The current edition of the Common Manual has been completely updated to include federal regulations and guarantor policies in effect as of July 1, 2003. Policies in the manual reflect current Federal Family Education Loan Program (FFELP) and Title IV General Provision regulations. The manual generally follows the life of a FFELP loan and includes an extensive glossary in appendix G and a history of student loan policy changes since 1965 in appendix H. The Common Manual is available in both hard-copy (paper) and two electronic versions the Electronic Common Manual (ECM) and the Integrated Common Manual (ICM), both available for downloading from OSAC's website. The manual is also available on the e-Collection , a CD-ROM that contains the ECM as well as copies of numerous FFELP documents, including the Higher Education Act, federal regulations, and Dear Colleague/Partner Letters. Contact OSAC's Guarantee Services division for information on receiving paper or electronic copies. Default Prevention Division
As the guarantor for student loans, OSAC is involved with the account from time the loan is originally borrowed through payment in full or default. The Default Prevention Department works with borrowers, schools, and lenders during the repayment portion of a student loan's lifetime.
    • The Default Prevention Unit works directly with borrowers, schools, and lenders/servicers on a daily basis. Under U. S. Department of Education regulations, if a borrower's loan(s) becomes 60 days past due, the lender/servicer must submit a Lender's Request for Assistance (LRA) to the guarantor. At that point, the Default Prevention Unit begins contacting borrowers by mail and telephone. The LRA remains active with the guarantor until the account is either brought completely current (0 days delinquent) or a default claim is purchased. Contact with the borrower by telephone or letter is made every 30 to 45 days.

The college operates on a term system (also called a quarter system). Fall term begins in late September and ends before Christmas. Winter term begins in early January and runs until mid-March, and spring term begins in late March and ends in mid-June. The 10-week summer term runs from mid-June until late August. Credit Hours and Credit Loads
Generally speaking, a class that meets one hour a week for one term will yield one credit; a class that meets three hours per week will yield three credits. A lab class usually yields one credit for each two or three hours of lab time. If you are employed while you attend college, bear in mind that most classes require one or two hours of preparation for each class hour. In our program descriptions, we suggest curricula that will allow you to complete the program in one or two years; if you are working, you may need to extend that timeline. To earn a transfer degree in two years, you should schedule an average of 15 credits per term to accumulate 90 credits in six terms. You may take no more than 21 credits in any single term without a counselorís signature.
