Bridges for Learning

Bridges for Learning offers courses delivered using the Internet and built around skills and objectives outlined in state and national performance standards. Instruction is learner-centered and real world oriented. Bridges for Learning does not offer correspondence or self-paced courses, but an interactive, learner-centered environment. Courses require extensive field and project work. Students are expected to participate regularly online through synchronous and asynchronous forums.
Corvallis Online

Corvallis Online seeks to provide students with opportunities to learn online and to earn Corvallis School District credit. Courses are taught by Corvallis School District teachers, and are available free to students within the Corvallis School District who are enrolled in Corvallis schools, or who are home schooled. Corvallis Online also invites students from outside the area to try a course using their tuition-based structure. Corvallis online courses are limited to 10 students and are aimed at students who have scheduling conflicts, need acceleration or remediation, have medical needs, have a preference for self-directed style learning, or who are home schooled.

By John Baker ST. PAUL A headstone for William Cannon, the only Revolutionary War veteran buried in Oregon, has been received from the Veterans Administration to mark his gravesite in St. Paul. Cannon is also one of the 52 men who voted for the provisional government at the Champoeg meeting on May 2, 1843. "It's really exciting for us," said William E. Dunn, president of the Oregon Society of the National Society of the Sons of the American Revolution. "I think it's a very worthy event. There aren't very many people like this in the west." A headstone placing and rededication ceremony will take place at 11 a.m. April 12 at the Old Cemetery in St. Paul. The Oregon Society, Sons of the American Revolution (SAR), Daughters of the American Revolution, St. Paul Mission Society, St. Paul's Church and other veterans and historical groups have been invited to attend.

Alternative Pathways to Licensure in Oregon Oregon's Teacher Standards and Practices Commission (TSPC) recognizes the need to provide alternatives so that individuals may obtain licenses as teachers, school counselors, school psychologists or administrators. People may have completed an approved program but not taken or passed the required tests. Others may have taught in other states but need to pass the tests required by Oregon. Still others may wish to become educators after a successful career in another field. Oregon offers options through the Transitional License Restricted Transitional License , and Limited License . The Professional Technical License has been offered for many years. The options provide ways for people to enter the profession from a variety of backgrounds. Individuals who hold Transitional or Restricted Transitional Licenses all must meet the requirements for the Initial License , the first stage of licensure under the Oregon system, in three years. Transitional License
Transitional licenses are issued to out-of-state educators who have completed an approved program in their own states but have not yet passed the required tests in Oregon. In other cases, individuals may have completed an approved program in Oregon, but have not taken or passed the tests. This license may also be issued to an individual who had a license at one time but has not been working in the schools and so lacks recent experience. Applicants have completed an approved preparation program but lack testing requirements or recency requirements

O-QAT is a partnership of educational agencies and higher education institutions supporting implementation of reforms to improve the quality of teacher education in Oregon. The program emphasizes changes in policy and implementation to ensure systemic, long-term impacts to enhance teacher quality. O-QAT is funded through the federal Title II Teacher Quality Enhancement Program. Authorized in 1998 under the Higher Education Act Amendments, the federal Teacher Quality Enhancement Program is designed to improve student achievement by implementing comprehensive approaches to improving teacher quality through positive changes in recruitment, preparation, certification, and ongoing support of the nation’s teachers. Three programs are included in the federal legislation: State Grants, Partnership Grants, and Teacher Recruitment Grants. Oregon was one of 24 states to receive funds in 1999, the first year of the State Grants Program. Oregon received a three-year grant totaling $4,802,318. For 2000-02, Oregon will also receive up to $218,000 in supplemental awards. Significant cost-sharing contributes to the O-QAT grant. Statewide goals established under O-QAT include the following. Assessment and Accountability
Establish statewide accountability guidelines for higher education institutions that prepare teachers, with emphasis on a first-time, federally-required report card. Align statewide measures required of teacher candidates (testing, performance-based assessment) with K-12 standards and assessment.

Public and community-based alternative programs are available for students whose academic and social needs are not currently being met effectively in traditional school settings. Included are school-within-school programs in high schools, night schools and programs located at separate locations. Alternative offerings include specialized programs targeting primarily at-risk youth and homeless students, drug and alcohol problems, juvenile justice and other issues. Appendix II: States with Legislation Allowing Public Schools To Contract for Alternative Education for At-Risk Students
Arizona
ARS Title 15-796 authorizes local school boards to contract with "any public body or private person for the purpose of providing alternative education programs." With the approval of the parent or guardian of a student, the superintendent may recommend to the school board that the student be placed in an alternative education program. Students in grades 6-12 are eligible for placement. The legislation was introduced in 1982 and amended in 1986 to include additional grade levels.
