We are concerned about safety in our homes, our communities, and our schools. Schools have been–-and must continue to be-–safe havens for our students. Schools are still the safest place for children to be. But even one incident of violence is too many. More must be done. Violent attacks in Oregon, Pennsylvania, Arkansas, Kentucky, Mississippi, and in many urban areas throughout the country during the 1997-98 school year compel us to seek stronger actions in the months ahead. Those who have experienced violence–students and their families, school staffs, boards of education, and communities–have joined together to develop solutions that will prevent such violence from reoccurring. All members of the school community must respond by strengthening their own commitment through aggressive, well designed, and fully funded initiatives so that all children can continue to safely learn and grow. Violence among our youth is a public health crisis and should be treated as such. When threatened by disease our society comes together to find vaccines. As consensus grows that the current educational system is largely unable to keep pace with the nation's changing needs, more attention is being devoted to reform. Areas touched by reform efforts include school choice, school-based management, teacher effectiveness, national goals, and student assessment, to name a few. Recently, school governance has also come under scrutiny. Local school boards"the traditional linchpin of American educational governance" (Twentieth Century Fund 1992) are encountering criticism from several sources: state governments, educational experts, and the very populations they attempt to represent. What Problems Undermine School Board Effectiveness? Frustration with school boards has reached crisis proportions in several "hot spots" across the nation. In Chicago, for example, most decision-making authority has been transferred to elected local school councils. Ken-tucky's Education Reform Act of 1990 grants far-reaching powers to the state and to local school councils (Pipho 1992). And in 1991 the state of Massachusetts abolished the nation's first elected school board in Boston and replaced it with one appointed by the mayor. The problem seems to be exacerbated in large cities, where schools struggle to meet the needs of an increasingly diverse population in an increasingly dangerous setting. Al- though only 4 percent of American school districts enroll more than 10,000 students, almost half of our nation's students attend these districts (Olson and Bradley 1992). The size of such districts is in itself a problem.

She and her late husband, A.E. "Gene" Brim, received the Aubrey R. Watzek Award in 1997 for their community and business leadership. Brim serves on several community nonprofit boards, including the Oregon Symphony, Planned Parenthood (where she established the Evona Brim Education Fund), and the American Association of University Women. She also volunteers at the Portland Art Museum and the American Red Cross. Pelton is president of Willamette University and former dean of Dartmouth College. He serves on several national education boards including the American Association of Higher Education and the American Council on Education (Commission on Minorities in Higher Education). Piecemeal reform efforts of the past, some suggest, have been tantamount to applying a bandaid to assuage schools' ills when what is needed is major surgery. Cascade Policy Institute Charter Schools Kiwi-style by The Honorable Maurice P. McTigue, Q.S.O. March, 1999 Oregonians are grappling with major policy questions about education, from improving student performance to funding, charter schools to classroom size. More than a decade ago, New Zealand, a country only slightly larger than Oregon, faced similar, if not worse, problems. We "Kiwis" made bold, across-the-board reforms, with positive results. New Zealand's government had created a massive, unresponsive educational system where parents had little or no influence. The system was failing to meet acceptable achievement levels. There was outright bureaucratic capture, and little or no performance accountability. The system consumed 70 cents of every education dollar, with only 30 cents spent in the classroom. Education was administered by a very bureaucratic structure. The Ministry of Education, the central body which answered to the federal government, made all of the rules and controlled expenditures with prescriptive regulations. It determined the curriculum, how it would be taught, and how performance would be measured. In every region, the ministry established Boards of Education to whom it delegated limited power. Since reforms were implemented, some 67 cents of each education dollar is spent in the classroom, which is more than double the previous amount. Parents play the dominant role in the educational choices for their children. Learning has improved, and classroom size is down.
