Over the last 50 years the species has only been found at four localities and just one of these sites is frequently visited. The great reduction of Plantcutters in Peru is a direct result of habitat loss to agriculture and the extraction of firewood. The birdís entire distribution falls within Peru's heavily cultivated river valleys and as people change these once forested valleys into agricultural land, the species habitat is destroyed. There has never been a specialized study of these rare birds and almost nothing is known about its breeding habits and habitat requirements. Altogether, six lives were taken and one person is still missing and suspected to be killed by the same Tiger. Team of ten wildlife experts and technicians from KMTNC/ BCC and RCNP immediately moved to bring tiger under control. The team was latter joined by the police force. Due to difficult location and situation the tiger could not be captured but had to be shot dead on the 10th of November at nearby Mulpani Forest (Andhi Khola) of Maakar VDC to prevent further loss of human lives. The 2.7 m long man-eater weighed 145 kg and stood 1.2 m at its shoulder. Tiger in Rampur College A Tigress from RCNP entered Rampur College premises on 21st November 2001. The Tigress injured one person when he curiously tried to get close to the animal. Wildlife experts and technicians from KMTNC/ BCC and RCNP were immediately mobilized to the area to prevent any accident. The team successfully captured the Tigress on the same day and latter released to RCNP.

Where federal agencies make decisions based on those data, data release is needed to assure that the decision-making process is transparent to the public and to the regulated community. However, in order to safeguard both the researchers' proprietary interest in the data and certain data of a sensitive nature, data release should be required only under narrowly-defined conditions. The proposed revision is too vague to accomplish these goals. Threshold determination: when must data be provided? The proposed amendment does not define how it is to be determined that the government has relied on a federally-funded study to make a policy decision. As the Federal Register notice states, the intent of Senator Shelby was to create, "a first step in insuring that the public has access to all studies used by the Federal Government to develop Federal policy." Senator Lott's statement was to a similar effect. Definition of the word "data" Costs of data storage A related issue arises from the Mountain Plover example. How long are researchers and institutions required to retain their data? Are researchers required to supply copies of data to the institutions, so the data will be available even after the researcher leaves that institution? While the proposed revision makes some provision for the cost of obtaining the data, it does not seem to cover archival costs. Storage of biological samples can be very expensive. Section (4)(A)(III)(iv) says that fees shall provide for the recovery of only the direct costs of search, duplication, or review. This would appear to bar the recovery of archival costs.
