The Oregon Educational Technology Consortium (OETC) is an incorporated not-for-profit membership organization dedicated to maximizing the value of educational technology to its members by working with software and hardware vendors to procure the most effective and appropriate technological resources at the lowest possible price. Schools rely on us for quality assurance and low-cost certainty for technology purchasing. OETC membership is comprised of over 500 educational institutions, school districts and other educational nonprofit organizations primarily in Oregon but increasingly throughout the Pacific Northwest and beyond. We now have members in Alaska, Idaho, Washington, and Montana. The Consortium continues to grow daily. OETC Goals

    Oregon has a two-year, or biennial budget. Each budget begins July 1 of odd-numbered years and lasts for two years. Oregon law requires all governments- state and local- to balance their budgets. How does state government's budget work? The state receives money from a variety of sources, which are grouped into 'funds.' These funds are known as the General Fund, Lottery Fund, Federal Funds, and Other Funds. The total Legislatively Adopted Budget for the 2001-2003 biennium was $34.053 billion. This was a 15.3 percent increase over 1999-2001 total estimated expenditures of $29.525 billion. The General and Lottery Fund part of the budget amounted to $11.974 billion. At the end of the Fifth Special Session in September 2002, this had been reduced to $10.637 billion, for a reduction of 11.2 percent. This reduction assumed that the temporary income tax increase referral would pass. General Fund
    In 1990, voters approved Ballot Measure 5. This reduced property tax rates, especially for schools, and shifted much of the responsibility for funding public schools to the state's General Fund. The 2001-2003 Legislatively Adopted Budget had $6.7 billion, or 56.4 percent of the General and Lottery Funds being spent on education.

    General Information The Hood River County School District is a county-wide system located in the scenic Columbia River Gorge , (America's first and largest national scenic area) serving 3766 students in five elementary schools, two middle schools, one high school, and one K-12 school. The district operates an alternative learning center and in cooperation with local service agencies, coordinates the preschool Early Intervention program and high school completion programs. A comprehensive K-12 curriculum is provided for all students and recently was reviewed and praised by the Oregon Department of Education. A wide range of support programs are offered to students with special needs and the district promotes equity and diversity among staff and students. The Hood River County School District philosophy is based on the premise that all students should have the opportunity to realize their potential in intellectual, social, psychological and physical development. We believe that students should be prepared to adapt to a changing workplace and be responsible citizens in our global society. It is a common expectation that all policy, budget, and program decisions will be predicated on this basic commitment.     Northwest Association of Schools and Colleges
    Founded in 1917, the Northwest Association of Schools and Colleges is a voluntary, nongovernmental organization for the improvement of educational institutions and for the development of better working relationships among schools and postsecondary institutions. Membership follows accreditation by either the Commission on Colleges or the Commission on Schools. The Northwest Association of Schools and Colleges is one of six similar regional associations in the United States which accredits schools and colleges. The Northwest region includes Alaska, Idaho, Montana, Nevada, Oregon, Utah, and Washington. Control of the Association is vested in its institutional members who meet annually in convention to transact the business of the Northwest Association of Schools and Colleges. Commission on Colleges. The Bylaws of the Northwest Association of Schools and Colleges assign to the Commission on Colleges the responsibility for evaluating and accrediting postsecondary institutions. The Commission consists of twenty-four members plus a chair, and the executive director who is ex-officio. The members are elected at the annual meeting for staggered three-year terms.     • Provide a unique educational opportunity for high school students, Stimulate public interest in electric vehicles as an alternative, environmentally sound mode of transportation.
    Eligibility All accredited public and private high schools, junior high schools, and middle schools in Oregon, Washington, or other states are eligible to participate in the Electron Run competition. Only entries of accredited schools that are supported as official school activities are eligible. Student Participation Construction Each school will conform to the letter of the rules and regulations in the design, construction, maintenance, and operation of its vehicle(s).     Ask the AD August 16 responses. Dear Duck Fans, For starters, thanks for sending in questions throughout the summer. Various NCAA and Pac-10 meetings, as well as the Autzen Expansion, have made the summer a busy one for me. Below are a smattering of questions that I am able to get to at this time. Secondly, I get a lot of the same questions, week after week, so let me address a two of them: Baseball won’t be reinstated here at Oregon. I must get a question a week asking me why we don’t support a team. We’re the only Pac-10 school that doesn’t have baseball, which was dropped in 1981 because of budget and Title IX issues. We need to add women’s sports, not men’s sports, and we’re looking into adding a women’s program in the near future. Another popular question I’m asked pertains to a new arena. In late August, we’re going to conduct a feasibility study that will look at a number of variables in regards to a new facility. That’s a positive step for us and quite similar to the process we went through when we considered the Autzen Expansion. This will be a good first step and an indication that we’re serious about the construction of a new arena.

    Brief Overview:
    Oregon's governor signed a new charter school bill into law on May 27, 1999. Prior attempts at passing a charter school law had been made in 1995 and 1997, but the bills were defeated in the Oregon legislature. Existing enabling state statutes have been used to authorize the development and operation of Public Charter Schools, and the state has received federal funds supporting charter school development. There are currently 23 charter schools operating, which serve 2,204 students.

    Teaching the New Genetics
    by G. Fowler According to some experts, the human body, virtually unchanged for thousands of years, may be about to undergo a bewildering variety of modifications. With the announcement last March that "reprogenetic" technologies have been used to effectively alter the human germ line, 21st century biotechnology may be in the process of stretching the very meaning of the word "human" beyond all previous limits. We can only guess at the cultural, legal, and ethical questions that inherited genetic modifications (IGM) in humans will raise. But one thing is certain: there will have to be inspired, logical thinking by an engaged and informed citizenry about which biomedical roads we want to go down if our children and grandchildren are to deal responsibly with the challenges ahead. Aimed at creating educational strategies to help accomplish that goal, Geneforum, a non-profit, nonpartisan organization headquartered in Portland was founded in 1999.
