Teacher Loan Forgiveness Program
The 1998 Amendments to the Higher Education Act repealed an earlier teacher loan forgiveness demonstration project that was never funded by Congress and replaced it with the new Teacher Loan Forgiveness Program. This new loan forgiveness program for teachers allows eligible borrowers to receive forgiveness of up to $5,000 of their outstanding student loans under the Federal Family Education Loan Program (FFELP) and the William D. Ford Federal Direct Loan Program (FDLP). Final regulations were published November 1, 2000, and become effective July 1, 2001 (see 34 CFR 682.215). Basic Eligibility Requirements
  • Be a new borrower on/after October 1, 1998. That is, the borrower either —
    • Had not borrowed FFELP or FDLP loans prior to October 1, 1998;
    • Had borrowed prior to October 1, 1998, but had repaid all loans prior to October 1, 1998; or
    • Had borrowed prior to October 1, 1998, and had repaid all loans after October 1, 1998, but before receiving new loans for which the discharge is requested.
  • Have been employed for at least 5 consecutive, complete school years as a full-time teacher in a public or private-nonprofit elementary or secondary school that has been designated by the Secretary of Education as a low-income school.

September 15, 2000 Talk about teacher certification has been in the news for years, and I have always wondered how effective certification exams would be and how hard they would be. Well, I got part of the answer from a recent story by a New York Times reporter who took New York state's main certification exam for teachers. In her August 23 story, she explained that she had not taken a standardized test in 14 years and had virtually no preparation. She admits to having failed pre-calculus in high school. She also took no science after 10th grade chemistry. Nevertheless, she scored 284 out of a possible 300. By the way, 220 is passing. So she did quite well on the test. She got a perfect score in math and science. But she was mortified to report that her worst score was 260, and she received it on the essay portion of the test. That was still a passing score, but I guess you might expect a New York Times reporter to do better than that. By the way, of the 4314 people who took the test, 59 percent failed. This story was reported in the communique of the Education Intelligence Agency. The author recounts his own experience taking the California Basic Educational Skills Test. He scored 205 out of a possible 240. Yes, and his worst score was in writing.

This is due in no small part to the certification regulations which went into effect on September 2, 1993 as well as the changes recently adopted by the Regents that go into effect in September 2004. This Bulletin describes those regulations which are currently in place. The purpose of this Information Bulletin is to summarize the information most commonly sought by members and local leaders. Please bear in mind that this Information Bulletin is for INFORMATION ONLY , and is not to be considered as an official interpretation of the rules and regulations of the Commissioner. Official answers on the interpretation of certification regulations and certification status can only be obtained from the Office of Teaching of the State Education Department (see sidebar for contact information). But the No Child Left Behind Act raises the bar considerably. How prepared is Oregon to carry out the provisions of this landmark legislation? DCE Colloquy
The DCE Colloquy is a process for rostering in the Lutheran Church—Missouri Synod. Those who qualify have full-time experience in a DCE-type position, as well as a majority of course work related to DCE certification. Colloquy students are generally assessed on previous related experience through written and oral examinations administered at the conclusion of required course work.
Post-Baccalaureate DCE Certificate
The post-baccalaureate DCE certificate is designed for those who already have a bachelor’s degree in any field, and who desire to make the career change into DCE ministry. Each applicant to the program has the opportunity to demonstrate competency in the DCE functions and skills through a portfolio and interview. A review of the portfolio, transcripts and a personal interview result in a recommendation as to which of the following courses a student will be required to take in order to receive DCE certification:
