  • Ground-level ozone interferes with the ability of plants to produce and store food, so that growth, reproduction and overall plant health are compromised. Click here to view a concord grape plant damaged by ozone.
  • By weakening sensitive vegetation, ozone makes plants more susceptible to disease, pests, and environmental stresses.
  • Ground-level ozone has been shown to reduce agricultural yields for many economically important crops (e.g., soybeans, kidney beans, wheat, cotton).
  • The effects of ground-level ozone on long-lived species such as trees are believed to add up over many years so that whole forests or ecosystems can be affected. For example, ozone can adversely impact ecological functions such as water movement, mineral nutrient cycling, and habitats for various animal and plant species.
  • Ground-level ozone can kill or damage leaves so that they fall off the plants too soon or become spotted or brown. These effects can significantly decrease the natural beauty of an area, such as in national parks and recreation areas.
  • One of the key components of ozone, nitrogen oxide, contributes to fish kills and algae blooms in sensitive waterways, such as the Chesapeake Bay.

Profit enhancing chemicals
A "crime against humanity" is how The Ecologist in 1991 (May/June) described the depletion of the ozone layer, caused by chemicals (most notably Chloroflourocarbons, or CFCs) used in the production of fridges, air conditioning systems and solvents. Yet with the arrival of CFC-free aerosols on supermarket shelves the problem is now widely thought of as solved. This view ignores over thirty years of avoidable ozone depletion and is complacent, given the potential consequences of the continued use of ozone depleting chemicals. In 1992 in Copenhagen an agreement was reached by 37 nations and the European Union to speed up the phasing-out of four major ozone depleting chemicals. CFCs would be banned in these countries from 1 January this year. Yet many developing countries did not sign and had only agreed to a phasing-out of CFCs by 2010. Global CFC emissions still totalled 360,000 tonnes in 1995. This was a significant reduction from the 1 million tonnes in 1985, but still represented an important problem. The European Union has agreed to not issue any import licenses for virgin CFCs, except for essential uses. However, as the Environmental Investigation Agency (www.eia-international.org) point out, it "is still legal to import recycled, re-used and reclaimed CFCs from outside Europe provided the party is in possession of a licence."

What are Ozone Depleting Substances?
The ozone layer, located between 15 and 30 km above the earths surface, provides protection to life on earth by absorbing harmful ultra-violet radiation. There has been a dramatic increase in the depletion of the ozone layer during the latter part of this century, caused by the increased use of ozone depleting substances and, specifically, by their release into the atmosphere. Ozone depleting substances are chemicals which, when released into the atmosphere accumulate in the ozone layer and react with the ozone molecules to destroy them. The main ozone depleting substances are CFCs (chlorofluorocarbons), HCFCs (hydrochlorofluorocarbons), HBFCs (hydrobromofluorocarbons), halons, methyl bromide, methyl chloroform and carbon tetrachloride.
National Strategy
Action to reduce damage to the ozone layer has been agreed internationally under the Montreal Protocol on Substances that Deplete the Ozone Layer. This action has resulted in a ban on the manufacture and import into Australia of CFCs, halon, methyl chloroform, HBFCs and carbon tetrachloride. Controls have been placed on the import and manufacture of methyl bromide and HCFCs and their manufacture and import will eventually be banned. National strategies have been developed to ensure that Australia meets its international commitments under the Montreal Protocol.

ENVIRONMENT: Ozone Hole Predicted to Close in 50 Years
By Danielle Knight WASHINGTON, Dec 3 (IPS) - The hole in the protective ozone layer will soon begin to shrink and should close completely in as soon as 50 years, climate scientists announced here Sunday. New data shows that amounts of ozone destroying chemicals known as chlorofluorocarbons (CFCs) are decreasing in the lower atmosphere as a result of implementation of the Montreal Protocol, a global effort to ban the production and use of these chemicals, according to researchers. ''We have evidence now that the Montreal Protocol is having a big effect,'' Drew Shindell, a climate scientist with the National Aeronautics and Space Administration (NASA), told IPS. Because countries have reduced the production and use of CFCs, the levels of these chemicals should reach zero growth during the next decade or so in the stratosphere, according to Alan O'Neill, an ozone scientist and chair of an international conference on ozone and climate held last month in Argentina. ''With data such as this, scientists at the conference created computer models that showed the ozone hole would begin to decrease soon after that, and eventually close completely in some 50 years,'' said O'Neill.

Source Control
Source control involves minimizing the use of products and materials that cause indoor pollution, employing good hygiene practices to minimize biological contaminants (including the control of humidity and moisture, and occasional cleaning and disinfection of wet or moist surfaces), and using good housekeeping practices to control particles. Ozone generators can help as well. Ventilation
Ventilation is also effective and commonly employed. Ventilation methods include installing an exhaust fan close to the source of contaminants, increasing outdoor airflows in mechanical ventilation units, and opening windows, especially when pollutant sources are in use. Air Purification
The third approach airborne contaminant purification is the best method used to supplement source control and ventilation. Air filters, ozone generators and ionizers are often used to remove airborne particles, and gas adsorbing material is sometimes used to remove gaseous contaminants when source control and ventilation are inadequate. Conclusions
Based on the limited available data, we conclude that if allergen sources are present in a residence, airborne contaminant cleaning alone has not been proven effective at reducing airborne allergen-containing particles to levels at which no adverse effects are anticipated. Cats, for example, generally shed allergen at a much greater rate than air cleaners can effect removal. Dust mites excrete allergens in fecal particles in sequestered environments (i.e., within the carpet or the bedding). For individuals sensitive to dust mite allergen, the use of impermeable mattress coverings appears to be as effective as the use of a laminar flow airborne contaminant cleaning unit above the bed. Some type of ozone cleaner is necessary.

