Organized crime involves marketing techniques (threat, extortion, smuggling) and products (drugs, sex, gambling, loan-sharking, pornography) that have been outlawed. The system resembles an legitimate business enterprise, and may even have a corporate executive structure, a staff of assistants, and accountants, but it's far from legitimate because the business was set up by force, intimidation or threat. The members of a criminal organization are really gangsters, professional criminals who are trying to live the life and mystique glamorized by legendary figures Al Capone, Meyer Lansky, Lucky Luciano.     The Honored society, or Mafia, as it was less often called, was a vast criminal brotherhood that developed in Palermo and western Sicily. It rose as a reaction to centuries of misrule. What distinguished the Mafia from similar groups was the pace at which it prospered and took over Sicilian society. By 1900, it controlled virtually the entire western third of the island. Members took control of all local governments in the city and assumed management of all factories and landed estates. Eventually, the migration of thousands of immigrants from Sicily to the U.S. would bring many members of The Honored Society to New York, and it's five boroughs. The Mafia would slowly take control of New York, Chicago, Nevada, Havana, and much more of the U.S.

Sheriff Leis has been affectionately called "The Great Three-in-One of the Justice System" because of his accomplishments, serving as Prosecutor, Judge, and Sheriff of Hamilton County during his prestigious career. Sheriff Leis has served the citizens of Hamilton County in one capacity or another since 1961.     The mission of this unit is to reduce the threat to society posed by the American La Cosa Nostra (LCN), Italian Organized Crime (IOC), and Labor Racketeers. This mission is pursued by targeting known criminal enterprises utilizing the Racketeer Influenced and Corrupt Organization (RICO) Statute and sophisticated and innovative investigative techniques in accordance with the FBI's National Organized Crime Program Plan. Our ultimate goal is the elimination of the LCN as the most dominant organized criminal enterprise in the United States. To accomplish this we work to significantly reduce the LCN's national power, influence, and membership. We also work to dismantle IOC enterprises and prevent them from replacing the LCN as the most significant organized crime threat, and we aggressively investigate Labor Racketeering allegations that are both LCN related and not.

      The Organized Crime and Racketeering Section (OCRS) coordinates the Department's program to combat organized crime. The principal enforcement efforts are currently directed against traditional groups such as La Cosa Nostra families emerging groups from Asia and Europe, such as Chinese Triads, the Sicilian Mafia, and Russian organized crime. OCRS supervises the investigation and prosecution of these cases by Strike Force Units within U.S. Attorneys' Offices in 21 federal districts having a significant organized crime presence. These cases involve a broad spectrum of criminal statutes, including extortion, murder, bribery, fraud, narcotics, and labor racketeering.
      OCRS is involved in setting national priorities for the organized crime program by coordinating with investigative agencies such as the FBI, the Drug Enforcement Administration, and others, and by working with the Attorney General's Organized Crime Council, which is ultimately responsible for the Federal Government's policy in this area.
      In addition to its close supervision of all federal organized crime cases, OCRS reviews all proposed federal prosecutions under the Racketeer Influenced and Corrupt Organizations (RICO) statute and provides extensive advice to prosecutors about the use of this powerful statute.
