Papua New Guinea's Prime Minister Bill Skate and Bougainvillean leaders have been meeting in Rotorua, New Zealand, to discuss disarmament and the future governance of Bougainville. The leaders have released a communique referred to as the Matakana and Okataina Understanding. In the communique, they pledge to maintain the ceasefire, and work towards a negotiated political settlement of Bougainville's long-term political future. The leaders said a special state negotiator would prepare a package on the powers, functions, structure and status of Bougainville's future government, which would be geared to Bougainville's needs. The Director of the Multilateral, Legal and Treaties Branch in the Department of Foreign Affairs told Landmine Monitor that, "Papua New Guinea supports the aim of this treaty, thus, the Department of Foreign Affairs is already in the process of formalising documents for Papua New Guinea accession to the signing and ratification of this treaty."

- more on mining As DNR hearings loom on the proposed Crandon mine, its owner finds itself embroiled in controversy from poor environmental practices and labor conduct at its mining operations outside the U.S. The events may raise questions about what type of neighbor and citizen BHP-Billiton (based in London) would make in Wisconsin. In Papau, New Guinea, a group of children, women and landowners have blockaded BHP-Billiton's OK Tedi Mine . The group has blocked access to a bridge leading into the mine, effectively shutting the mine down. The protesters are upset by the massive pollution released from BHP's copper mine and the devastation it has caused to their drinking water, fishing, and forests upon which they rely. Each day, the company dumps 80,000 tons of waste into the Tedi River. The river and forest surrounding it are dying from the pollution. Rather than clean up its act, BHP is instead seeking a legislative bail-out. The company has approached the government with an offer: In return for divesting itself of the mine, the government will absolve BHP from all future liability for the environmental damage caused by the mine.

Bougainville is the main island of the North Solomons group which, as the name implies, is not related geographically or ethnically to the rest of the islands of Papua New Guinea; and so, the inclusion of the the North Solomons as a province of PNG might be characterized as a colonial "accident". The international boundary with the Solomons is just a stone's throw off the southeast coast of Bougainville Island. Here's a backgrounder to the origins of Radio Free Bougainville, which I should think, regardless of one's sympathies, must properly be considered a clandestine operation at this time: "IARN GETS MEDICINE TO BOUGAINVILLE THROUGH NEW GUINEA BLOCKADE" Bougainville is a 130-mile long island with 160,000 citizens, northeast of Australia, between Papua New Guinea and the Solomon Islands. Bougainville was so named by the French Explorer Louis de Bougainville who first sighted the island in 1768. It was later annexed by the German New Guinea Company as part of their holdings. After the defeat of Germany in the First World War, the German territories, collectively termed New Guinea, became a part of the League of Nations Mandate and were placed under Australian administration. At this stage, Bougainville's leaders began to speak out against being held as a separate entity from their traditional brothers in the Solomons.

SERRANO WORKS TO RAISE AWARENESS FOR LOCAL PROGRAM TOPROTECT PAPAU NEW GUINEA’S RAIN FOREST
The program is funded by the Research and Conservation Foundation (RCF). RCF is a non-profit organization created by WCS. WCS supports traditional methods of organic agriculture such as: coffee grown in the shade, coffee that is hand-picked, and beans which are dried in the sun. By encouraging local farmers to practice such conservationist farming techniques, RCF in turn stimulates a greater cause for dedication to the protection and preservation of the remarkable tropical forests. The rain forest of Papua New Guinea provides a home for diverse flora and fauna, including one of the world’s most stunning groups of birds of paradise, as well as tree kangaroos and a variety of other birds and marsupials. Congressman Serrano said, “The Wildlife Conservation Society in the Bronx has a strong reputation for programs promoting environmental awareness and conservation efforts. Their efforts to promote organic agriculture in the world’s tropical forests continue to strengthen that reputation.” Serrano added, “I am glad to share this environmentally-friendly coffee with my colleagues from New York. I know when they try it they will agree that you can still enjoy your daily coffee and be environmentally conscious at the same time.” Congressman Engel said, “It is wonderful that the Wildlife Conservation Society in the Bronx has sponsored this program to protect the rain forest and benefit the local economy of Papua New Guinea.” He continued, “The rain forest of Papua New Guinea is one of the most diverse ecosystems in the world, which is why it is so important to protect. This is just one more positive aspect of the Bronx that all Bronxites can be proud of. I know all of my colleagues will enjoy this coffee not only because it is good, but because of how it was grown.”

On September 5th - 6th 2001 the IIFWP together with the International Education Foundation and FreeTeens, convened a conference in Port Moresby, the capital of Papua New Guinea. It is noteworthy to say that PNG is a nation that lays claim to 800 languages (there are some 1800 languages in use in the world today) and hundreds of tribes scattered through 20 provinces covering 6 major islands. September 16th. marks the 26th anniversary of PNG as an independent nation, after 69 years under Australian administration. It is a young nation that is plagued with numerous political, environmental, social and economic problems. The Conference began with welcoming speeches from the Govenor of Central Province, the Hon. Opa Taureka and the Hon. John Kamba, Minister for Telecommunications for PNG. With passion and deep conviction Dr. Kwak spoke about the spiritual nature of all people and the continuation of life in the spirit world. Moreover, he stressed that our life on Earth is preparation for eternal life in the spirit world. We prepare by cultivating a heart of true love that manifests in daily life through a lifestyle of living for the sake of others.

The National Government has a single chamber Parliament based on the Westminster Parliamentary system. A total of 109 members are elected directly by the people from electoral constituencies in the districts and provinces.
Out of the 109 members, 89 are Open Electorate Members elected from districts and 20 Provincial ( Regional ) Members elected by Province wide vote through the first-pass-the -vote system.
For effective administration purpose, the country is divided into 19 provinces. The provinces are divided into districts and the districts further divided into local level Governments.

FA 48 29 May 97 BOUGAINVILLE PEACE STRATEGY WELCOMED I warmly welcome the announcement today by Acting Prime Minister John Giheno that the National Executive Council of Papua New Guinea has approved a peace strategy for Bougainville. Mr Giheno has said that the strategy was developed at the direction of Prime Minister Sir Julius Chan and is based on wide consultation within the national government, PNG church, NGO and community groups and, particularly, with the people of Bougainville. I congratulate all who have contributed to the strategy. It is my sincere hope that this strategy will initiate a process that will lead to lasting peace. I note that Mr Giheno has stated clearly the PNG Government's belief that there can be no military solution to the conflict. The Australian Government strongly endorses that view. We believe that the resolution of the Bougainville conflict can best be achieved through peaceful negotiation and a spirit of reconciliation. As the Australian Government has consistently stated, we stand ready, if requested by the PNG Government, to support the people of Papau New Guinea in carrying the Bougainville peace process forward.
