History and Government
History: Archaeological excavations have recently shown that much of the civilisation in Oman predates the Arab period. The region embraced Islam during the lifetime of the Prophet. During the 18th and 19th centuries, the sultans of Muscat were often powerful figures in Arabia and East Africa, who often came into conflict with the colonial powers in the region, particularly the Portuguese, who first settled in the 16th century, in an attempt to protect their eastern trade routes. Close ties have been maintained with Britain since 1798, when a treaty of friendship was concluded. The country was known as Muscat and Oman until 1970.
Majlis as-Shura (which evolved from the old Consultative Assembly) and the more recently formed Majlis al-Dawlah , were originally groomed to assume the functions of a bicameral parliament at the turn of the millennium. This has not happened, nor is it likely to do so for the foreseeable future. The two

Population: GEOGRAPHY: The Sultanate of Oman occupies the southeastern tip of the Arabian Peninsula with almost 1700km (1062 miles) of coastline stretching along the Indian Ocean and the Arabian Gulf. It is bordered by the Kingdom of Saudi Arabia to the west and the Republic of Yemen to the south. The United Arab Emirates lies to the northwest of Oman and to the east lies the Arabian Sea and the Gulf of Oman. Government: Sultanate since 1744. Head of State and Government: Sultan Qaboos bin Said since 1970. Language: Arabic is the official language. English is widely spoken. Swahili is also spoken by the population from East Africa. For Middle East, North Africa, Arab and regional information visit Arab Countries Oman , officially Sultanate of Oman, formerly Muscat and Oman, independent sultanate (1995 est. pop. 2,125,000), c.82,000 sq mi (212,380 sq km), SE Arabian peninsula, bounded by the Gulf of Oman (E), the Arabian Sea (S), Yemen and Saudi Arabia (W), and the United Arab Emirates (N), which separate the main portion of the country from an exclave that juts into the Strait of Hormuz. The capital is Muscat. Oman comprises a coastal plain and an interior region of hills and desert. Dates, limes, nuts, and vegetables are cultivated in the north and livestock are raised in the southwest, but the major product is oil. Natural gas production and copper mining were developed in the early 1980s to diversify the economy. The population is predominantly Muslim Arab, with Pakistani, Indian, and Zanzibari minorities. History
Occupied by Portugal in 1508 and Turkey in 1659, Oman came under Ahmad ibn Said of Yemen, founder of the present royal line, in 1741. It has had close ties with Britain since the 19th cent. In 1965 the United Nations called for the elimination of British influence in Oman.
In 1970, Sultan Said ibn Timer was deposed by his son, Qabus bin Said, who promised to use oil revenues for modernization. Rebel activity continued, however, particularly in Dhofar, in the south, where a Chinese-aided liberation front was strong. Oman joined the United Nations and the Arab League in 1971, but it did not become part of the Organization of Petroleum Exporting Countries (OPEC).

General policy The officially recognized disability policy in Oman is expressed in law and in guidelines adopted by a National Disability Council. The emphasis - in descending scale - is on: prevention, individual support, accessibility measures, rehabilitation.
The following actions have been taken by the Government to convey the message of full participation: several meetings and discussions on the Standard Rules by the national committee studying the appropriate way to protect and encourage full participation of disabled persons.
Legislation The rights of persons with disabilities are protected by general legislation. There are no judicial mechanisms adopted to protect their rights. There is a Governmental body (administrative) for that purpose.
The general legislation applies to all categories of disabled persons with respect to: education, employment, the right to marriage, the right to parenthood/family, political rights, access to court-of-law, right to privacy, property rights. The following benefits are guaranteed by law to persons with disabilities: health and medical care, training, rehabilitation and counselling, financial security, employment, independent living, participation in decisions affecting them.

Oman Index Constitutional Background
The ICL-edition of the Constitution 1996 ("White Book" in the form of a Basic Law) is based on the inofficial translation provided by the Omanet server The country is ruled by His Majesty Sultan Qaboos bin Said. He established the current Constitution by Royal Decree on 6 Nov 1996. The constitution's bill of rights is unprecedented in the Gulf region. The same is true for the establishment of a Supreme Court to act as "guardian" and "interpreter" of the law. The Sultan wants to fully implement the Basic Law by 2000. The Council of Ministers (Art. 44 ff. ) is the highest executive authority, but it derives its power from the Sultan who also authorizes all laws and decrees (Art. ). The Constitution defines Oman as an Islamic State with the Islamic Shariah as the basis of legislation (Art. cf. also Art. and ). A special feature is the long list of guidings principles (Art. 10 ff. ). Since the legislative power resides in the monarch (Art. ), the Oman Council (Art.
