Government: Politics: Political culture traditionally characterized by personalism ( personalismo International Relations: Traditionally dominated by bilateral relations with United States; special relationship created by 1977 Panama Canal treaties continued to be most important aspect of foreign relations in late 1980s. Relations very strained and troubled, however, in late 1987 because of United States concerns over the lack of democratization and serious allegations of involvement of the FDP commander in drug trafficking and money laundering. Following negotiation of Panama Canal treaties, Panama has given more attention to other commercial and trade relations and especially to the Central American peace process. International Agreements and Membership: The country is party to Inter-American Treaty of Reciprocal Assistance (Rio Treaty) and Treaty for the Prohibition of Nuclear Weapons in Latin America (Tlatelolco Treaty) and is bound by provisions of Panama Canal treaties. Also a member of Organization of American States, United Nations and its specialized agencies, World Bank, International Monetary Fund, and Inter-American Development Bank, as well as an active member of the Nonaligned Movement. The City Commission consist of five members, a Mayor and four Commission members; one (1) commissioner is elected from each of the City's four wards and one (1) commissioner is elected at large and serves as the Mayor-Commissioner At Large. The Commission passes ordinances, adopts resolutions, adopts the City's budget and sets the policies for the operation of the city government.

    PANAMA CITY For nine days, one of the most prominent journalists in Panama lived out of three nylon suitcases, slept on the floor on a rollaway mattress and took cold showers in a cafeteria bathroom. Fear that the government would forcibly expel him from the country kept Gustavo Gorriti holed up in the offices of his newspaper, but it didn't stop him from challenging Panama's power structure. On Sunday, the day after Gorriti decided to go home, his newspaper published an article about 11 members of President Ernesto Perez Balladares' family who hold high government jobs. To underscore the article's findings, a box was printed above the article containing a dictionary definition of nepotism. Gorriti, a Peruvian who fled his country because of political persecution, came to Panama last year as associate editor of the newspaper La Prensa. He has since made Panama's government as uncomfortable as he did Peru's.

    The origins of Panama's main political parties
    Panamanians share a tradition of New Year's Eve drinking parties with the United States. Yet New Year's is also celebrated in Panama by the burning of effigies representing the old year, which are set up in often elaborate roadside displays during the Christmas season and then torched as the new year chimes in. The celebrations continue on New Year's Day, when friends gather for a traditional meal. Drinking is often a feature of the New Year's Day festivities as well. And so it was at the presidential palace as 1930 became 1931. Florencio Arosemena, the well-heeled standard bearer of the Liberal Party, hosted the cream of the elite rabiblanco society at celebrations that went on well into the evening of January 1. The Great Depression was hardly felt by Zonian society, but across the street in Panama the drastic cutback in world trade, thus shipping through Panama, hit hard. Things had fallen apart on Arosemena's shift, and whether or not he had anything to do with it, he was taking much of the blame. Among Arosemena's guests was Dr. Arnulfo Arias Madrid, a young physician from a traditional landowning family from Penonome in the country's interior. Arnulfo was not related to the Ariases who had taken part in the conspiracy by which Panama was severed from Colombia. His family, like much of the latifundist class, were loyal Colombians, Conservative partisans, without particular economic ties to or affection for the United States in 1903. Despite the Arias family's apparent opposition to the US-inspired separation from Colombia, Arnulfo was educated at the University of Chicago and Harvard, while his brother Harmodio, an attorney, practiced before the Canal Zone Courts.

    The Republic of Panama is situated in Central America, at the narrowest part of the isthmus, and lies between Costa Rica (to the northwest) and Colombia (to the southeast). Panama has an area of approximately 77,000 square kilometers (30,000 square miles) and an estimated population of 2.8 million. Climate is tropical with heavy rains. The dry season runs from mid-December through the end of April; the rest of the year is rainy. Panama is a Republic with a democratic system of government. The President, as Chief Executive, is elected by direct vote for a five-year term, concurrently with the members of the National Assembly, a unicameral parliament.
