The organizations and agencies below aim to ensure that all Oregonians gain the literacy skills they need tomeet their goals.
First Book In the spring of 1997, First Book established a permanent regional First Book program in the states of Washington and Oregon. The project headquartered in Portland, OR has developed twenty-three new First Book Local Advisory Boards and estimates that it will distribute more than 320,000 new books to children and families by the end of May 1999. The Northwest Project also contains an extensive model-evaluation component.
SMART (Start Making a Reader Today) is an elementary school book and reading program that combines adult one-on-one in-school volunteers with free age-appropriate books children can take home to share with their families.
Department of Community Colleges and workforce Development The Department of Community Colleges and Workforce Development (DCCWD), which reports to the State Board of Education, is the state's coordinating agency for community college functions and programs. DCCWD administers the Federal Adult Basic Education grantand the contracts with local basic skill development programs.

    About the CSRD Program
    What is comprehensive school reform?
    Comprehensive school reform is a means to improve student achievement through reorganizing and revitalizing entire schools, rather than implementing isolated programs. It uses well-researched and well-documented models for schoolwide change that are supported by expert trainers and facilitators. Challenging academic standards, strong professional development, and meaningful parent and community support are all part of a comprehensive school reform program.
    What is the CSRD Program?
    The Comprehensive School Reform Demonstration (CSRD) program is part of the FY1998 Labor-HHS-Education Appropriations Act. Sponsored by Congressmen David R. Obey (WI) and John E. Porter (IL), the CSRD Program provides funding to help schools adopt effective, research-based comprehensive school reform models that will help all students reach high standards. The program makes funds available to state education agencies to provide competitive incentive grants to districts for schools pursuing comprehensive reform. Of these funds, a significant portion is earmarked for Title I schools and the remaining funds may go to any school under the Fund for the Improvement of Education. Nationwide, up to 3,000 schools may be eligible for grants of no less than $50,000 (renewable for two years).
