Clinical Programs In 1945, following the child guidance movement in England, District Mental Health Services were expanded and organized into child guidance clinics. In April 1993, Medi-Cal Certification was achieved through a contract between the Los Angeles County Department of Mental Health and the LAUSD Board of Education creating one of the “blended funding”, full scope, District based Medi-Cal child psychiatry clinics in the country. The state of Oregon has experienced tremendous growth in the past five years and the need for special education and related services personnel is critical. Most recently, an increase in the number of students with disabilities from Spanish speaking families has increased in rural and urban areas of the state. Recruitment efforts have increased also, as all of the special education degree-granting institutions of higher education have joined as partners in Oregon's Recruitment and Retention Project. Oregon is also home to a unique collaborative effort between the State Department of Special Education and the Teaching Research Division of Western Oregon University (WOU)- The Special Education Recruitment Retention Project (see more details below)- supported through the state legislature and housed at WOU. Take away 45 percent of the lumber and the 26 percent of the cement for the foundation. Sorry, no hammers or power tools in the budget. Things have changed, you'll just have to figure another way. And be aware, soon - no glass for windows. Take this child. Put him or her on a 12-year journey through the state educational system. Provide for a well-rounded education. Not so fast. Teach them without current textbooks. Ask two students to share outdated ones. Change the ratio of counselors to one for every 400 students from one for every 150. Fill all the chairs in the classroom and hope someone is out sick so the ones standing in the back can sit.

Something major is happening in American education: Children with disabilities are no longer out of sight.
Over the past five years increasing numbers of students with physical and emotional disabilities have been brought out of separate schools and special-education classes and into mainstream classrooms. The reason? New federal laws that have embraced the policy of inclusion.
This controversial educational approach assumes that all children, regardless of physical, emotional, or academic ability, can and should learn together in the same classroom. Inclusionary schools assign students a grade based solely on their chronological age; any child who also requires the services of special-education teachers can then get most of those services in the classroom.
The first part of this series, "A Place for Amber" looked at the effects of inclusion on children with disabilities, and found that many educators and parents give it high marks. But there is another side to the equation: inclusion's effect on children who are not disabled. In this second and concluding part of Moving Into the Mainstream, we look at what is known about students who share classrooms with youngsters with special needs.

Using Staff Development to Create Inclusive Schools

Journal of Staff Development , Summer 1996 (Vol. 17, No. 3) To create inclusive schools, all staff members will have to change the way they view the world of education, including changing paradigms of teaching and learning, teacher support, and staff development practices. "When you see the social aspects at this level, I can't imagine going back to self-contained classes." Janet Healey, Principal School districts are changing their views about educating children with disabilities. Instead of isolated classes, schools are moving toward more inclusive classes for all children. This movement toward "inclusive" classrooms has stirred much debate and polarization in special education. Some parents think that "inclusion is the best thing that has happened for my child"; others call it "an inadequate answer" to solving problems in education. Further, some educators, although sympathetic to many of the problems that disabled students face, are not embracing inclusion as the answer. To adequately address the issues surrounding the inclusive schools movement, let's consider the meaning of inclusion, features of successful inclusive schools, and the professional development that is required to create these schools.

Nine awards went to elementary or middle schools, two to high schools, a Master Gardener project; two municipal gardens (a public library and an historic house); a community college; a research/teaching garden; a community garden project; and two social service agency gardens. In reviewing the criteria, the committee looked for interest in perennials, of course, but also: a clear, well-defined, reasonable proposal, with specific plant lists and well-researched budgets; potential for good public access and garden education (not merely "nice landscaping"); innovative ideas and solutions to problems; geographic distribution; indications that the applicant had sought support elsewhere, if possible.

Project: Expanding/improving the mixed border gardens created by special-needs students at Beavercreek School. Money to be used for plants, soaker hoses and tools. The garden is an effective curriculum/therapeutic tool in this program; the TR students attend the program in the summer, when the garden serves an even more important role. As a teacher wrote, developing the gardens is a terrific way "to include special-needs children in the mainstream and develop their sense of importance, expertise, and ability to contribute positively; to connect classroom lessons to garden planning, maintenance, and enjoyment; and to present something beautiful to the community at large...."
