On September 24, President Yeltsin said that "criminals have today brazenly entered the political arena and are dictating its laws, helped by corrupt officials. They can penetrate everywhere unless the whole of society, from top to bottom, joins in an effort to eradicate this scourge. Our policy on this will be very tough." This was Mr. Yeltsin's seventh crackdown in six years against organized crime and corruption. Three years ago, President Yeltsin called his country, the Russian Federation, with 150 million people and over 20,000 nuclear warheads, "the biggest mafia state in the world... the superpower of crime that is devouring the state from top to bottom." The situation has not improved since then. Grigory Yavlinsky, the leader of the reform "Yabloko" party, and a declared candidate for the presidency in 2000, was in Washington last week when he said, "A corrupted system of criminal power has been established in Russia and now poses the main threat to the economy... Not a single widely publicized [contract] murder, including of well-known journalists and the deputy governor of St. Petersburg, was successfully investigated in Russia over the last five years. A political will rather than the criminal code is needed to break the stranglehold of crime and corruption."

The President, in his address to the United Nations General Assembly on its 50th anniversary called for international cooperation to address the threat posed by money laundering, narcotics trafficking and terrorism, noting that the forces of international crime "jeopardize the global trend toward peace and freedom, undermine fragile democracies, sap the strength from developing countries, (and) threaten our efforts to build a safer, more prosperous world." Declaring international crime a threat to the national security interest of the United States in Presidential Decision Directive (PDD) 42, the President ordered the Departments of Justice, State and Treasury, the Coast Guard, National Security Council, Intelligence Community, and other federal agencies to step­up and integrate their efforts against international crime syndicates and money laundering. On January 15, 1997 the Treasury Department identified an additional 21 businesses and 57 individuals determined to be directly involved with illegal traffickers and their so­called legitimate business fronts. This brings to a total of 359 the number of businesses and individuals whose assets have been blocked since 1995 under authority of the President's Executive Order. As part of the PDD 42 process an interagency group is reviewing whether measures can be taken against other international criminal cartels. In his U.N. address, President Clinton stated that the United States was moving to take extraordinary steps against money launderers. To implement PDD 42, U.S. agencies identified nations where money laundering has important implications for U.S. national security and where expanded cooperation would significantly strengthen U.S. anti­money laundering efforts. Several of these nations have been approached by U.S. interagency teams in an effort to increase cooperation bilaterally as well as multilaterally and to reduce the threat posed by money laundering.

Organized Crime Unit The Narcotics and Organized Crime Bureau is tasked with spearheading New Jersey's war on drugs with strategic new initiatives designed to target all levels of narcotics trafficking in the Garden State, from street level distribution networks which impact upon the quality of life of New Jersey residents to wholesale importation and transportation operations controlled by foreign drug lords. At the same time, the State Police recognized the need to more effectively marshal resources from within the Division to combat both traditional organized criminal groups as well as the growing number of emerging nontraditional organized criminal groups.
The Narcotics and Organized Crime Bureau is currently staffed by 57 enlisted members. The Bureau is aligned into five specialized Units which are strategically designed to ensure that the Division of State Police effectively and efficiently complies with all departmental policies and directives as they pertain to narcotics and organized crime enforcement. These specialized Units include the Administration Unit, the Organized Crime Unit, the Narcotics North Unit, the Narcotics Central Unit, the Narcotics South Unit.

National Institute of Justice Organizational Structure Tong-affiliated gangs, like the Fuk Ching, have an ah kung (grandfather) or shuk foo (uncle) who is their tong leader. The top gang position is the dai dai lo (big big brother). Communicationbetween the tong and the gang occurs principally between these two individuals. Below the dai dai lo in descending order are the dai lo(s) or big brothers, the yee lo/saam lo (clique leaders), and at the bottom the ma jai or little horses. There are a variety of norms and rules that govern the gangs. These include respecting the ah kung, beating up members of other gangs on your turf, not using drugs, following the orders of the dai lo, and not betraying the gang. Rules violators are punished, sometimes severely, such as through physical assault and killing. Violence Our research and our interviews with various experts confirms that violence is a defining characteristic of Chinese criminal gangs. Use of violence within the group and against other organized crime groups is very prevalent. Disputes over territory and criminal markets among the gangs are typically resolved using kong so, a process of peaceful negotiation. When this does not occur, however, the resolution is usually a violent one, in which guns are used against rival gang members. Law enforcement authorities believe that an escalation of gang violence has taken place in recent years, due in part to the advent of the Fuk Ching, and to gang involvement in alien smuggling activities.

Organized crime members often engage in illegal business practices such as drug trafficking, prostitution, gambling, and loan sharking. They also may plan and coordinate murders, arson, extortion, kidnapping, mayhem, and other violent crimes. Because of their networking capabilities and the intimidation factor they present to victims and witnesses, organized crime members often believe their crimes will go undeterred. The District Attorney’s Organized Crime Division combats those problems posed by organized crime syndicates. The world of corporate finance and corporate capital is as criminogenic and probably more criminogenic than any poverty-wracked slum neighborhood.
The distinctions drawn between business, politics, and organized crime are at best artificial and in reality irrelevant. Rather than being dysfunctions, corporate crime, white-collar crime, organized crime, and political corruption are mainstays of American political-economic life.
First National Bank of Maryland: For two years, 1983-1985, the First National Bank of Maryland was used by Associated Traders, a CIA proprietary company, to make payments for covert operations. Associated traders used its accounts at First National to supply $23 million in arms for covert operations in Afghanistan, Angola, Chad, and Nicaragua (Bainerman, 1992; 276-277; Covert Action 35, 1990).
The links between the First National Bank of Maryland and the CIA were exposed in a lawsuit filed in Federal District Court by Robert Maxwell, a high-ranking bank officer. Maxwell charged in that suit that he had been asked to commit crimes on behalf of the CIA. Specifically, he charged that he was asked to conceal Associated Traders' business activities, which by law he was required to specify on all letters of credit. Maxwell alleged that he had been physically threatened and forced to leave his job after asking that his superiors supply him with a letter stating that the activities he was being asked to engage in were legal. In responding to Maxwell's lawsuit, attorneys for the bank state that "a relationship between First National and the CIA and Associated Traders was classified information which could neither be confirmed nor denied (Bainerman, 1992: 276-277; Washington Business Journal, February 5, 1990).
