Republic Of Palau The Republic of Palau is an independent nation located in the western Pacific. Palau was part of the US Trust Territory of the Pacific Islands. A constitution was adopted in 1981, but a Compact of Free Association defining Palau’s relationship with the United States repeatedly failed to secure the three-quarters vote needed for approval. (The voters did not want US military vessels docking in their harbors.) A 1992 constitutional amendment lowered the voting threshold to a simple majority; voters subsequently approved the compact, and Palau became a sovereign state in 1994. The compact between the US and Palau does not provide for any FEMA programs. Therefore, FEMA is not authorized to provide assistance for new Palau disasters after October 1, 1997. After three decades as part of the UN Trust Territory of the Pacific under US administration, this westernmost cluster of the Caroline Islands opted for independent status in 1978 rather than join the Federated States of Micronesia. A Compact of Free Association with the US was approved in 1986, but not ratified until 1993. It entered into force the following year when the islands gained their independence.
