INTRODUCTION
In December 2001, Planning Division staff were asked to prepare an issues paper to respond to a number of requests by City Council to investigate the issues captured in resolutions passed in 2000 and 2001. The result of this investigation is the Downtown Design Concept: Defining the Issues for a Downtown Action Plan. The Downtown Design Concept is the first stage of a comprehensive and coordinated streetscape design program. The document plays an informational role by collecting and organizing information and ideas currently circulating in the community. To this end, it is not a detailed proposal. It is a synthesis of community opinions and potential strategies, presented as a description in text and map. The text and map are coordinated with a numbering system to highlight the site specific recommendations.

Urban CO2 Reduction projects: The center of the most populous metropolitan area in Canada and the capital of the province of Ontario, Toronto is located on the north shore of Lake Ontario opposite the Niagara peninsula. The region is known as the "Golden Horseshoe" and is rich in agriculture and industry. Toronto is Canada's leading manufacturing center. It is also a major publishing hub, a financial center, and a busy port for oceangoing vessels. Ontario is the most industrialized and urbanized province in Canada, it also has the highest number of occupied farms and is the largest fur producer. The National Geographic declared Toronto "worldly, wealthy, personable, and relatively problem free." Art Gallery called the city "possibly the most civilized metropolis in the Western Hemisphere Metropolitan Toronto comprises the cities of Toronto, North York, Scarborough, York, and Etibicoke and the borough of East York. Each of the municipalities has a mayor, council, and school board. Each raises taxes and administers local public services. In a federated form of government unique in North America, 13 adjoining, but separate, municipalities were joined by the province of Ontario into Canada's first metropolitan government in 1953. In 1967 the region was reorganized into the smaller, more efficient, Corporation of Metropolitan Toronto. Each municipality has elected representatives, including its mayor, on the expanded metropolitan council. The chairman is elected from this group by the council.

Conclusions
Back to ... home Background: On July 4-6, 2000, Toronto City Council considered Policy and Finance Committee Report 9 (1), entitled "Towards a New Relationship with Ontario and Canada." The Report recommended that the City seek changes in its relationships with the provincial and federal governments including its request to be established as a Charter City. During its discussion of the Report, City Council requested the CAO "to submit a report to the October 2000 meeting of Council, through the Policy and Finance Committee, on the current relationship between the following municipalities and provinces:
  • Vancouver and British Columbia;
  • Winnigeg and Manitoba;
  • Montreal and Quebec; and
  • St. John's and Newfoundland,
and that such report be forwarded to the Premier of Ontario and the Prime Minister of Canada." This report has been prepared in response to Council's request. Because the City of Saint John, New Brunswick, is a notable example of a Canadian Charter City, that city's relationship with its province is also reviewed in this report. The report was prepared in consultation with the City Solicitor. Comments: (a) General Findings:
  • Vancouver, Winnipeg, Montreal and St. John are all Charter Cities. In each case, the genesis for the Charter was the recognition of the particular needs of an urban area.
