Pat Scannon
Pat Scannon at Avenger crash site in 2002. Pat Scannon has been involved with WWII history, wrecks, exploration on the islands of Palau. He is also the creator of the BentProp.org website, and four self funded "PMAN" (Palau-Marines+Army Air Force+Navy) expeditions to the Palau area in search of history. His work and discoveries since 1993 include: locating the Japanese ship that was sunk by George H. W. Bush, plus many other significant ship and aircraft wrecks and MIA cases in the Palau area.

Born in Fort Knox KY and as an army brat of an officer, traveled alot courtesy of the US Army. Lived in many states and Germany - graduated from the University of Georgia with a BSChem degree ('69), then a PhD from UC Berkeley ('72), then an MD from the Medical College of Georgia('76), then board certified in Internal Medicine ('79).

ELSEWHERE: For sports lovers, the Rock Islands offer endless possibilities for snorkelling, sea kayaking, sailing and fishing. The island of Peleliu forms the southern boundary of the Rock Islands. In 1985 it was designated a US National Historic Landmark, owing to the part it played during World War II. Abandoned tanks, helmets and bomb casings are still dotted throughout the island.

In July delegates took part in a conference organized by the armed forces in Townsville (Queensland) on the impact of international humanitarian law on the conduct of operations by land commanders.

History It's thought that the first inhabitants of Palau came from eastern Indonesia. Carbon dating of ancient habitation sites shows that the Rock Islands were settled by at least 1000 BC. These early Palauans developed fairly complex matrilineal and matriarchal social systems, wherein money and property were inherited by women though owned by the clan. The first European to sight Palau was probably Ruy Lopez de Villalobos of Spain in 1543. Spain claimed the islands in 1686 but did nothing to develop or colonize them. It wasn't until 1783, when English captain Henry Wilson shipwrecked on a reef off Palau's Ulong Island, that any significant contact between Palauans and Westerners began. Wilson was aided by Koror's chief, Ibedul, who helped rebuild the ship and then sent his son, Prince Lebuu, back with the sailors to be educated in England. Although Lebuu died of smallpox shortly after arriving in London, his presence there touched many Britons and piqued their interest in Palau. The country soon became Palau's main trading partner and remained so for over 100 years, until the Spanish returned and expelled them in 1885.

    Organizers: The Sasakawa Peace Foundation Pacific Islands News Association (PINA) Project period: The second year of an ongoing five-year project For FY2001:
    Ties between Pacific island nations and Japan are growing deeper year by year as JapanÕs private sector continues to invest in these countries and more official development assistance is extended to them. From fiscal 1991 through fiscal 1999, the Fund implemented the project Inviting Media Personnel from the Pacific Island Region to Japan. More than 60 media personnel from Pacific island nations visited Japan through that project, which sought to promote understanding of Japan within the region. Thanks to the project's success, it was decided to follow up with the present five-year project.
    This year it was planned to send three reporters from Japan's Okinawa Prefecture to Papua New Guinea, but because of the high risk of contracting malaria, the destination was changed to Fiji. The reporters covered ecotourism and ruins and wrote feature stories on those topics. In addition, the editor in chief of a newspaper and a senior journalist for a radio network in Papua New Guinea, as well as the publisher of a newspaper in Fiji, were invited to Japan. They covered the planned inauguration of direct flights between Japan and Papua New Guinea in April 2002 and the Kashiwazaki-Kariwa Nuclear Power Station, as well as the remote island community of Miyakojima, Okinawa Prefecture. Their reports were published in a Papua New Guinea national newspaper and transmitted throughout the Pacific region through various media.

    About SPICIN - Organization History In October, 1987, the South Pacific Islands Criminal Intelligence Network, SPICIN, was created by the 17 police executives of the South Pacific Chiefs of Police Conference (SPCPC) during the 16th Annual Conference hosted by the American Samoa Government Department of Public Safety as a direct result of growing crime problems in the Pacific and a weak information sharing process among the affected nations. Commissioner Saul stated:
      "Experience has shown that the Pacific Island territories are used as transiting points for drug running to our larger neighbors of New Zealand and Australia. During the past decade, a number of major incidents are recorded on this. In fact, there currently is an operation going on in Vanuatu in this regard. There has always been a ready assistance forthcoming from our larger neighbors when hard intelligence has indicated a bilateral or multilateral crime problems. However, I am of the view that the time is fast approaching when there should be established a regional crime, drugs, intelligence unit to coordinate and disseminate information for unified action to combat what I see as increasing problems. I, therefore, suggest initial discussion in this form on location, staffing, funding, and terms of reference before approaching our respective governments to ask their approval for the establishment of such an organization and then assistance with accommodation and technology from our larger neighbors."

    he FSM has a rich history dating back several thousand years. The islands were originally settled by ancient people sailing east from Asia and north from Polynesia . Later discovers and settlers included the Spanish, Germans, and Japanese and evidence of their former presence is found throughout the islands. Following the trusteeship under U.S. administration after W.W. II, the FSM is now independent and self-governing. Most linguistic and archaeological evidence indicates that the islands were first discovered and settled between two and three thousand years ago . The first settlers are often described as Austronesian speakers possessing horticultural skills and highly sophisticated maritime knowledge . These first settlers are thought to have migrated eastward from Southeast Asia to Yap. From there, some migrated south to Papua New Guinea, Solomon Islands, and New Caledonia, and later to Kiribati and the Marshall Islands. The oral histories of the Micronesian people indicate close affiliations and interactions in the past among the members of the island societies comprising the present-day FSM. The Lelu ruins in Kosrae (1400 AD) and the Nan Madol ruins of Pohnpei (1000 AD) are impressive reminders of the accomplishments of these early peoples.

Mr. President Falcam, your stewardship of the Pacific Islands Forum Secretariat during this time of rapid change has been exemplary. The benefits of the efforts made during your tenure will be felt for years to come. As the President of the Republic of Palau and the new Chairman of the Pacific Islands Forum Secretariat, I am doubly pleased to welcome you all to our shores. This 30th convening of the Pacific Islands Forum Secretariat arrives at a special time for Palau. I know several of you arrived in time to witness the beginning of the celebrations marking the fifth anniversary of the independence of the Republic of Palau. Palau is pleased and gratified that you are here to share in our celebrations of this special milestone. I hope you have had an opportunity to join in commemorating our independence. The Republic of Palau is honoured to serve as host of this meeting. As the newest member of the Pacific Islands Forum Secretariat, as the westernmost and one of the northernmost members of the Pacific Islands Forum Secretariat, and as the last Trust Territory of the Pacific to declare its independence, the Republic of Palau brings a unique perspective to this organisation.
