Aspen Education Group provides proven, specialized programs for teens struggling with behavior, academics, and other issues.
The Alternatives The Academy at Swift River in Massachusetts has a special program in Costa Rica. Mount Bachelor Academy in Oregon offers winter sports and trips abroad. These special programs work to open teens eyes to the larger world, and the group aspect helps them develop healthy POSITIVE peer relationships. One of the oldest wilderness programs in the country is the SUWS Adolescent Youth Program, located in Idaho. They use a search-and-rescue metaphor in an outdoor experiential program that helps adolescents work through the internal conflicts and emotional obstacles that have kept them from responding to parental efforts and treatment programs elsewhere. Their commitment is to identify these blocks so that our students can begin making progress again in their lives. SUWS also has a program in North Carolina Another long-established program specializes in teens with resistant behavioral issues, including substance abuse issues if necessary.

Primary Sources Guide Historians use both primary and secondary sources to learn more about the past. A primary source is an original document, image, artifact or writing that is recorded at the time of an event. Secondary sources are created by someone who was not present when the event took place or someone who was removed by time from the event. Boarding schools match students with needs
By SHARON SHERIDAN
for Episcopal Life

Approaching ninth-grade graduation from a private day school in Florida, Alex Russell embraced the idea of continuing his education at a boarding school. Both his parents had attended them, and he'd always enjoyed trips away from home, from sleepovers to camp.
When it came to finding the right boarding school, discovering the strong chapel program at an independent Episcopal school made all the difference. Today, he's a chapel prefect at that school, St. Mark's School in Southborough, Mass.
"There's no doubt in my mind that Alexander's faith ... has been nurtured and encouraged by attending St. Mark's," said his mother, Graham Russell of Palm Beach, Fla. "What I like is, they don't thrust religion on them, and I think that's probably why he's become as involved as he has."
F rom strong academic programs to leadership development to religious guidance, Episcopal boarding schools offer educational opportunities attractive to many families, Episcopalians or not. The key, say admissions directors, is finding the school that's the right "fit."

The Associated Press , April 24, 1999 Abuse in American Indian Boarding Schools
Reflections of former students: ABUSE ``There was one fella (a dorm attendant) that was having mental health problems, and they sent him to the school to get him out of the way. Anyway, he would have these psychotic episodes and hear voices, and he would just come out of his room in the middle of the night and randomly pick people out and whip them severely for no reason.'' Peter Campbell, Colville/Coeur d'Alene, who attended two Roman Catholic boarding schools in Washington and Idaho in the 1950s. ``Our (dorm) matron, she would spank us real hard on the rear, put us over this old-fashioned laundry tub, and just spank the hell out of us. It got to the point where it didn't bother us, so she would use her high heels. She would start slapping your face, hitting us until we cried. We learned to start crying so she would stop. Someday I'd like to confront her and talk to her about what she did to us.'' Ethel Sales, Navajo, who attended a Christian Reformed mission school in Rehobeth, N.M.

Local governments are especially dependent on property taxation
Local governments are divided into many small units Other factors constrain local revenue State and local governments offer tax incentives to businesses to relocate ... Local governments already receive PILOTS from federal or state government
In addition to the general risk factors just outlined, there are several specific factors that can increase the risk of being approached for a PILOT or SILOT. These factors are: Being a boarding schools or a boarding/day combination Needing zoning waivers, construction permits, or similar official approvals Launching a capital campaign Local governments are especially dependent on property taxation All local governments rely on property taxes as an important source of revenue. However, dependence is heavier in some parts of the country than in others. Thus, property taxes are 98 percent of local revenue in New England, but only 71 percent in the far west. The pressure for revenue from tax-exempt property is generally greater where local governments must rely on property taxes and lack access to income or sales tax revenue. Local governments are divided into many small units Another risk factor is location in a state where local government is divided into many small units, each of which has a correspondingly small tax base. Older east coast states with their proliferation of towns, townships, and school districts face serious problems in spreading the cost of their services. Because the tax base is small to begin with, the loss of tax revenue from exempt property has a bigger impact than in these states than in states where the primary units of local government are cities and counties.
