He noted that Bill Williams, another new Board member, was unable to attend. President Massey indicated that Steve Bogart, a relatively new member of the Board of Education, was also unable to attend. REGIONAL PARTNERSHIPS: CRITERIA FOR EVALUATION Chancellor Cox reported that a redesign of the criteria for evaluation was underway and draft plans were distributed to Board members, OUS member partners, and all community college partners. Comments and suggestions made by Board members at the November 19, 1999, Joint Boards Working Group meeting were taken into consideration. Commissioner Preus-Braly said that she anticipated a response from regional partnership members by April 1, whereupon a final proposal would be written and presented to the Joint Boards for final approval at a future meeting.

Relating to education; amending ORS 348.890.
Be It Enacted by the People of the State of Oregon:
SECTION 1.
ORS 348.890 is amended to read:
348.890. (1) The State Board of Higher Education and the State Board of Education shall hold at least one meeting annually as the Joint Boards of Education for the purpose of coordinating their activities and [ facilitating the solution of problems of mutual concern reaching joint agreement on matters of education policy and opportunities of mutual interest to the two boards and to the populations served by the boards
(2) Bylaws to be adopted by the members shall determine procedures for setting meeting dates, locations, chairperson rotation, agendas and staff support.
(3) The Joint Boards of Education shall provide policy direction to implement regional partnership proposals and any other joint program or activity approved by both boards.
(4) Notwithstanding ORS 351.070 (3)(c), the Office of Community College Services and the Department of Higher Education may use appropriations from the General Fund to implement agreements approved by the Joint Boards of Education that provide direct aid to a student, or other incentives that encourage shared use of facilities, programs and other resources of state institutions of higher education and community colleges.

Whereas education is the cornerstone of a free society and the greatest measure of the success of a nation; and
Whereas the citizens of Oregon deserve and need an educational system that provides for success and achievement; and
Whereas all educational decision makers in the State of Oregon should work together to form an educational system; and
Whereas Oregon's educational policy should promote the development of strong academic achievement to enable individuals to achieve success at whatever career path they choose; and
Whereas future teachers in our higher education system are the future success of our educational system; and

State Action for Education Leadership Project
The State Action for Education Leadership Project is part of the Wallace-Reader's Digest Funds' larger educational leadership initiative designed to prepare, support and sustain a leadership cadre in each state that can transform schools and school systems to produce improved academic performance for low-income youth. Through this project, state government and education leaders compete for grants to support research, analysis and preparation of legislative and administrative actions that will prepare, support and sustain a group of education leaders (principals and superintendents) in each state. Fifteen states have been awarded three-year implementation grants: Connecticut, Delaware, Georgia, Illinois, Indiana, Iowa, Kentucky, Massachusetts, Missouri, Montana, New Jersey, Oregon, Rhode Island, Vermont, and Virginia. To see a list of state contacts, please click here. Project management and support is provided through the Council of Chief State School Officers. The project is guided by a National Consortium comprised of the five state-based organizations whose members have primary responsibility for state education policy: the CCSSO, the National Conference of State Legislatures , the National Governors' Association , the National Association of State Boards of Education and the Education Commission of the States . In addition to enabling education leadership reforms in states receiving grants, the project benefits all states through research and findings produced and published by the National Consortium.

Office: State Board Relations Program Description: The Office of State Board Relations, Oregon Department of Education (ODE), is responsible for providing support services for the State Board of Education and acting as liaison between the Board and the Department of Education. The administrative head of the section, the Associate Superintendent of State Board Relations, serves as Executive Secretary to the State Board of Education. The Office of State Board Relations is responsible for providing support services for the Board including coordinating preparations for meetings, taking, preparing, and disbursing minutes, coordinating board related correspondence, answering board related requests, maintaining records, coordinating travel and other board member expenses, and other duties and projects as needed. The Teacher Standards and Practices Commission (TSPC) requires educators to complete a plan of Continuing Professional Development (CPD) for renewal of their teaching license. News Releases July 7, 1999 Oregonian elected president of national board organization Judy Stiegler, a member of the Oregon State Board of Education, was elected president of the National Association of State Boards of Education (NASBE). NASBE serves state education boards across the country. Stiegler, a Bend attorney and a former member of the Bend-LaPine School Board, will take office Jan. 1, 2000. Wayne Feller, another member of the Oregon board, said there are several reasons Stiegler was elected. "Judy has worked at all levels of education policy and understands the emerging responsibilities of state education boards," said Feller. "She is a consensus builder and invites others to step forward with their solutions." Stiegler said her election was helped by the respect other states hold for Oregon schools. "Oregon public schools are highly regarded nationally," said Stiegler. "The view from outside Oregon is that we are doing a good job and want to do better."
