, Chairman of the Ad Hoc Committee on The Elaboration of a Convention Against Transnational Organized Crime at The Millenium Assembly of the United Nations General Assembly, New York, November 2000
The Convention represents a major step forward in the fight against transnational organized crime, and signifies the recognition of U.N. member states that this is a serious and growing problem which can only be solved through close international cooperation. The Convention, concluded at the 10th session of the Ad Hoc Committee established by the General Assembly to deal with this problem, is a legally-binding instrument committing States which ratify it to taking a series of measures against transnational organized crime. These include the creation of domestic criminal offences to combat the problem, the adoption of new, sweeping frameworks for mutual legal assistance, extradition, law-enforcement cooperation and technical assistance and training. States Parties will be able to rely on one another in investigating, prosecuting and punishing crimes committed by organized criminal groups where either the crimes or the groups which commit them have some element of transnational involvement. This should make it much more difficult for offenders and organized criminal groups to take advantage of gaps in national law, jurisdictional problems or a lack of accurate information about the full scope of their activities.

In the new global age, borders have opened up, trade barriers have fallen and information speeds around the world at the touch of a button. Business is booming – and so is transnational organized crime. Fortunes are being made from drug trafficking, prostitution, illegal firearms and a host of other cross-border crimes. Every year, organized crime groups launder huge amounts of money in illegal proceeds.These large criminal groups often mimic legitimate business by forming multinational alliances to extend their reach and push up profits. New groups have sprung up in Eastern Europe and the countries of the former Soviet Union, where crumbling state control has been an open invitation to organized crime. Criminal groups have been quick to reap profits from struggling democracies and other countries with inadequate legal systems. The UN has moved swiftly to put into effect a new treaty that could close the major loopholes that have allowed organized crime to flourish and have blocked international efforts to combat it. The

ORGANIZED CRIME AND THE LABOR UNIONS
This is a preliminary report on the organized crime influence in the labor unions today in the United States. The picture that it presents is thoroughly frightening. At least four international unions are completely dominated by men who either have strong ties to or are members of the organized crime syndicate. A majority of the locals in most major cities of the United States in the International Brotherhood of Teamsters (IBT), Hotel and Restaurant Employees Union (HRE), Laborers International Union of North America (Laborers), and International Longshoreman's Association (ILA) unions are completely dominated by organized crime. The officials of these unions are firmly entrenched; there is little hope of removing them by a free election process. Convictions for misconduct have been sparse and when one corrupt official is removed another soon takes his place. The result has been a complete domination of certain industries by hoodlums.