The Ozone Depletion Potential; ODP, is described as a potential relative to that of CFC-11. The various ozone-depleting substances vary in the degree to which they contribute to the reduction of the ozone layer. Halons, for example, are more efficient than CFCs in depleting ozone, and therefore have a higher ODP.
    Chlorofluorocarbons (CFCs), halons, methyl chloroform, methyl bromide, carbontetrachloride and several other chemicals are ozone-depleting substances. When CFCs and halons are released into the atmosphere, they rise slowly, taking up to seven years to reach the stratosphere. But once they are there, under the influence of the sun's ultraviolet light, chlorine is released and react with ozone, with a depletion of the ozone layer as a consequence. This allows harmful solar UV radiation to pass through to the earth's surface. Because it takes so long for the CFCs and halons to reach the stratosphere, any reduction in their use on earth does not have an immediate effect on the concentration in the stratosphere. Some of the ozone depleting substances are persistent, remaining active in the atmosphere for up to 50 years.

The ozone hole above the Antarctic is about to split in two, months earlier than usual, according to Dutch calculations – but it's weather rather than good environmental management that is the cause.
Henk Eskes, a senior scientist at the Royal Netherlands Meteorological Institute (KNMI), has predicted that the ozone hole will separate by today, Wednesday 25th September 2002.
"It comes and goes every year, it’s a seasonal phenomenon," said Dr Paul Fraser, the Chief Research Scientist at CSIRO Atmospheric Research. "It’s just that this year it looks like it will break up early."
KNMI is the national meteorological centre of the Netherlands. The prediction comes from data the European Space Agency has supplied using the Global Ozone Monitoring Experiment - a nadir-scanning ultraviolet and visible spectrometer that monitors atmospheric ozone levels.
"The hole is already elongated to such an extent that the minimum ozone hole has broken into two already," Dr Fraser said yesterday.
The ozone hole has been sitting in the shape of a 'W'. "The question is will it separate into two Vs - into two holes," he explained.

Impact of Ozone Depletion
Ozone naturally absorbs short wavelength solar radiation acting as a barrier to ultraviolet radiation from the sun. As the ozone concentration in the upper atmosphere is reduced, the ultraviolet radiation reaching the earth's surface increases and can result in demonstrable impacts on people, animals and plants. A prime example is increased skin cancer in humans exposed to excessive ultraviolet light. Other concerns relate to unpredictable but potentially significant changes in the temperature profile of the earth's atmosphere, since some of these substances contribute to global warming.
Phaseout of Ozone-Depleting Chemicals
The Montreal Protocol (Revised in 1991), to which most industrialized countries and 33 developing countries are signatories, calls for the total phasing out of a number of chemicals according to specific timetables. (See addenda.) The phasing out of these substances will be legislated in many countries, and the evidence indicates that the phaseout schedules will be accelerated.

The NOU regularly collects and reports data on CFC imports and use by various sectors to the Multilateral Fund. Quota Allocation As from 1999, in line with the 1999 freeze, quotas have been worked out and allocated to importers with reference to what they have imported during years 1995, 1996 and 1997. Regulations under the Consumer Protection Act nd and 5 th schedules of the above-mentioned Act. Consequently, appliances containing CFCs have been banned. The NOU has also prepared a draft regulation to have an effective licensing system. It is proposed to have this regulation under the EPA.

Ozone-Depleting Substances Regulation Amendment
The following is a brief summary on the amendment of the Alberta Ozone-Depleting Substances Regulation. Background Canada has historically taken a proactive role in the protection of the upper ozone layer, and played a key role in the development of, and subsequent amendments to, the "Montreal Protocol on Substances that Deplete the Ozone Layer" (Montreal Protocol). Alberta has supported the national position on ozone-depleting substances (ODSs) and is an active member of the Federal-Provincial Working Group (FPWG) on Controls Harmonization (Ozone-Depleting Substances). A key component of the program to address the ozone depletion issue was the "National Action Plan for Recovery, Recycling and Reclamation of CFCs" (NAP) which was published by the Canadian Council of Ministers of the Environment (CCME) in 1992. The NAP provided a framework for a national approach by the federal, provincial and territorial governments to implementation of an ozone layer protection program and primarily focussed on CFCs used in refrigeration and air conditioning systems. To harmonize it efforts to the national ozone layer protection program, Alberta enacted the Ozone-Depleting Substances Regulation (A.R. 125/93) in September of 1993. The Alberta regulation contained restrictions governing the use, handling and release of CFCs, HCFCs and Halons. Similar regulations were enacted in other provinces to support the requirements of the original NAP.
