Privatizing Government: Panama Goes on a Selling Spree

The Panamanian government's attempts to privatize a number of government agencies including power plants, the water system, and public transportation are generating a flurry of opposition among civil groups and political candidates. On November 18, Panama announced the sale of several pieces of the agency that provides electricity to the country, the National Institute of Hydraulic Resources and Electrification (IRHE), to three U.S.-based companies for $300 million. Last year, in preparation for the sell-off, the government split IRHE into eight companies, including the three thermal and hydroelectric plants which were privatized. The latest privatization will sell off the government's potable water agency, IDAAN. Leading presidential candidate Martín Torrijos opposes the project (as did the candidate whom Torrijos bested in a party primary, Alfredo Oranges). A leader of IDAAN workers, Luis Ernesto Pedreschi, says the privatization will result in a 50 percent increase in consumer prices, as customers will be charged separately for sewage bills for the first time. Sociologist Marco Gandásegui notes that Panama has very little experience in successful privatization. He says government officials want the short-term gains from privatization but are unaware that it brings a new set of responsibilities.

Press Release No. 230 Panama Reiterates to the OECD the Need for Equitable
And Non-Discriminatory Treatment
The Government of the Republic of Panama has knowledge that the Presidency of the European Union (EU) submitted, on December 3, a tax proposal to their Member States that would grant certain EU member countries – also members of the Organization for Economic Cooperation and Development (OECD) – special and different treatment in regard to compromises that "non-OECD" countries and jurisdictions – among them the Republic of Panama – had signed toward their incorporation in the efforts of the Global Forum on transparency and tax information exchange prompted by the OECD.
Taking not of the international media reports, the Government of Panama understands that the Presidency of the European Council would be proposing to Austria, Luxembourg and Belgium, not to exchange tax information with other EU Member States, under the same parameters applied within the OECD, until January 1, 2011. Under this proposal, Switzerland would receive similar treatment.
The Government of Panama considers that a situation like the one reported would be, at least, worrisome.

NUEVO VIJIA, Panama - The lines of worry across Venancio Aquilar's face are deep as he unloads his fishing net, a small motor and 12 pounds of fish from his small wooden canoe. For Venancio, it has been a disappointing morning's fishing on the murky green waters of Lake Madden. "In reality, I'm fighting" he says, as he carries his equipment up to a small house built of wood and unplastered concrete blocks. The fish will net him $6, barely enough to cover his family's food for one day after he pays for the fuel spent out on the lake. The economic plight of Venancio and thousands of others living in the Panama Canal watershed area - the 326,225 hectares (805,776 acres) of land surrounding the waterway - has become a big headache for the Panama Canal Commission. Scientists from the Smithsonian Tropical Research Institute (STRI) in Panama City are warning that population pressure, corruption and unchecked urbanisation, could seriously affect the watershed environment and, with it, future canal operations. "Panama, is a gift of the Chagres," notes Stanley Heckadon, a senior scientist at STRI, equating the river's importance with that of the Nile to Egypt. Without the River Chagres, construction of the Panama Canal would have been tough at best, he says.

Panama Time and Date Panama Economy Back to Top Since colonial times, Panama’s location has made it a crossroads for trade and transit. This role assumed worldwide significance in the 20th century with the completion of the Panama Canal, which dominated Panama’s economy for decades and tied it closely to the United States. Panama’s gross domestic product (GDP) was $9.56 billion in 1999, equal to $3,400 per person. Commerce, finance, and business services constituted the core of Panama’s economy, contributing 76 percent of the GDP. Most economic activity was concentrated in the urban area of central Panama surrounding the canal. In the 1990s the rural economy accounted for 10 percent of the GDP and was primarily agricultural, producing farm and ranch commodities. Spending by the United States on military bases added another 5 percent, or $366 million, to the GDP, but that ended when Panama assumed control of the canal in 1999. Nearly three-fourths of the gross domestic product (GDP) is generated by the service sector—a greater proportion than in any other Latin American country—and services employ the majority of the workforce. Services have grown mainly because of offshore banking and canal traffic; public administration and other services are also important. Agriculture and fishing account for less than one-tenth of the GDP but nearly one-fifth of the workforce.
