The Yarubid dynasty expanded, acquiring former Portuguese colonies in East Africa and engaging in the slave trade. By 1719 dynastic succession led to the nomination of Saif ibn Sultan II, who had not yet reached puberty. His candidacy prompted a rivalry among the ulama and a civil war between the two major tribes, the Hinawi and the Ghafiri, with the Ghafiri supporting Saif ibn Sultan II. He assumed power in 1748 after the leaders of both factions had been killed in battle, but the rivalry continued, with the factionalization working in favor of the Iranians, who occupied Muscat and Suhar in 1743.

Photo courtesy of Valerie Hoffman The Sultanate of Oman occupies the southeast corner of the Arabian Peninsula, with coastline facing the Arabian Sea and the Gulf of Oman. Environmental protection is a priority of the Sultanate, and the United Nations Environmental Program has credited the country as having one of the best records in conservation, pollution control, and efforts to maintain ecological balance. Considerable geographic and climatic variety exists throughout the country, with desert along the western border and a lush monsoon climate in the south. A number of protected nature reserves and wildlife sanctuaries are scattered throughout the country. Grassy parks and gardens are prominent features of Oman's cities.
Arabic is the official language of Oman and three-quarters of the population is Ibadhi Muslim. Muscat, the capital, is a relaxed, cosmopolitan city, with great concern directed at aesthetic blending of modern development and historical structures.

With relatively modest oil reserves, Oman is important to world oil markets due to its strategic location overlooking the Strait of Hormuz. Oman also opened a facility for the export of liquefied natural gas (LNG) in April 2000, which is undergoing expansion. Note: Information contained in this report is the best available as of September 2002 and can change. GENERAL BACKGROUND
Oman remains heavily dependent on oil revenues, which account for nearly 80% of the country's export earnings and 40% of gross domestic product (GDP). Real GDP growth was 3.3% for 2001 and is projected at 3.0% for 2002. Inflation is mild, projected at 0.9% for 2002. Oman has made privatization and diversification of its economy top policy priorities. Expanded utilization of natural gas is central to Omani diversification plans, for export as well as for domestic use. Natural gas projects include a liquefied natural gas (LNG) project in Sur, which began exports in April 2000, an aluminum smelter and petrochemicals plant in Sohar, and a urea fertilizer plant in Sur. These projects are intended not only to help alleviate Oman's dependence on oil, but also reduce dependence on governmental spending and employment. In recent years, Oman also has put forth great efforts to attract foreign investments, particularly in light industry, tourism, and electric power generation. Foreign investment incentives include a 5-year tax holiday for companies in certain industries, an income tax reduction for publicly held companies with at least 51% Omani ownership, and soft loans to finance new and existing projects. Oman became a member of the World Trade Organization (WTO) in October 2000.
