School Networking Resources Northwest Educational Technology Consortium The Northwest Educational Technology Consortium (NETC) is operated out of the Northwest Regional Educational Laboratory (NWREL) and is one of six federally funded Regional Technology in Education Consortia (R*TEC). The national program was established in the fall of 1995 to help states, local educational agencies, teachers, school library and media personnel, administrators, and other education entities successfully integrate technologies in K-12 classrooms, library media centers, and other educational settings, including adult literacy centers and teacher education programs. The members of the Northwest consortium include the six state education agencies of Alaska, Idaho, Montana, Oregon, Washington, and Wyoming, the Educational Service District 101 (based in Spokane, Washington), and NWREL as the lead grantee. The activities of the consortium in each member state are tailored to the needs of each state and are coordinated to complement existing delivery mechanisms or programs. Member states have identified four priorities for NETC services and products: NETC uses technology whenever possible to disseminate information and to provide staff development or technical assistance, including:

You Are Here: Home About Resolutions Funding 2002 Resolution About OSBA Board of Directors OSBA Staff Resolution OSBA Action to Stabilize K-12 School Funding WHEREAS the Oregon Quality Education Model estimates the cost to reach the level of student academic achievement set for K-12 students by Oregon's Educational Act for the 21st Century to be $5,880 per weighted student during the 2002-03 school year; and WHEREAS Oregon spending per weighted student has decreased to $5,352 in 2002-03, exclusive of state budget shortfalls; with an additional reduction of $202 per weighted student with the addition of current budgetary shortfalls; and WHEREAS deeper cuts to Oregon's K-12 schools this year will mean, for example, even larger class sizes, program cuts, a shortened school year and delays in purchasing updated textbooks and other needed instructional materials, and result in a direct negative impact on student learning; and WHEREAS the most common response (42 percent) from Oregon citizens when asked about the most significant problems facing Oregon K-12 education as part of the 2001 OSBA-sponsored public opinion survey (The Nelson Report) was "lack of funding"; and WHEREAS the OSBA Finance Project Task Force report, adopted by OSBA resolution at the Nov. 2001 Annual Convention, stated that "SOMETHING must be done for public schools during the 2003 Legislative Assembly to stop the ‘slide’ exemplified by loss of public school programs and the failure of school support distributions to keep up with enrollment growth and inflation over the past decade. Attention to the immediate crisis cannot await the longer term solution;" and

    Unlike most other industries, the K-12 public education sector has a presence in every community in Oregon and affects local economies in many ways. School funding finances salaries for teachers and classified staff, building construction, materials, and school supplies. Moreover, school employees take their salaries and make mortgage or rent payments, buy groceries, purchase a host of other goods and services, and pay taxes. The Oregon Education Association ("OEA"), Oregon School Boards Association ("OSBA"), and the Confederation of Oregon School Administrators ("COSA") retained ECONorthwest to estimate the economic impacts associated with expenditures on K-12 public education on the economy of Oregon, and assess variations in those impacts among regions within the state. The question submitted to ECONorthwest was, "How does spending by school districts and their employees affect the Oregon economy?"
